REQUEST FOR PROPOSALS
NOTICE IS HEREBY GIVEN that sealed proposals will be received by the City of Clovis Public Utilities Department for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to the maintenance of the public landscaping and irrigation in the Landscape Maintenance District’s (LMD’s): LMD Zone 1, LMD Zone 2, LMD Zone 3, LMD Zone Loma Vista and Fire Station #6 Landscaping, LMD Zone Heritage Grove, and General Fund Right of Way Landscaping.
A pre-proposal meeting will be held on Friday, August 28, 2026 at 9:00 a.m. over Microsoft Teams. Virtual attendance at the pre-proposal meeting is optional.
A description of the work to be performed is contained in the proposal form and Scope of Work for the project. Contractors must hold licenses as a C27, C49 or D49, and with the California Department of Pesticide Regulation as a Pest Control Business. The proposal will cover an initial term of 12 months, with an option to extend for two additional terms of 12 months each. PROPOSAL: Landscape Maintenance Services for LMD and General Fund Zones
No proposal will be considered unless it is made on a proposal form furnished by the Public Utilities Director. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the general prevailing rates, wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by Section 3093, and similar purposes applicable to the work to be done. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. In general, the Work consists of furnishing all labor, materials, equipment, and incidentals necessary to drill and install up to ten groundwater monitoring wells located in Fresno County. Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A non-mandatory pre-bid meeting will be held on Thursday, September 3, 2026 at 9:00 a.m. (local time) at the office of Provost & Pritchard Consulting Group at 455 W. Fir Avenue, Clovis, CA 93611. Contractors shall personally examine all project sites prior to bidding. 3) Bidding Documents may be obtained in electronic format only from Provost & Pritchard Consulting Group at no charge. A copy of such prevailing rate is on file at the offices of the North Kings GSA, which copy will be made available for examination during business hours to any party on request: Prevailing wage rate information is also available on the internet at the following website address: http://www.dir.ca.gov/dlsr/PWD. 5)This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 6) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 7)OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 8) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, North Kings GSA has determined that bidder shall possess a valid Class C-57 Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The General Contractor or the General Contractor’s Subcontractors performing the associated work are required to possess a Class C-57 Contractor’s License. Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award the contract to any bidder not possessing said license at the time of Bid opening.
