CITY OF FRESNO REQUEST FOR QUALIFICATIONS (RFQ)

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT A STATEMENT OF QUALIFICATIONS TO PROVIDE SERVICES FOR THE PREPARATION OF A STUDY FOR VARIOUS UTILITY CONNECTION AND CAPACITY FEES 

The City of Fresno, Department of Public Utilities (City) is seeking professional consultant services for the preparation of a study to develop utility connection and capacity fees for the City’s Southeast Development Area (SEDA) and an update to the existing citywide water capacity fee. The services rendered are to establish equitable fees for recovering a proportionate share of costs benefitting new development.

Qualified firms are invited to submit a Statement of Qualifications (SOQ) for professional consultant services to conduct a utilities connection and capacity fees study and recommend adequate utility related development associated fees.

Qualified firms interested in submitting a SOQ may download the RFQ package by visiting the City’s Planet Bids website at www.fresno.gov/finance/ under the “Bid Opportunities” subsection on the right side of the screen.  Questions can be emailed to Patricia Diep at Patricia.Diep@fresno.gov.

SOQs are due no later than 4:00 p.m. (PDT) on April 23, 2021, to 2101 G Street, Building A, Fresno, CA 93706. The City reserves the right to reject any and all submissions.

NOTICE INVITING BIDS

Electronic bids will be received at the office of the Purchasing Manager of the City of Fresno for the following:

REQUIREMENTS CONTRACT TO

REHABILITATE PUBLIC WATER SUPPLY WELLS AND RECLAMATION WELLS

BID FILE NUMBER:  9604

The scope of work includes physical and chemical rehabilitation of public water supply wells and reclamation wells, including furnishing equipment and supplies and operating the equipment to remove debris from the well, brush the screened sections of the well, inject and mix chemicals into the well for chemical rehabilitation, utilize high energy to remove obstructions from screened sections of the well, disinfect the well, develop the well, and perform pump testing. All public water supply wells are located within the City of Fresno limits, while reclamation wells are located at the Fresno-Clovis Regional Wastewater Reclamation Facility. 

The contract term is for one year, with provisions for two one-year extensions.

The Annual Estimated Requirements Allocation for this project is $1,050,000 for approximately seven (7) well rehabilitations. Each well will be assessed to include bid items that apply to each well based on site conditions. The quantities listed on the Bid Proposal page are the estimated sum total for seven (7) well rehabilitations and are shown for bidding purposes only.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code.  The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City.  A copy of the resolution is on file at the Office of the City Clerk.  Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates), in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety with a credit rating of A+ or higher, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. A bid bond issued by a surety with a credit rating of below A+ will not be accepted and the bid will be considered non-responsive. All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. Copies of Bid Deposits may be submitted electronically, with the exception of a certified or cashier’s check, which must be brought to the Purchasing Managers office and labeled accordingly with bid number prior to the bid opening.

The City of Fresno hereby notifies all Bidders that no person shall be excluded from participation in, denied any benefits of, or otherwise discriminated against in connection with the award and performance of any contract on the basis of race, religious creed, color, national origin, ancestry, physical disability, mental disability, medical condition, marital status, sex, age, sexual orientation, ethnicity, status as a disabled veteran or veteran of the Vietnam era or on any other basis prohibited by law.

In accordance with provisions of section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by City to ensure performance under the Contract.

An annual 100% Payment Bond and an annual 100% Performance Bond must be filed with the Contract Documents for the initial year of this Contract and on or before the start of any extension period.  The bonds must be approved by the City before the Contractor enters upon performance of the Work.  In no event shall the bonds securing payment, and performance respectively, provided during the life of this Contract, total less than 100% of the amount payable by City.

Bidders are advised that as required by the Fresno Municipal Code Section 4-117 NATIONAL TARGETED HIRING IN CONTRACTS FOR PUBLIC WORKS CONSTRUCTION, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15% for the first year of the Contract and shall increase annually up to a mandatory participation level of 40% of project work hours within each trade performed by Nationally Targeted Workers.

No bid will be considered for award unless the Bidder at the time of bid opening is licensed with a valid Class “C-57” Contractor’s License issued by the State of California.

The City reserves the right to reject any and all bids.

STATE OF CALIFORNIA

RESOLUTION OF INTENTION AND NOTICE OF HEARING

IN THE MATTER OF THE VACATION OF PUBLIC ROAD RIGHT-OF-WAY

NORTH SUNSET AVENUE VACATION         

APPLICATION NO. V19-03    

WHEREAS, the Director of the Department of Public Works and Planning informs this Board that the Department initiated the process to vacate the public road right-of-way of North Sunset Avenue lying adjacent to block 6 of said Map of Sunset Heights according to the map thereof recorded November 17, 1914 in Plat Book 7 of Records of Surveys, at Page 51, Fresno County Records, approximately 0.47 acres (Vacation Application No. V19-03); and

WHEREAS, the Department of Public Works and Planning reviewed the Fresno County General Plan and the proposed vacation, including the location, purpose, and extent of such proposed vacation, and reported in the Agenda Item for March 23, 2021, that the proposed vacation is consistent and in conformity with the General Plan; and

WHEREAS, the Department of Public Works and Planning recommends the following:

(1) That the Board of Supervisors declares its intent to hold a hearing pursuant to Chapter 3 of Part 3 of Division 9 of the Streets and Highways Code (collectively, the “Vacation Laws”) for the proposed vacation of the right-of-way more particularly described in Exhibit “A.”  A map showing the proposed vacation is on file with the Clerk of the Board.

         (2) That the vacation procedure be conducted under the Vacation Laws.

(3) That a public hearing be set to consider the vacation of said right-of-way.

(4) That the Board of Supervisors consider the report of the Director of the Department of Public Works and Planning and make a finding that the proposed vacation is consistent and in conformity with the General Plan, pursuant to Government Code section 65402, subdivision (a).

NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors to:

(1) Adopt the foregoing recitals as true and correct.

(2) Direct the Clerk of the Board to publish for at least two successive weeks prior to the hearing, a notice of intent to vacate, and direct the Department of Public Works and Planning to post notice of the same, pursuant to the Vacation Laws.

(3) Set the public hearing to consider vacation of said right-of-way for the hour of 9:00 a.m. on April 13, 2021 in the Chambers of the Board of Supervisors, Room 301, Hall of Records, Tulare and “M” Streets, Fresno, California.

(4) Consider the report of the Director of the Department of Public Works and Planning on the proposed vacation in order to make a determination whether it is consistent and in conformity with the General Plan, pursuant to Government Code section 65402, subdivision (a).
