SECTION I – GENERAL INFORMATION
1.1 Introduction/Purpose
The City of Fresno Department of Transportation (FAX) requests written proposals for Fixed-Route Bus Transit Scheduling Services and Training at our facility located at 2223 G. Street Fresno, CA 93706. Proposals are to include all labor, material, tools, equipment and incidentals to perform the work, as described in this solicitation.
This project is financed in part with Federal funds and requires compliance with applicable laws and regulations as specified in applicable Federal terms, conditions and provisions incorporated herein.
The City of Fresno may interchangeably use the terms “bid,” “offer” or “proposal” to mean your response to this solicitation. Also, we may interchangeably use the terms “offeror,” “offeror” or “proposer” meaning you as the responder to this solicitation. In addition, the terms “successful offeror,” “successful offeror,” “successful proposer,” “supplier,” “vendor” and “contractor” have the same meaning as the party to which a contract is awarded.
1.2 Non-Mandatory Pre-Bid Conference.
1.3 Background
FAX is a department of the City of Fresno and is governed by the Fresno City Council. FAX is the largest provider of transit services in the region, with 9.7 million annual boardings and an operating budget of approximately $39 million per year. A highly efficient operation for its size, FAX service consists of 16 fixed routes in the City of Fresno with three major hubs: the downtown transit mall, the Manchester transit station along Blackstone Avenue north of downtown, and a transfer point at the River Park shopping center in north Fresno.
FAX has a fleet of 125 buses, with 96 buses being used in peak service. The Consultant shall perform on-call fixed-route bus transit scheduling services for the duration of the Contract.

Respondents must notify FAX of any ambiguity, conflict, discrepancy, exclusionary specification, omission or other error in the RFP by the deadline for submitting questions and comments. These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the County of Fresno.
REQUEST FOR RELEASE OF FUNDS
On or about June 11, 2018 the County of Fresno will submit a request to the U.S Department of Housing and Urban Development (HUD) for the release of Federal funds under the HOME Investment Partnerships (HOME) Program of Title II of the Cranston-Gonzales National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq, to undertake a project known as the Gateway Apartments Complex for the purpose of constructing a new, 61-unit multi-family housing development in the City of Kerman, at the intersection of West Whitesbridge Avenue and N. Siskiyou Avenue, estimated HUD funding: up to $1,000,000.00; estimated cost $12,157,067.00.
FINDING OF NO SIGNIFICANT IMPACT
The County of Fresno has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 2220 Tulare Street, Suite A, Fresno, CA 93721 and may be examined or copied Mondays through Thursdays 9 A.M to 5 P.M. and Fridays 8:30 A.M. to 12:30 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the County of Fresno Department of Public Works and Planning, Attn: Christina Monfette. All comments received by: June 10, 2018 will be considered by the County of Fresno prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The County of Fresno certifies to HUD that Steven E. White in his capacity as Director of the Department of Public Works and Planning consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Fresno to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the County of Fresno’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Fresno; (b) the County of Fresno has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at One Sansome St., Suite 1200, San Francisco, CA 94104. Potential objectors should contact HUD to verify the actual last day of the objection period.

Said public hearing will be held to consider the formation of an assessment district (the “Assessment District”) and adoption of the Water Efficiency and Property Assessed Clean Energy (PACE) and Job Creation Program (FIGTREE PACE) pursuant to Chapter 29 of Part 3 of Division 7 of the California Streets and Highways Code (commencing with Section 5898.12). The Assessment District will be a voluntary contractual assessment district to assist property owners with the cost of installing distributed generation renewable energy sources and making permanently affixed energy efficient, seismic, and water efficient improvements to their property. The geographical boundaries of the Assessment District will now include the geographical boundaries of the Cities of Fort Bragg, Point Arena and Red Bluff, the Town of Mammoth Lakes, and the County of Fresno.
