FRESNO COUNTY DRAFT CONSOLIDATED PLAN FOR 2025-2029 AND FIRST YEAR ANNUAL ACTION PLAN
The County of Fresno’s draft Consolidated Plan for 2025-2029 and First Year Annual Action Plan is available for public review and comment. The 2025-2029 Consolidated Plan describes the housing, community development and homeless needs for the cities and communities in Fresno County’s Urban County Entitlement Program, and how those needs will be addressed utilizing the County’s anticipated HUD grants, and includes proposed uses for Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) funds during the 2025-26 program year.
Copies of the Plan are available for review at the County’s Community Development Division office, 2220 Tulare St., 8th Floor, Fresno, CA and at the Fresno County Public Library, Central Branch at 2420 Mariposa St., Fresno, CA. Amend the Fresno County General Plan to update the County-adopted Biola Community Plan and amend Program Environmental Impact Report No. 2018031066 certified for the 2024 Fresno County General Plan Review and Zoning Ordinance Update pursuant to California Environmental Quality Act Section 15164(a). The project includes an expansion of the Biola Community Plan boundary, an amendment to the land use designations within the expanded boundary (amend land use diagram), and revisions to the goals, policies, and implementation programs identified in the Biola Community Plan. The Biola Community Plan goals, policies, and implementation programs are specific to the Biola community. Rezone, within the Biola Community Plan, four parcels to R-1 (Single Family Residential) and eight parcels to AL20 (Limited Agricultural).
AMENDMENT TO TEXT NO. 391:
Amend Article 2, Chapter 810.2 and Article 7 of the Fresno County Zoning Ordinance to ensure consistency with State law is explicit and clear. The County is proposing text amendments to Article 2: Zones, Allowable Land Uses by adding #3 to 810.2.020 to describe by right processing requirements related to sited rezoned for lower income housing and adding a note to Table 2-5 to reference 810.2.020 on minimum density requirements. The proposed text amendments would amend Article 7: Definitions which would add “by right’ as a definition, drawing language directly from California Government Code section 65583.2(i) and from HCD’s Sites Inventory Guidebook, page 12. Additionally, it would add “Ministerial” definition that direct back to the “By Right” definition. These changes merely reflect existing State law and are consistent with the County’s previously adopted Ordinance No. R-505-3871 and Resolution No. 24-410.

AVISO DE AUDIENCIA PÚBLICA
COMISIÓN DE PLANIFICACIÓN DEL CONDADO DE FRESNO
Se llevará a cabo una audiencia pública sobre la MODIFICACIÓN DEL PLAN GENERAL APLICACIÓN N.° 578, la SOLICITUD DE ENMIENDA 3782, la MODIFICACIÓN DEL PLAN GENERAL APLICACIÓN N.° 576 y la ENMIENDA AL TEXTO N.° 391 presentadas por el CONDADO DE FRESNO, que proponen:
MODIFICACIÓN DEL PLAN GENERAL APLICACIÓN N.° 578, la SOLICITUD DE ENMIENDA 3782
Modificar el Plan General del Condado de Fresno para actualizar el Plan Comunitario de Biola, adoptado por el Condado, y modificar el Informe de Impacto Ambiental del Programa n.° 2018031066, certificado para la Revisión del Plan General del Condado de Fresno y la Actualización de la Ordenanza de Zonificación de 2024, de conformidad con la Sección 15164(a) de la Ley de Calidad Ambiental de California. El proyecto incluye la ampliación de los límites del Plan Comunitario de Biola, la modificación de las designaciones de uso del terreno dentro de los límites ampliados (modificar el diagrama de uso del terreno) y la revisión de los objetivos, pólizas y programas de implementación identificados en el Plan. Los objetivos, pólizas y programas de implementación del Plan Comunitario de Biola son específicos de la comunidad de Biola. Rezonificar, dentro del Plan Comunitario de Biola, cuatro parcelas a R-1 (Vivienda Unifamiliar) y ocho parcelas a AL20 (Ubicación Agrícola Limitada).
MODIFICACIÓN DEL TEXTO NÚMERO 391:
Modificar el Artículo 2, Capítulo 810.2, y el Artículo 7 de la Ordenanza de Zonificación del Condado de Fresno para garantizar que la consistencia con la ley estatal sea explícita y clara. El Condado propone cambios al texto del Artículo 2: Zonificaciones, Usos Permitidos del Suelo, agregar el punto 3 al artículo 810.2.020 para describir los requisitos de procesamiento por derecho relacionados con la rezonificación de ubicaciones para viviendas de bajos ingresos y agregar una nota a la Tabla 2-5 para hacer referencia al artículo 810.2.020 sobre los requisitos mínimos de densidad. Los cambios al texto modificarían el Artículo 7: Definiciones, añadiendo la definición “por derecho”, tomando el texto directamente del artículo 65583.2(i) del Código de Gobierno de California y de la Guía de Inventario de Sitios del HCD, página 12. Además, agragaran la definición “Ministerial” que remite a la definición de “Por derecho”. Estos cambios simplemente reflejan la legislación estatal vigente y son coherentes con la Ordenanza n.º R-505-3871 y la Resolución n.º 24-410, previamente adoptadas por el Condado.
MODIFICACIÓN DEL PLAN GENERAL APLICACIÓN N.° 576:
Modificar el Plan General del Condado de Fresno para actualizar el Elemento de Vivienda y modificar el Informe de Impacto Ambiental del Programa n.° 2018031066, certificado para la Revisión del Plan General del Condado de Fresno de 2024 y la Actualización de la Ordenanza de Zonificación, de conformidad con la Sección 15164(a) de la Ley de Calidad Ambiental de California. El Condado está obligado por ley a actualizar su Elemento de Vivienda para abordar el período de planificación de ocho años (2023-2031) (Sexto Ciclo) y las necesidades de vivienda asociadas de los residentes actuales y futuros. El Elemento de Vivienda del Sexto Ciclo abarca los mismos temas y conserva en gran medida la misma estructura que el Elemento de Vivienda del Quinto Ciclo.
