The Update adds two additional parcels to be rezoned to R-1, totaling six parcels. Amend the Fresno County General Plan to update the County-adopted Biola Community Plan and amend Program Environmental Impact Report No. 2018031066 certified for the 2024 Fresno County General Plan Review and Zoning Ordinance Update pursuant to California Environmental Quality Act Section 15164(a). The project includes an expansion of the Biola Community Plan boundary, an amendment to the land use designations within the expanded boundary (amend land use diagram), and revisions to the goals, policies, and implementation programs identified in the Biola Community Plan. The Biola Community Plan goals, policies, and implementation programs are specific to the Biola community. Bidders and subcontractors are advised that the Federal Aviation Administration (FAA) is in the process of updating the required contractual provisions required for agreements funded in whole or in part with FAA funding. The FAA shall provide updated required contractual provisions at some point in the future which shall be incorporated into the Agreement. Contractors and Subcontractors at every tier shall be required to comply with Education Code section 17407.5 and Public Contract Code sections 2600-2602, which require the Contractor and its subcontractors at every tier to employ a skilled and trained workforce. Contractors must identify experience complying with this requirement and a proposed plan to ensure that the appropriate percentage of the workforce employed on the Project are graduates of an apprenticeship program.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor shall not be qualified to submit a proposal unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code. A contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code Section 1725.5 to perform public work.
Pursuant to Labor Code sections 1770 to and including 1781, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be performed for each craft, classification, or type of worker needed to execute the agreement. Contractor and each subcontractor shall pay not less than the specified prevailing rates of wages to all workmen, including apprentices, employed in the execution of the Agreement. A contractor and any subcontractor that pays less than the specified prevailing rates of wages are subject to penalties under applicable laws, including Labor Code section 1775. Copies of the prevailing rate of per diem wages are on file at the Contractor’s principal office and at the job site, which copies shall be made available to any interested party on request.
David A. Bush, Inc. is seeking proposals from subcontractors for this project. Proposals from DVBE contractors are encouraged.
Pre-Bid Meeting: There will be a non-mandatory pre-bid meeting July 15, 2025, at 3:30 P.M. at H.M. Bailey Elementary School, 1691 Q Street, Firebaugh, CA 93622. Meet at the parking lot on Saipan Avenue.
