THE CITY OF FRESNO DEPARTMENT OF PUBLIC UTILITIES IS INVITING CONSULTANTS TO SUBMIT A STATEMENT OF QUALIFICATIONS FOR ON-CALL CONVEYANCE SYSTEM DESIGN SERVICES

The City of Fresno Department of Public Utilities (DPU) is inviting qualified firms to submit a Statement of Qualifications (SOQ) to provide on-call conveyance system design services including, but not limited to, planning, design, and support during bidding and construction.
DPU intends to award On-Call Consultant Services Agreements in the approximate amount of $1,000,000 to $2,000,000 to multiple qualified firms to provide professional engineering services for conveyance system projects over the next three years. As needs arise, the contracted firms will be issued Requests for Proposals (RFPs) for individual projects and a single firm will be selected to complete the work based on the proposed approach, total fee, proposed schedule, and firm availability. Contracted firms will solely be reimbursed for hours worked and there is no guarantee expressed or implied that the full amount of any agreement will be authorized. The City reserves the right to advertise any conveyance design project outside of those contracted firms if deemed most beneficial to the City.  DPU intends to award On-Call Consultant Service Agreements to approximately four (4) to six (6) qualified firms. 
To be considered, qualified firms must possess current, valid, and appropriate State of California-issued engineering license(s) and have extensive experience and knowledge in all phases of planning, design, and construction of drinking water, wastewater, and recycled water conveyance infrastructure, as well as the governing agencies that regulate the operation of those systems.
Qualified firms interested in submitting a SOQ may download the RFQ package by visiting the City’s Planet Bids website at https://www.fresno.gov/departments/purchasing/ under the “Bid Opportunities” subsection on the right side of the screen. For those firms interested in submitting an SOQ, a non-mandatory pre-bid conference will be held at 2:00 p.m., on October 12, 2023. THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STAMENT FOR QUALIFICATIONS” FOR ENGINEERING SERVICES FOR THE CEDAR AVENUE ROADWAY IMPROVEMENTS PROJECT

The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Engieering Services for the capital improvement project at Cedar Avenue between Herndon Avenue and Alluvial Avenue. Funding for this project is through Surface Transportation Block Grant (BID FILE NO. 12400781).
Scope of Services
Services will include preparation of necessary plans, specifications, estimates and conducting necessary utility coordination for this project . In general:
·         Participate in coordination meetings with City staff.
·         Participate in key stakeholders meetings (City, County, public, etc.) .
·         Conduct site investigation in order to prepare construction documents.
·         Prepare utility notification letters to various utilities and agencies.
·         Preparation of utility communication log to be completed and updated with every submittal, or upon request of City Project Management Team
·         Prepare and submit utility research.
·         Process City provided topographic survey information.
·         Identify utility conflicts.
·         Prepare and submit necessary documents to agencies for utility relocations.
·         Provide Geotechnical testing and recommendations
·         Prepare and provide pothole exhibit based on utility research and engineer’s recommendation identifying potential utility conflicts.
·         Explore innovative options for pavement design that meet City requirements.
·         Identify and prepare required right-of-way exhibits, covers sheets, deeds and maps showing required right-of-way acquisition.
·         Prepare appraisal maps detailing all acquisitions and any Temporary Construction Easements.
·         Prepare and develop conceptual traffic control plan.
·         Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement.
·         Submit construction documents to City office for stakeholder review.
·         Obtain final signatures on construction documents by City and stakeholders.
·         As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.
·         As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction.
·         Prepare record drawings documents using the as-built improvements.

·      Overview of the firm and any proposed sub-consultants

·      Work plan for identifying tasks to be completed by the Consultant team, approach to the work, and key issues for this project.
·      Schedule for project completion including the milestones identified in the work plan.
·      Listing of client references associated with completed projects would be desirable.
·      Completed DBE Commitment Form (Exhibit 10-O1)
·      Completed Proposer Good Faith Efforts Form (Exhibit 15-H), if applicable
·      Completed Disclosure of Lobbying Activities (Exhibit 10-Q)
·      Signed Addenda issued during advertisement
·      The SOQ should be concise and shall not exceed TWENTY-FIVE (25) pages.
