CITY OF CLOVIS SUMMARY OF ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CLOVIS AMENDING CHAPTER 3.1 OF TITLE 3 OF THE CLOVIS MUNICIPAL CODE PERTAINING TO BUSINESS REGISTRATION AND TAX CERTIFICATES.

On July 2, 2018, at 6:00 p.m., in the Council Chamber, 1033 Fifth Street, Clovis, CA, 93612, the Clovis City Council will consider a request to approve the introduction of an ordinance to amend Chapter 3.1 of Title 3 of the Clovis Municipal Code pertaining to Business Registration and Tax Certificates.

The update to the Ordinance changes the title of the current Business License requirement in the Ordinance to a Business Registration and Tax Certificate. City staff undertook a comprehensive review of the existing title of the Business License requirements and determined updating the title to Business Registration and Tax Certificate would reduce confusion on the role of the Business License.

A Job Order Contract is an indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual Projects at different locations within the city or at any location or facility under the jurisdiction of the City.  The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction.

The City selected The Gordian Group’s (Gordian) Job Order Contracting (JOC) Solution (Gordian JOC SolutionTM) for their JOC program. The Gordian JOC Solution includes Gordian’s proprietary eGordian® JOC Applications and Construction Task Catalog®, which shall be used by the Contractor to prepare and submit Job Order Proposals, subcontractor lists, and other requirements specified by the City. The Contractor shall be required to execute Gordian’s JOC System License and Fee Agreement, and pay a 1% JOC System License Fee to obtain access to the Gordian JOC Solution.
