Supplemental Action to the Sunnyside-South Southwest Reorganization. A supplemental request is being made pursuant to action taken by the City Council on May 7, 2019 related to the approval of VTTM No. 5952.  A component of that project involved initiation of annexation to the City of Fowler and Selma-Kingsburg-Fowler County Sanitation District and corresponding detachment from certain special districts (overall, the “Sunnyside-South Southwest Reorganization”). The Kings River Conservation District was accidentally omitted from the list of detaching districts.  Prior to submitting application materials to the Fresno Local Agency Formation Commission, the City must supplement its original resolution initiating the reorganization proceedings.

The City Council requests your participation and the public is welcome to speak at the hearing. If you challenge any action in court, you may be limited to challenge only those issues raised at the Planning Commission and City Council public hearings, or in written correspondence delivered to the Community Development Department at, or prior to, the public hearing.

CITY OF FOWLER PLANNING COMMISSION MEETING

Special Meeting, January 9, 2020

NOTICE IS HEREBY GIVEN that at a special meeting on Thursday, January 9, 2020 at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold public hearings at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:

Conditional Use Permit 17-03 (Buford Oil Company Travel Center) and Final Environmental Impact Report (SCH No. 2018061027).  This project proposes to expand the existing Fowler Shell Truck Stop at 2747 E. Manning Avenue and establish a      larger Buford Oil Company Travel Center utilizing the entire approximately 19-acre site.  The project will be constructed in six phases and will provide modernized truck and automobile diesel and gas fueling stations as well as expanded traveler amenities, including: a travel center building with driver lounge, game room, ATMs, Western Union Check Cashing, wi-fi, truck driver restrooms, showers and      laundry; parking for 97 trucks, 63 automobiles and 8 RVs (parking only, no hookups); a truck weigh station with one scale; a 3-bay truck tire and lube shop, and wash building; 1,000 gallon public-use propane refill station; 2 quick serve restaurants; one dine-in restaurant; an approximately 120-room hotel accommodation; and an on-site stormwater retention basin.  A new interior roadway between Manning Avenue and East Valley Drives is also proposed as well as three other driveways accessing Manning Avenue and Golden State Boulevard.  Once the Project is approved to go forward, and tenants are secured for the proposed uses, a land division application to create lots for sale or lease to the tenants per their specifications will be required pursuant to the California Subdivision Map Act.  The Planning Commission will also consider the adoption of a Final Environmental Impact Report analyzing the potential project impacts pursuant to the California      Environmental Quality Act (CEQA). 

The Commission requests your participation and the public is welcome to speak at the hearing on the project or the environmental document. If you challenge any Planning Commission action in court, you may be limited to challenge only those issues raised at the Planning Commission hearing or subsequently at the City Council public hearing if the Planning Commission action is appealed, or prior to, the public hearing.
