SUMMARY

NOTICE is hereby given that at its regularly scheduled meeting on May 7, 2019, the Fresno County Board of Supervisors adopted Ordinance No. R-484-3835, an Ordinance of the County of Fresno, State of California.

SUMMARY OF ORDINANCE

On March 7, 2019, the Fresno County Planning Commission recommended approval (9 to 0) to change the boundaries of certain zones and the zoning district of property thereby affected in accordance with the provisions of the Zoning Division of the Ordinance Code of Fresno County, and to amend the zone map established by said division accordingly and further described as all that portion of the unincorporated area of Fresno County consisting of that portion of the Northeast quarter of the Southeast quarter of Section 4, Township 14 South, Range 25 East, Mount Diablo Base and Meridian, in the County of Fresno, State of California, according to the US Government Plat, described as follows: Beginning at the Southeast corner of said northeast quarter of the Southeast quarter of said Section; thence North along the Easterly line of said Section, 937 feet in a direct line to its intersection with the Southerly line of Highway 180; thence Southwesterly along said Southerly boundary of Highway 180, 250 feet to a point; thence South in a direct line to the intersection with the Southerly boundary line of the above described land; thence East along the said Southerly boundary line to the point of beginning, which heretofore has been classified in the R-R (Rural Residential) Zone District pursuant to the Zoning Division of the Ordinance Code of Fresno County, located on the south side of State Route (SR) 180 approximately 2,540 feet east of its intersection with George Smith Road within the unincorporated community of Squaw Valley, is hereby changed to the C-6(c) (General Commercial, Conditional) Zone District, limited to Variety Stores, Automobile Parts Sales (new) and Hardware Stores as stated in the adopted Ordinance. ADOPTED ORDINANCE NO. 19-011

SUMMARY

NOTICE is hereby given that at its regularly scheduled meeting on May 7, 2019, the Fresno County Board of Supervisors adopted Ordinance No. 19-011, an Ordinance of the County of Fresno, State of California.

SUMMARY OF ORDINANCE

The proposed ordinance would amend the Ordinance Code of Fresno County by adding a new Chapter 4.57, entitled “Reassessment of Property Damaged or Destroyed by Misfortune or Calamity.” The proposed ordinance provides that assesses of taxable property, or persons liable for taxes upon taxable property, whose property was damaged or destroyed without his or her fault, may apply for reassessment of that property within 12 months of the misfortune or calamity that caused the damage or destruction as provided in Revenue and Taxation Code section 170. The proposed ordinance also provides that the County Assessor may, within 12 months after damage or destruction to taxable property due to misfortune or calamity, initiate reassessment of that property. The proposed ordinance provides that taxable property is eligible for reassessment if the damage or destruction is caused by: (1) a major misfortune or calamity, in an area subsequently proclaimed by the Governor to be in a state of disaster, if that property was damaged or destroyed by the major misfortune or calamity that caused the Governor to proclaim the area or region to be in a state of disaster, including when the damage is a diminution in value as a result of restricted access caused by the major misfortune or calamity; (2) a misfortune or calamity; or (3) a misfortune or calamity that, with respect to a possessory interest in land owned by the state or federal government, has caused the permit or other right to enter upon the land to be suspended or restricted, including a misfortune or calamity that is a drought condition such as existed in this state in 1976 and 1977. The proposed ordinance authorizes the Assessor, upon receiving a proper applications or making proper determinations, to make reassessments under Revenue and Taxation Code section 170.

The City of Clovis will have copies of the 2018-2019 Annual Action Plan for the Community Development Block Grant (CDBG) Program available for public review and comment.  Copies will be available during a 30-day comment period beginning May 10, 2019 and ending at the close of business on June 10, 2019, at the following locations:

The City of Fresno (City) desires to select qualified Respondent(s) to provide professional consulting services to provide technical assistance and expertise assisting the City of Fresno in preparing the 2020-2024 Consolidated Plan and Analysis of Impediments to Fair Housing Choice. NOTICE INVITING BIDS

NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, all the work for the upgrade of the existing City of Clovis CNG fueling system located at the City of Clovis Corporation Yard. The project consists of the acquisition and installation of one new Compressed Natural Gas (CNG) compressor, six new Time fill posts, one new electrical control panel, a new compressor control panel, a new communication panel and the installation of one storage tank. The project includes all the electrical, communication, and gas work and all the site work and associated equipment to upgrade the existing CNG fueling system with the new facilities.

A pre-bid meeting will be held on April 25, 2019 at 10:00 a.m. in the Public Utilities Conference Room at the City’s Public Utilities Department Corporation Yard Administration Building located at 155 N. Sunnyside, Clovis, CA 93611.  Attendance at the pre-bid meeting is recommended. 

A complete listing of bid quantities is contained in the bid proposal form.  Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA. Plans and specifications, forms of proposal, contract and special provisions can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website.

Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, May 21, 2019, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:                                                                                                                                                                                                                    Bid Proposal: CNG Fueling System Upgrade

No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer.  Each bid must be accompanied by a certified or cashier’s check or bidder’s bond, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid.  Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract.  A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded.  Said bonds shall be issued by a surety company who is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, and acceptable to the City of Clovis.  Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance.  Pursuant to Public Contract Code Section 22300, substitution of securities for any monies withheld by the City of Clovis to ensure performance under the contract shall be permitted.  In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.

In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done.  Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWDand also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612.  A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.

All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form.  The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”.  Bidders for this project must possess a valid Class A  License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available.  Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract.  All representations made on the proposal are made under penalty of perjury.

The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
