Notice is hereby given that on March 4, 2021, the City Council of the City of Fresno (City) adopted Council Resolution 2021-057 to annex Final Tract Map No. 6241 levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law). Under this City Law and Council Resolution 2021-057, the City gives notice as follows:

a. The text of Council Resolution 2021-057, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Council Resolution 2021-057 is summarized as follows:

b. As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 11, the boundaries of which are shown on the map on file with the City Clerk.

c. The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (Services) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Council Resolution No. 2021-057 and Exhibit C thereto.

d. The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 11 under the rate and method of apportionment described in Council Resolution 2021-057 and Exhibit D thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.

e. The Special Tax, if approved, will be used to finance all or a portion of the Services.

f. The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 11, Annexation 121 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services. The District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the District Report as filed with the City Clerk.

g. As set forth below, the City will hold a public hearing on the annexation of Final Tract Map No. 6241 to CFD No. 11 with its Services and Special Tax.

h. The time and place established under Council Resolution No. 2021-057 for the public hearing required under City Law are Thursday, April 22, 2021 at the hour of 10:05 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.

At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 11, the extent of CFD No. 11 or the furnishing of the Services will be heard. Any person interested may file a protest in writing as provided by City Law. If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 11, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 11 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 11 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 11, or against levying a specified Special Tax, those types of facilities or the specified Special Tax will be eliminated from the proceedings to annex to CFD No. 11.

FOR THE TIME ENTRY, PAYROLL PROCESSING, HUMAN RESOURCES MANAGEMENT SYSTEM FOR THE FRESNO METROPOLITAN FLOOD CONTROL DISTRICT

The BOARD OF DIRECTORS of the FRESNO METROPOLITAN FLOOD CONTROL DISTRICT requests written proposals from qualified Vendors interested in providing a time entry, payroll processing, and human resources management system for the District.

A pre-proposal meeting will be conducted virtually for all prospective respondents at 10:00 a.m. on Tuesday, May 4, 2021. Participation at this meeting is not required, but attendance is strongly recommended for instruction in the preparation of the RFP document.

FRESNO COUNTY PLANNING COMMISSION

NOTICE OF INTENT TO ADOPT

NEGATIVE DECLARATION(S)/MITIGATED NEGATIVE DECLARATION(S)

On April 22, 2021, at the time of day indicated below, or as soon thereafter as possible, a public hearing will be held in Room 301, Hall of Records, Tulare and “M” Streets, Fresno, California, to consider all items contained within this agenda that are subject to the provisions of either the Fresno County Ordinance Code or the California State Planning Law. The Commission will also determine whether a Negative Declaration, Mitigated Negative Declaration or an Environmental Impact Report is appropriate on all projects for which an Initial Study (IS) has been prepared. The environmental documents are available for review and comment at the Fresno County Department of Public Works and Planning at 2220 Tulare Street, Suite A, Fresno, CA until the date of the hearing. At the hearing, all written comments and oral testimony will be considered.

VARIANCE APPLICATION NO. 4101 filed by DALE DEVEREAUX proposing to allow the reduction of side yard and front yard setbacks to 20-foot front yard (35-foot required) and 5-foot side yard (10-foot required) for a 2 bedroom addition and a garage on a 0.36-acre parcel within the R1A (Single Family Residential) Zone District. The subject parcel is located on the south side of Robinwood Lane, approximately 300-feet east of the interstation of Fruit Avenue and Robinwood Lane. (APN: 416-272-05) (1345 W. Due to the current Shelter-in-Place Order covering the State of California and Social Distance Guidelines issued by Federal, State, and Local Authorities, the County is implementing the following changes for attendance and public comment at all Planning Commission meetings until notified otherwise. The Board chambers will be open to the public. Any member of the Planning Commission may participate from a remote location by teleconference pursuant to Governor Gavin Newsom’s executive Order N-25-20. Instructions about how to participate in the meeting will be posted to: https:llwww.co.fresno.ca.us/planningcommission 72 hours prior to the meeting date.

· The meeting will be broadcast. You are strongly encouraged to listen to the Planning Commission meeting at: http://www.co.fresno.ca.us/PlanningCommission.

· If you attend the Planning Commission meeting in person, you will be required to maintain appropriate social distancing, i.e., maintain a 6-foot distance between yourself and other individuals. Due to Shelter-in-Place requirements, the number of people in the Board chambers will be limited. Members of the public who wish to make public comments will be allowed in on a rotating basis.

· If you choose not to attend the Planning Commission meeting but desire to make general public comment on a specific item on the agenda, you may do so as follows:

· Members of the public are encouraged to submit written comments to: Planningcommissioncomments@fresnocountyca.gov. Comments should be submitted as soon as possible, but not later than 8:30am (15 minutes before the start of the meeting). You will need to provide the following information:

· Please be aware that public comments received that do not specify a particular agenda item will be made part of the record of proceedings as a general public comment.

· If a written comment is received after the start of the meeting, it will be made part of the record of proceedings, provided that such comments are received prior to the end of the Planning Commission meeting.

· Written comments will be provided to the Planning Commission. Comments received during the meeting may not be distributed to the Planning Commission until after the meeting has concluded.

· If the agenda item involves a quasi-judicial matter or other matter that includes members of the public as parties to a hearing, those parties should make arrangements with the Planning Commission Clerk to provide any written materials or presentation in advance of the meeting date so that the materials may be presented to the Planning Commission for consideration.
