REGULAR MEETING OF THE CITY COUNCIL
NOTICE IS HEREBY GIVEN THAT, on November 21, 2024, at 6:30 p.m., or as soon thereafter as possible, the City Council of the City of Parlier will hold a public hearing at a regular meeting at Parlier City Hall, City Council Chambers, 1100 E. Parlier Avenue, Parlier, CA 93648 to conduct the following business:
1. PUBLIC HEARING TO CONSIDER THE CITY OF PARLIER 2023-2021 (6th CYCLE) HOUSING ELEMENT, the Housing Element is a State-mandated element of the City of Parlier’s General Plan. It describes and analyzes housing and demographic information, constraints to provision of affordable housing, and expectations for new housing construction during the 2023-2031 planning period. It also outlines policies and programs that the City will implement during the planning period in an effort to ensure that all segments of the community have access to quality housing. Adoption of the Housing Element constitutes an amendment to the City’s General Plan. Although future development will be required to comply with the provisions of the Housing Element, the Housing Element does not itself approve or propose any physical development. The City Council will consider an Addendum to the City’s General Plan Environmental Impact Report for the project, in accordance with California Environmental Quality Act Guidelines Section 15164(a).
2. PUBLIC HEARING TO CONSIDER ZONING CODE UPDATES RELATED TO HOUSING ELEMENT PROGRAM IMPLEMENTATION, the City of Parlier proposes an update to Title 18 of the Parlier Municipal Code in response to State requirements. The updates would include amending existing and adding new definitions, updates to the allowed uses within the City’s zone districts, and the review and update of procedures to implement the Housing Element of the City’s General Plan. The amendment of the Parlier Municipal Code does not authorize any particular activity, but rather establishes the procedures by which activity may occur in the future. Pursuant to the California Environmental Quality Act (CEQA) guidelines Section 15061(b)(3), where it can be seen with certainty that a project will not have a significant impact on the environment, that project is exempt from further environmental analysis.
All interested persons are invited to appear at the time and place specified above to give testimony regarding the proposed actions listed above. Written comments may be forwarded to the City of Parlier Community Development Department at 1100 E. Parlier Avenue. TRANSACTIONS AND USE TAX ORDINANCE
On November 4, 2024, the Clovis City Council adopted the following Ordinance:
Ordinance No. 24-14, an Ordinance of the City Council of the City of Clovis Adding
Article 7 to Chapter 3.3 of Title 3 of the Clovis Municipal Code Pertaining to the Imposition of a One Percent (1.0%) Transactions and Use Tax for General Government Use
This Ordinance will enact a one percent (1.0%) transactions and use tax within the City of Clovis but is conditioned upon and will not become effective unless approved by a majority vote of the voters voting at the municipal election to be held on November 5, 2024. If the tax is approved by the voters, this Ordinance will be codified by adding Article 7 to Chapter 3.3 of Title 3 of the Clovis Municipal Code reflecting the new tax and the new tax will become effective beginning on April 1, 2025.

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, construction of bus stop pads at various streets, which involves removal and reconstruction of existing concrete sidewalks, construction of concrete pads and curbs, and modification to existing landscape and irrigation improvements on the New Bus Stops: B2 (“Project”).
A complete listing of bid quantities is contained in the bid proposal form. Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA. Plans and specifications, forms of proposal, contract and special provisions can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website.
Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, November 19, 2024, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:

No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A or C8 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
Define the determination of the lowest bid
The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Forty (40) Working Days from the date established in the Owner’s Notice to Proceed.
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.
