Deadline for submission of SOQ’s to City has been extended to 4:00 pm on October 4, 2018.
The City of Fresno (City) is requesting Statements of Qualifications (SOQ) from consulting firms for the preparation of an Asset Management Study (STUDY) of all plant equipment at the Clovis/Fresno Regional Wastewater Reclamation Facility (RWRF) and the City’s twenty one (21) sewer lift stations. The RWRF treats 80 million gallons of sewage daily and is the seventh largest wastewater treatment facility in California. The RWRF is composed of headworks, primary clarifiers, pump stations, aeration basins, secondary clarifiers, sludge dewatering, waste flare and effluent disposal. The scope of work is to provide the following minimum work activities:
1. Collaboratively develop a process for determining asset criticality based on key values of the Wastewater Management Division (WMD).
2. Review process diagrams, engineering drawings, interview key WMD staff, visit treatment and sewer collection lift stations and assign asset criticality numbers based on the process developed above.
3. Collaboratively develop a process to provide condition assessment of existing classes and types of assets. This system will allow for updates of asset condition over time and will predict asset end of life.
4. Assess the condition of the most critical assets.
5. Train City staff to provide assessments of less critical assets.
6. Develop an inventory list of spare parts for the top two tiers of critical assets.

NOTICE IS HEREBY GIVEN that on Thursday, October 4, 2018, at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a public hearing at the City Hall Council Chambers at 128 S. 5th Street, Fowler, California to consider the following application:
Conditional Use Permit (CUP) No. 18-04 (Jack In The Box): Robert Martinez (applicant) proposes to develop two commercial buildings with attached drive-through facilities and associated parking lots and an oversized marquee sign. The parcel is zoned C-H (Highway Commercial) and planned for General Commercial land uses by the City of Fowler General Plan. It is located within the Highway Beautification (HB) Overlay District. The site is located on the southeast corner of South 10th Street and vacated Fowler Avenue (APN 343-201-08) and contains approximately 1.56 acres.
Drive-through facilities are subject to a conditional use permit according to Section 9-5.1305 of the Fowler Zoning Ordinance. Marquee signs measuring greater than 500 square feet in area within the HB Overlay District are subject to a conditional use permit according to Sections 9-5.1905 and 9-5.1907 of the Fowler Zoning Ordinance. Because of their unusual characteristics, conditional uses require special consideration so that they may be located properly with respect to objectives of the zoning ordinance and potential effects on surrounding properties. The Commission is empowered to grant or deny applications for CUPs and to impose reasonable conditions upon the granting of such permits.
Environmental Finding. The CUP is categorically exempt from CEQA under Class 32 Categorical Exemption – In-fill Development Projects. Class 32 consists of projects characterized as in-fill development meeting the following conditions: (a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; (b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses; (c) The project site has no value as habitat for endangered, rare or threatened species; (d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and (e) The site can be adequately served by all required utilities and public services.

CITY OF FOWLER PLANNING COMMISSION MEETING
October 4th, 2018
NOTICE IS HEREBY GIVEN that on Thursday, October 4th, 2018, at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a public hearing at the City Hall Council Chambers at 128 S. 5th Street, Fowler, California to consider the following application:
Conditional Use Permit (CUP) No. 18-03 (Sprint Cell Tower): Crown Castle International Corp. (applicant) proposes to add new Sprint cellular panels and construct minor improvements to the existing cell communication tower and support structure located at 114 North Sumner Avenue (APN: 343-340-01). The parcel is zoned C-H (Highway Commercial) and planned for General Commercial land uses by the City of Fowler General Plan. The project is located within the Highway Beautification Overlay District. In accordance with Section 9-5.1305.a.3 of the Fowler Municipal Code cell communication towers are subject to a conditional use permit. The existing cell communication tower was previously approved under Conditional Use Permit (CUP No. 94-2) The Commission is empowered to grant or deny applications for CUPs and to impose reasonable conditions upon the granting of such permits.
Environmental Finding. The CUP is categorically exempt from CEQA under Class 1 Categorical Exemption – Existing Facilities. Class 1 consists of the operation, repair, maintenance, permitting, leasing licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that “existing facilities” itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1.
