Request for Proposals for Art Consultant Services for the Reconnecting Communities Project

The City of Fresno Department of Transportation/Fresno Area Express (hereinafter “FAX”) is soliciting proposals from artists or artist teams to create original, site-specific public art concepts that will be integrated into the Parkway Drive Pedestrian Bridge and the associated landing pads. The planned pedestrian bridge will be located between Olive and Belmont Ave over State Route 99, connecting Parkway Drive and Roeding Park. The selected artist/art team will provide art consultant services for FAX as part of the Reconnecting Communities Project which focuses on enhancing the pedestrian experience and expanding transportation options for residents.
Eligibility
This call is open to professional artists or artist teams with experience in creating permanent public artwork. Artists should demonstrate a strong portfolio of past public work, experience working collaboratively with designers and fabricators, and the ability to conduct appropriate historical and community research. Artists must also be able to work alongside engineers to ensure the technical feasibility of their art.
Overview
Conceptual designs will be developed for pedestrian bridge landing improvements, incorporating innovative lighting schemes, urban greening initiatives, and culturally resonant art installations to enhance aesthetic appeal and community identity. The bridge will serve as a vital connection for pedestrians and cyclists while also becoming a new community landmark.
FAX is seeking artwork concepts that enhance the pedestrian experience, reflect the identity and values of the surrounding community, and celebrate movement, connection, and place- making.
A Community-Based Organization (CBO) will lead diverse community participation efforts and gather essential input to shape the project’s design in collaboration with the awarded Art Consultant(s). The CBO(s) will be contracted with FAX separately from this solicitation.
The awarded Art Consultant(s) will work collaboratively with the project team as a whole.
The project will begin as soon as contracts are awarded and a Notice to Proceed is issued. Services are anticipated to be completed by June 2027, but the initial term of the Contract will be for one year with an option to extend for an additional year. The Contract may be extended in accordance with the provisions set forth in these Specifications.

The awarded contract will be funded in part by grants from the Federal Highway Administration of the United States Department of Transportation. The award of any contract is subject to the requirements of financial assistance contracts between the City of Fresno and the U.S. Department of Transportation.
The Contractor will be required to comply with all terms and conditions prescribed for third- party contracts by the U.S. Department of Transportation, Federal Highway Administration (FHWA). If FHWA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FHWA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance will be equitably adjusted.
An Interim Final Rule (IFR) published by the U.S. Department of Transportation (DOT) on October 3, 2025, eliminates the presumption that a business is disadvantaged based solely on the owner’s race, ethnicity, or sex. As a result, the DBE program still exists, but there is a temporary suspension while firms are being recertified. No DBE goal will be placed on this project, and proposals will not be evaluated based on the proposed DBE participation.
The City of Fresno reserves the right to reject any and all proposals at its sole discretion.
