ACTION: Notice of Finding of No Significant Impact.
SUMMARY: The USDA Rural Housing Service (RHS) has made a Finding of No Significant Impact (FONSI) with respect to possible financing assistance to Consolidated Irrigation District for the construction of the Proposed 60-acre recharge basin pond in Fresno County, CA.
FURTHER INFORMATION: To obtain copies of the EA and FONSI, or for further information, contact: Serena Ramos, Community Program Specialist by phone at (559) 754-3152 or by email at serena.ramos1@usda.gov.
SUPPLEMENTARY INFORMATION: Consolidated Irrigation District proposes to construct a 60-acre recharge basin pond on a vacant District-owned land located at 13565 South DeWolf Ave; APN 385-101-12S, in Fresno, CA. The area of potential effect (APE) covers approximately 77.5 acres and is currently vacant and clear vegetation. The APE includes all areas of construction and post-construction activities would occur, including any staging for construction.
The availability of the EA for public review was announced via notice in the following newspaper(s): The Business Journal on June 6 and 11, 2025. A 14-day comment period was announced in the newspaper notice(s). The EA was also available for public review at the USDA Rural Development office. No comments were received.
Based on its EA, commitments made by Consolidated Irrigation District and public comments received, RHS has concluded that the project would have no significant impact (or no impacts) to water quality, wetlands, floodplains, land use, aesthetics, transportation, or human health and safety. The proposed project will have no adverse effect on resources listed or eligible for listing on the National Register of Historic Places. The Agency has also concluded that the proposed project is not likely to affect federally listed threatened and endangered species or designated critical habitat thereof.
No other potential significant impacts resulting from the proposed project have been identified. Therefore, RHS has determined that this FONSI fulfills its obligations under the National Environmental Policy Act, as amended (42 U.S.C. 4321 et seq.), the Council on Environmental Quality Regulations (40 CFR §§ 1500-1508), and USDA Rural Development’s Environmental Policies and Procedures (7 CFR Part 1970) for its action related to the project.
RHS is satisfied that the environmental impacts of the proposed project have been adequately addressed. RHS’s federal action would not result in significant impacts to the quality of the human environment, and as such it will not prepare an Environmental Impact Statement for its action related to the proposed project

Notice is hereby given that DAVID A. BUSH, INC., on behalf of FIREBAUGH-LAS DELTAS UNIFIED SCHOOL DISTRICT (hereinafter referred to as “Owner”), will receive Lease-Lease Back Subcontractor bids prior to the date and time stated for the Bid Opening for construction of:

Preschool, Transitional Kindergarten and Full-Day Kindergarten Classroom Project

Contractors and Subcontractors at every tier shall be required to comply with Education Code section 17407.5 and Public Contract Code sections 2600-2602, which require the Contractor and its subcontractors at every tier to employ a skilled and trained workforce. Contractors must identify experience complying with this requirement and a proposed plan to ensure that the appropriate percentage of the workforce employed on the Project are graduates of an apprenticeship program.
Public works projects shall be subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor shall not be qualified to submit a proposal unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code. A contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code Section 1725.5 to perform public work.
Pursuant to Labor Code sections 1770 to and including 1781, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in the locality in which the work is to be performed for each craft, classification, or type of worker needed to execute the agreement. Contractor and each subcontractor shall pay not less than the specified prevailing rates of wages to all workmen, including apprentices, employed in the execution of the Agreement. A contractor and any subcontractor that pays less than the specified prevailing rates of wages are subject to penalties under applicable laws, including Labor Code section 1775. Copies of the prevailing rate of per diem wages are on file at the Contractor’s principal office and at the job site, which copies shall be made available to any interested party on request.
David A. Bush, Inc. is seeking proposals from subcontractors for this project. Proposals from DVBE contractors are encouraged.
Pre-Bid Meeting: There will be a non-mandatory pre-bid meeting July 15, 2025, at 3:30 P.M. at H.M. Bailey Elementary School, 1691 Q Street, Firebaugh, CA 93622. Meet at the parking lot on Saipan Avenue.
Completion for this project shall be as established in the Owner’s Notice to Proceed. All durations, activities and sequences for the subcontractors shall be performed as shown in the Construction Bid Schedule and Section 01320 of the specification and as modified by a monthly schedule update, if any.

The bidder will be required to give satisfactory proof to the Owner of the maintenance of Public Liability and Property Damage Insurance in an amount with a combined single limit of not less than $1,000,000 per occurrence.
100% Performance and Payment Bond may be required for those trades with contracts exceeding $100,000.00. Please provide a separate price for bond cost. If required, bond costs will be paid by David A. Bush, Inc.
The Owner will not consider or accept any proposals from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the Contractor shall have the license classification as required by the State of California Contractor’s License Board and shall maintain that license in good standing through project completion and all applicable warranty periods.
Unless otherwise required by law, no bidder may withdraw its bid for a period of 45 days after date set for the opening thereof. The Owner reserves the right to waive any irregularity and to reject any or all bids.
The District and Lease-Lease Back Contractor do not discriminate on the basis of race, color, national origin, religion, age, ancestry, medical condition, disability, gender, or any other protected class, in consideration for an award of contract.
