The following information concerns rights and procedures that relate to this proceeding for the termination of custody and control of Jaedyn James Hewitt-Wright as set forth in Section 7822 of the Family Code.
(1) At the beginning of the proceeding, the court will consider whether or not the interests of Jaedyn James Hewitt-Wright require the appointment of counsel. If the court finds that the interests of Jaedyn James Hewitt-Wright do require such protection, the court will appoint counsel to represent the minor, whether or not the minor is able to afford counsel. Jaedyn James Hewitt-Wright will not be present in court unless the minor so requests or the court so orders.
(2) If a parent of Jaedyn James Hewitt-Wright appears without counsel and is unable to afford counsel, the court must appoint counsel for parent, unless the parent knowingly and intelligently waives the right to be represented by counsel. The court will not appoint the same counsel to represent both Jaedyn James Hewitt-Wright and the minor’s parent.
(3) The court may appoint either the public defender or private counsel. If private counsel is appointed, he or she will receive a reasonable sum for compensation and expenses, the amount of which will be determined by the court. That amount must be paid by the real parties in interest, but not by the minor, in such proportions as the court believes to be just. If, however, the court finds that any of the real parties in interest cannot afford counsel, the amount will be paid by the county.
(4) The Court may continue the proceeding for not more than 30 days as necessary to appoint counsel and to enable counsel to become acquainted with the case.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code. The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City. A copy of the resolution is on file at the Office of the City Clerk. Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.
Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager and must be accompanied by a Bid Deposit in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected.

DISADVANTAGED BUSINESS ENTERPRISE (DBE)
It is the policy of the Department of Transportation and the City of Fresno that Disadvantaged Business Enterprises (“DBE”) as defined in 49 CFR part 26 shall have the maximum opportunity to participate in the performance of contracts financed in whole or in part with Federal funds. The national goal for participation of Disadvantage Business Enterprises (DBE) is 17.6% and the City’s overall goal for DBE participation is 13%.
Note: No specific goals are set.
The goal is accomplished through the use of race-neutral measures in accordance with 49 CFR, Part 26. The City shall take all necessary steps to ensure nondiscrimination in the award of all contracts to meet the objectives of the above cited regulation.
