Notice of Intention to Adopt a Mitigated Negative Declaration/Notice of Availability
Notice is Hereby Given: The Biola Community Services District (CSD) is the Lead Agency on the below-described project and has prepared a Mitigated Negative Declaration on the proposed Improvements Project at the Wastewater Treatment Plant (WWTP). The complete Project description, location and the potential environmental effects are contained in the Mitigated Negative Declaration (MND). The MND has concluded that no significant environmental impacts will occur as a result of the Project.
Project Title: Mitigated Negative Declaration for the Improvements Project at the Biola WWTP.
Project Location: Biola’s WWTP is located on approximately 13.8 acres on the west side of Howard Avenue adjacent to and southwest of the community of Biola.
Project Description: The CSD intends to construct an extended aeration activated sludge system that will allow the WWTP to produce effluent with a quality that meets existing limits and, if desired, will be suitable for groundwater recharge and/or other beneficial use. Upgrades include modifications/improvements to various ponds, clarifiers, drying beds, mixer units, pumps, pipelines, and related improvements within the WWTP boundaries. Construction is anticipated to start in February 2019 and finish in February 2020.
Document Availability and Public Review Timeline: Due to the time limits mandated by State law, your response to the Mitigated Negative Declaration must be sent at the earliest possible date but not later than 30 days after receipt of this notice. The review period for the Mitigated Negative Declaration will be from November 15, 2017 to December 15, 2017. Copies of the Mitigated Negative Declaration can be reviewed at the Biola CSD, 4925 N.
