Scope of Services
Services will include preparation of necessary plans, specifications, estimates and conducting necessary utility coordination for this project . In general:

·         Prepare and maintain design delivery schedule in order to submit construction PS&E package to Caltrans by February 2025 for RFA construction funding approval.

·         Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team.
·         Process City provided topographic survey information. Identify if additional topographic survey requirements are needed for the City Survey team to perform survey.
·         Prepare and provide pothole exhibit based on utility research and engineers’ recommendation showing potential utility conflicts.
·         Provide geotechnical testing and report as required.
·         Provide evaluation of current pavement conditions, recommendation of pavement treatment based on geotechnical study (i.e., full-section reconstruction, grind and overlay, Full-Depth Reclamation (FDR), and innovative pavement methods).
·         Prepare and have Geometrically Approved Drawing (GAD) of the project approved, including specifications, and engineer’s estimate.
·         Consultant to provide linework for support in City ROW acquisition.
·         Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement to meet City of Fresno Standards and Specifications.
·         Submit construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.
·         As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.
·         As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings, and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform site visits during construction.
·         Prepare record drawings documenting the as-built improvements, have as-built approved, and both Mylars and final CAD drawing provided to the City.
·         Lead City Project information meetings or Community Outreach Events. Prepare summary documents of events, responses to public inquiries for City to approve prior to publishing by the design team. Prepare exhibits and presentations as needed for Public Information Meetings in support of the City.

·      Overview of the firm
·      Summary of the firm’s experience and performance on similar projects completed in the last five years, including references
·      Resumes for the Project Manager and key support staff including education, relevant past project experience, applicable licensing & certifications, and description of their assignment on this project
·      Listing of client references associated with completed projects would be desirable
·      Certification of Local Preference, if applicable
·      Signed Addenda issued during advertisement
·      The SOQ should be concise and shall not exceed Twenty-Five (25) pages. (Note: required exhibits and signed addenda do not count toward the maximum page count)

The City will be utilizing a Standard City Consultant Agreement with no modification. The City will NOT entertain any modification of the agreement.
