The treatment facility is located toward the north end of Sky Harbour Road. The scope of work includes, but is not limited to: application of methacrylate deck sealant, replacement of joint seals, repair of approach asphalt concrete pavement, and repair of concrete deck cracks and other minor concrete deficiencies.

The Construction Allocation for this project is $267,700.

Bid Proposals must be filed with the Purchasing Manager prior to the bid opening at 3 p.m. on Tuesday, July 24,2018, when the bids will be publicly opened and recorded.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code.  The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City.  A copy of the resolution is on file at the Office of the City Clerk.  Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected.

The City of Fresno hereby notifies all Bidders that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era or on any other basis prohibited by law.

The City will carry out applicable federal requirements in the award and administration of any contract awarded hereunder.  This is a federal project funded with financial assistance from the U.S. Department of Transportation, Federal Highway Administration (FHWA). 

Bidders are advised that, as required by federal law, the State of California has established a statewide overall DBE goal.  City of Fresno federal-aid contracts are considered to be part of the statewide overall DBE goal and the City is required to report to the California Department of Transportation (Caltrans) on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. 

Bidders are advised that, as required by federal law, the City of Fresno is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE).  The DBE goal for this Project is FOURTEEN PERCENT (14%).  DBE participation shall be calculated on the basis of the Total Net Bid Amount and on all possible combinations of the Base Bid plus Add Alternate(s), if applicable.

Bidders are advised that any award of the Contract will be conditioned on the successful Bidder meeting the good faith efforts to meet the established goal for this project pursuant to 49 CFR 26.53.

A pre-bid conference will be held at 10:00 a.m., on July 10, 2018, in Room 4020S, City Hall, 2600 Fresno Street, Fresno, California.  Prospective Bidders are encouraged to attend since City Staff will be present to answer any questions regarding the Specifications, and there may be an inspection tour of the job site(s).

A 100 percent Payment Bond and 100 percent Performance Bond for all public works contracts must be filed with the Contract Documents and approved by the City before the Contractor enters upon performance of the Work.

No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class “A” Contractor’s License issued by the State of California.

The City reserves the right to reject any and all bids.

NOTICE IS HEREBY GIVEN that the Fresno Local Agency Formation Commission (LAFCo) will consider the following at a public hearing on July 11, 2018.

Update      of Fresno LAFCo Policies and Procedures Manual:  consists of      reformatting and reorganization of this document.  Incidental,      non-substantive changes to policy text have been made to conform with new      organization.

FOR PROFESSIONAL ENGINEERING DESIGN AND ENVIRONMENTAL SERVICES

FOR THE ENTERPRISE CANAL CLASS I TRAIL / SIGNATURE PEDESTRIAN BRIDGE OVER SR 168 PROJECT

NOTICE IS HEREBY GIVEN that the City of Clovis is seeking qualified professional engineering design and environmental services to design a new signature pedestrian bridge for the Enterprise Canal Class I Trail to go over State Route 168. 

A pre-proposal conference will be held on July 9, 2018, at 3:00 PM, in the City of Clovis Council Chambers, Clovis Civic Center, 1033 Fifth Street, Clovis, CA  93612.  Attendance at pre-proposal meeting is mandatory.  Any bidder not attending the meeting will be disqualified.

Proposals will be received in accordance with the Request for Proposals (RFP) on file with the City Clerk at the Clovis Civic Center, Clovis, CA.  The RFP can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website. Scope of work, qualifications, evaluation criteria and consultant selection will be in accordance with the processes established in the RFP.

NOTICE OF INTENT TO ADOPT A FINAL ENVIRONMENTAL IMPACT REPORT FOR THE PROPOSED UPDATES TO THE CITY OF CLOVIS WATER, WASTEWATER, AND RECYCLED WATER MASTER PLANS

NOTICE OF PUBLIC HEARING

Notice is hereby given, that a public hearing will be held by the City Council of the City of Clovis on Monday, July 2, 2018 at 6:00 p.m., or as soon thereafter as the matter can be heard, in the Council Chambers at City Hall, 1033 Fifth Street, Clovis, California, in order to consider the proposed updates to the City of Clovis Water, Wastewater, Recycled Water Master Plans, and associated items in accordance with the California Environmental Quality Act.

