I.  Introduction

The City of Fresno Public Works Department is seeking Statements of Qualifications (SOQ) from qualified engineering firms to prepare the plans, specifications and estimates for improvements to an existing traffic signal or the installation of a new traffic signal at the locations listed above. Funding for these improvement projects are through SB 1, Road Repair and Accountability Act of 2017. 

II.  Project Description

The Traffic Signal Modifications at Barstow and Palm Avenues project will include traffic signal modifications and upgrades to provide left turn signalization for both Palm Avenue approaches. The Traffic Signal Installation at Armstrong and Lane Avenues project consists of the installation of a new traffic signal at that location. Other improvements included as a part of these projects may involve: the installation of new ADA compliant curb ramps, sidewalks, curb and gutter, street lights, ITS equipment and modifications to the pavement, signage and striping, and other design elements necessary and specific to each project location.

III.  Scope of Services

Consultant services will include the preparation of necessary plans, specifications, and estimates for each location. Contact utility companies and provide coordination necessary to resolve potential conflicts by relocation of these facilities. The utility coordination includes, but is not limited to, submitting necessary applications.  In general, the consultant will be expected to:

§ Participate in coordination meetings with City staff.

§ Prepare and maintain a design and construction schedule.

§ Prepare utility verification letters to various utilities and agencies.

§ Conduct site investigation in order to prepare construction documents.

§ Prepare and submit a utility search.

§ Process City provided topographic survey information.

§ Take the lead on utility relocations including preparing and submitting necessary documents to different agencies.

§ Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement.

§ Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.

§ As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.

§ As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction.

The utility coordination includes, but is not limited to, submitting necessary applications and resolving potential utility conflicts. In general the scope of services will include the following:

– Participate in coordination meetings with City staff.

– Prepare and maintain design and construction schedule.

– Prepare utility notification letters to various utilities and agencies.

– Conduct site investigation in order to prepare construction documents.

– Prepare and submit utility search.

– Process City provided topographic survey information.

– Take the lead on utility relocations including preparing and submitting necessary documents to different agencies.

– Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement.

– Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.

– As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.

– As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract change order requests if necessary, and perform as many as two site visits during construction.

– Prepare as-built drawing records.

Fresno Yosemite International Airport (FYIA) has an established Disadvantaged Business (DBE) and ACDBE Program in accordance with regulations 49 CFR Part 26 and 23. The City of Fresno is announcing the overall goals for Airport Concession Disadvantaged Business Enterprises (ACDBE) for concessions and rental car at the Fresno Yosemite International Airport (FYIA). NOTICE IS HEREBY GIVEN that the Fresno Local Agency Formation Commission (LAFCo) will consider the following at a public hearing on December 12, 2018.

1.  R2018-12, A request to rezone approximately 887 acres to the P-F (Public Facilities) Zone District as a comprehensive rezone update to bring properties designated Public, Water, and School, into conformance with the General Plan.  City of Clovis, Clovis Unified School District, Fresno Metropolitan Flood Control District, and State of California, owners; City of Clovis, applicant.  The Planning Commission recommends approval of R2018-12.

2.  CUP2018-04, A request to approve a conditional use permit for a 10-unit multiple-family condominium complex for the property located at 1855 Austin Avenue.  Mohamed Annan, owner/applicant; Elias Saliba, Architect, representative.  The Planning Commission recommends approval of CUP2018-04.

R2018-12, is in substantial compliance with the Program Environmental Impact Report prepared for the 2014 General Plan Update.  No major revisions will be required with the adopted Environmental Impact Report to accommodate the proposed project, therefore, subject to CEQA Sections 15162 and 15182 no further environmental review is required for this project.
