There will be no proration of taxes, rents or other income or liabilities, except that the purchaser will pay, at or before closing, his prorata share of any real estate taxes that have been paid by the Secretary to the date of the foreclosure sale. MALAGA COUNTY WATER DISTRICT
NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION
FOR THE COMMUNIDAD NUEVO LAGO MOBILE HOME PARK SEWER CONSOLIDATION PROJECT
NOTICE IS HEREBY GIVEN that the Malaga County Water District (District) plans to adopt a Mitigated Negative Declaration for the Communidad Nuevo Lago Mobile Home Park (MHP) Sewer Consolidation Project (Project). The public hearing to consider the Project is scheduled to be held on Thursday, November 13, 2025, at 6:00 pm, in the District Board Room located at 3580 S. Frank Avenue, Fresno, CA 93725.
The Project proposes to construct a new lift station at the MHP, a new force main from the MHP to the MCWD Sphere of Influence (SOI) boundary at American Ave and Chestnut Ave, and a gravity sewer main as master planned to the point of connection with the existing MCWD sewer collection system. This includes extending the 15-inch sewer main in Maple Avenue from the WWTF to Malaga Avenue, a 12-inch sewer main in Malaga Avenue from Maple to Chestnut, then south in Chestnut to American Avenue. The existing 6-inch sewer main in Malaga Avenue would be abandoned. Extension of the 12-inch diameter pipeline in Malaga Avenue would also allow for the connection of several properties that are presently served by septic tanks and leach fields. Similarly, extension of the new 12-inch sewer main in Chestnut Avenue south of Malaga would include the elimination of the existing pipeline and relocation of the existing services to the new sewer main. The Project would also include improvements to the existing MCWD WWTF. This includes demolishing the equipment in the Dissolved Air Flotation (DAF) basin, installing one recirculating pump in the 3rd aeration basin, installing oil and grease removal in grit chamber, modifying the air piping, installing recirculation flow meter and sludge flow meters, removal of berms between disposal pond 1, 2 and 5, replacing one influent pump, replacing one blower, and constructing new circular clarifiers. Once the connection to the MCWD is completed, the existing MHP WWTF would be properly demolished.
Pursuant to the California Environmental Quality Act (CEQA), an Initial Study/Mitigated Negative Declaration has been prepared, describing the degree of possible environmental impacts of the proposed Project. The District has assessed the potential environmental impacts of this Project and has determined that they will be less than significant. Copies of the Initial Study and proposed Mitigated Negative Declaration are on file and available for public review at the District Board Room, 3580 S. Frank Avenue, Fresno, CA 93725. The public review period during which the District will receive comments on the proposed Mitigated Negative Declaration will begin on September 26, 2025, and end on October 27, 2025. New Smoke Shops shall obtain a Conditional Use Permit pursuant Chapter 15, Article 53 of the FMC. An Existing Smoke Shop may apply for a Conditional Use Permit as required in accordance with Section 15-2761-D. Existing Smoke Shops which do not obtain a required Conditional Use Permit may continue operation until December 5, 2026, provided they comply with FMC Section 15-2761-C(1).
After December 5, 2026, Existing Smoke Shops which do not obtain an approved Conditional Use Permit, must immediately cease all operations in perpetuity.

The ordinance amends Chapters 1.13 of the Ordinance Code of Fresno County to revise the definition of enforcement officer to include employees designated by the County Administrative Officer to ensure the continued implementation by Code Enforcement of the County’s administrative citation program. The ordinance amends Chapter 1.14 of the Ordinance Code of Fresno County to authorize the County Administrative Officer to reduce administrative citation fines. The ordinance amends Chapter 8.22 of the Ordinance Code of Fresno County to include employees designated by the County Administrative Officer with enforcement authority over this chapter to enable Code Enforcement to continue to enforce the illegal dumping ordinance. The ordinance amends Chapter 11.44 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce the inoperable vehicle ordinance in addition to current enforcement by the Sheriff’s Office. The amendment also direct appeals of orders to remove inoperable vehicles to a county hearing officer instead of the Sheriff or the Sheriff’s designee, who currently hears appeals. The ordinance amends Chapter 11.45 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce the prohibited vehicle ordinance in addition to current enforcement by the Sheriff’s Office. The amendment also direct appeals of orders to remove prohibited vehicles to a county hearing officer instead of the Sheriff or the Sheriff’s designee, who currently hears appeals. The ordinance amends Chapter 15.04 of the Ordinance Code of Fresno County to authorize Code Enforcement to enforce violations for unpermitted work and construction within the unincorporated areas of Fresno County in addition to current enforcement by the County’s Building Official. The amendment also repeals the Board of Review and delegates determinations and abatement of substandard housing and building code violations to a panel of county hearing officers. The ordinance amends Chapter 15.32 of the Ordinance Code of Fresno County to add the County Administrative Officer as a county officer authorized to enforce the substandard housing ordinance, along with current enforcement by the Building Official, and the Director of the Department of Public Health. This amendment will enable Code Enforcement to enforce the substandard housing and dangerous building ordinance. The amendment also revises the abatement procedures for substandard housing and building code violations to align with the County’s existing administrative public nuisance abatement procedures with the addition of specific provisions applicable only to substandard housing and building code violations.

Notice of Closure for Pediatric Specialty Clinic
The Pediatric Specialty Clinic located at 215 N. Fresno Street, Suite 370 in Fresno will permanently close effective December 1, 2025. This includes all services, including Cardiology, Adult Congenital Heart, Pulmonology, Cystic Fibrosis (Pediatric and Adult) Endocrinology, Dysautonomia Clinic, Neurology, Neuromuscular Clinic for Spinal Muscular Atrophy, Gastroenterology, High Risk Infant Follow-Up (HRIF), Nephrology, Allergy, Hematology, and Rheumatology.
The decision to close this service line was made after careful consideration of Community Medical Centers’ resource allocation. We understand the impact this may have on our community and are committed to assisting patients in transitioning to alternative care options.
This closure of the outpatient Pediatric Specialty Clinic doesn’t impact the outpatient Genetics Clinic, inpatient labor & delivery, neonatal intensive care (NICU), burn or emergency care.
