Notice is hereby given that on January 28, 2021, the City Council of the City of Fresno (City) adopted Council Resolution 2021-12 to annex Final Tract Map No. 6240 to the City of Fresno Community Facilities District No. 11 (CFD No. 11) and to authorize the levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law). Under this City Law and Council Resolution 2021-12, the City gives notice as follows:
a. The text of Council Resolution 2021-12, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Council Resolution 2021-12 is summarized as follows:
b. As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 11, the boundaries of which are shown on the map on file with the City Clerk.
c. The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (Services) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Council Resolution No. 2021-12 and Exhibit C thereto.
d. The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 11 under the rate and method of apportionment described in Council Resolution 2021-12 and Exhibit D thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
e. The Special Tax, if approved, will be used to finance all or a portion of the Services.
f. The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 11, Annexation No. 119 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services. The District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the District Report as filed with the City Clerk.
g. As set forth below, the City will hold a public hearing on the annexation of Final Tract Map No. 6240 to CFD No. 11 with its Services and Special Tax.
h. The time and place established under Council Resolution No. 2021-12 for the public hearing required under City Law are Thursday, March 4, 2021, at the hour of 10:00 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 11, the extent of CFD No. 11 or the furnishing of the Services will be heard. Any person interested may file a protest in writing as provided by City Law. NOTICE OF INTENT TO REQUEST A RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by City of Clovis.
REQUEST FOR RELEASE OF FUNDS
On or about March 12, 2021, the City of Clovis will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of Section 8 Housing Choice Vouchers through the County of Fresno Housing Authority, to undertake the following project:
PROJECT NAME: Butterfly Gardens Residential Project
PURPOSE: The proposed Project will include the development of a 75-unit permanent supportive housing community for low-income individuals. All units will be one-bedroom with 73-units reserved for low income individuals, while the remaining two units will be for live-in staff. The Project aligns with Clovis’ Regional Housing Needs Allocation efforts to meet the housing needs of the community.
The proposed Project will be built within the citywide Regional Housing Needs (RHN) Overlay District, which allows multi-family development at a density of 35-43 units per acre as a permitted use. In addition to the residential units, the property will include office and meeting space for social service delivery, as well as tenant amenities, including laundry, computers, and a community room.
LOCATION: The Project site is in the western portion of the City of Clovis in the eastern part of the San Joaquin Valley, CA, near State Route 168. The Project site lies in the southeast corner of west Holland Avenue and Willow Avenue, at 784 W. Holland Avenue The site is approximately 1.82 acres on APN 430-601-01 in the Clovis USGS 7.5 Minute Quadrangle
FINDING OF NO SIGNIFICANT IMPACT
The City of Clovis has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Assessment (EA) on file at the City of Clovis Planning Department at 1033 Fifth Street Clovis, CA 93612. The EA may be examined or copied between the hours of 8:00 a.m. and 4:00 p.m., Monday through Friday, except in the event of a holiday.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the EA and the Request for Release of Funds to the City of Clovis Planning Department, Attention Dave Merchen at 1033 Fifth Street, Clovis, CA 93612. All comments received at the address specified above on or before March 11, 2021 will be considered by the City of Clovis prior to authorizing submission of a request for release of funds.
RELEASE OF FUNDS
The City of Clovis certifies to the HUD San Francisco Regional Office that Renee Mathis, Interim Director of Planning and Development Services, in her capacity as the City Certifying Officer, consents to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Fresno Housing Authority to allocate Housing Choice Voucher Program Project Based Vouchers on behalf of the City of Clovis.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the City of Clovis’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Clovis; (b) the City of Clovis has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the San Francisco Regional Office at One Sansome Street, Suite 1200, San Francisco, CA 94140. Potential objectors should contact HUD to verify the actual last day of the objection period.

Summary of Ordinance No. 2021-01 of the City of Fowler
On February 16, 2021, the Fowler City Council adopted Ordinance 2021-01 Amending the Title of Chapter 2 to Title 7, and Adding Chapter 4 to Title 7 of the Fowler Municipal Code Pertaining to Requirements for Installation and Relocation of Utility Facilities Underground. This Ordinance adds certain requirements for installing utility facilities underground and relocating overhead utility lines and above-ground facilities underground. Ordinance No. 2021-01 was adopted by the City Council on February 16, 2021, by the following vote: Ayes: Parra, Mejia, Cardenas, Kazarian, and Rodriquez. Noes. None. Abstain: None. Absent: None.