Project Location and Description: The City is undertaking to update its master plans for water, recycled water, and wastewater. The purpose of the update is to synchronize these master plans with the growth projections and future service area envisioned in the Clovis General Plan (General Plan). The area encompassed by the updates is the city’s General Plan’s approximately 74-square mile planning area.

The Water Master Plan update proposes additional water supply infrastructure relative to the assumptions in the 2014 General Plan PEIR. The key additions are: construction of a secondary 20 MGD SWTP, construction of 42-inch diameter raw water line between the two SWTPs that will also provide an interconnection with the City’s primary SWTP and the Friant-Kern Canal, construction of an emergency intertie between the City of Fresno and City of Clovis water systems to enable water to be conveyed between the cities, and addition of 80 acres of groundwater recharge area. The construction of related supply pipelines were otherwise assumed in the PEIR.

The Recycled Water Master Plan update proposes expansion of the City’s recycled water system into the Northeast Triangle, Northwest Village, and Loma Vista areas. Longer term, at buildout, phased construction of additional distribution infrastructure is required throughout the City. Major distribution infrastructure required to deliver this water will typically consist of 10- to 30-inch diameter pipes and transmission mains with two new pump stations located at strategic locations in the Northeast Village and Northwest Triangle villages.

The Wastewater Master Plan update notes that the Northwest, Northeast, and Southeast Service Areas are projected to exceed the build-out capacity of the Clovis Sewage Treatment/Water Reuse Facility, based upon the 2014 General Plan land uses. The 2017 Master Plan proposes diversion of a portion of the flow from these service areas to the Fowler Service Area. The Fowler Service Area is capable of acquiring additional capacity in the regional system for both its originally planned service area and the diversion areas. Such additional capacity, available by prior agreement with Fresno, is sufficient based upon current Clovis land use planning per the 2014 General Plan. Additionally, Clovis has agreed to participate in the cost of construction of up to 3 million gallons per day of additional capacity in the North Avenue Trunk Sewer, which receives flow from the Fowler Trunk Sewer and discharges into the Regional Water Recycling Facility. Agreement provisions specify that the Clovis share of related project costs shall reflect Clovis’ proportional share of flow capacity in any new capacity enhancing project.

Environmental Determination:  The City of Clovis (City) has completed a Draft and Final Subsequent Focused Environmental Impact Report (SFEIR) for the proposed Updates to the City of Clovis Water Master Plan, Wastewater Master Plan, and Recycled Water Master Plan (project). These plan updates affect lands within the City’s 2014 General Plan planning area.

The City prepared an Initial Study for the project, and determined that a subsequent EIR should prepared to analyze impacts related to air quality, greenhouse gases, and utilities and service systems.  The SFEIR is based upon the Program EIR (PEIR) certified with approval of the City’s General Plan.

Potential Project Impacts: Based on the Draft SFEIR, the project could have significant and unavoidable environmental effects related to air quality and greenhouse gases, including impacts that would be more severe that what was concluded in the PEIR. No new or more severe impacts related to utilities and service systems were identified.

Public Review: The 45 day public comment period for the Draft SFEIR began on Wednesday, February 28, 2018 and ended on Friday, April 13, 2018.   Comments received during the comment period were responded to and those comments and responses are included in the Final SFEIR.

NOTICE OF IMPENDING POWER TO SELL

TAX-DEFAULTED PROPERTY – FIVE YEAR

Made pursuant to Section 3691 and 3692.4, Revenue and Taxation Code

Notice is hereby given that real property taxes and assessments on the parcels described below will have been defaulted for five or more years, or, in the case of property on which a nuisance abatement lien has been recorded or can serve the public benefit by providing housing or services directly related to low-income persons, when three or more years have elapsed and a request has been made by a city, county, city and county, or nonprofit organization, that property will become subject to the tax collector’s power to sell.  The parcels listed will become subject to the tax collector’s power to sell at the close of business on June 29, 2018, by operation of law.  The tax collector’s power to sell will arise unless the property is either redeemed or made subject to an installment plan of redemption initiated as provided by law prior to close of business on the last business day in June. The right to an installment plan terminates on the last business day in June, and after that date the entire balance due must be paid in full to prevent sale of the property at public auction.

Note: The power to sell schedule for nonresidential commercial property is three years or more of tax default status, unless the county adopts, by ordinance or resolution, the five-year tax default schedule.
