CITY OF FOWLER PLANNING COMMISSION MEETING
Regular Meeting, September 5, 2024
NOTICE IS HEREBY GIVEN that on Thursday, September 5, 2024, at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a regular meeting at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to hear and consider the following:
Recommendation Adoption of Fowler Housing Element. The City of Fowler has released the City’s portion of the Fresno Multi-Jurisdictional 2023-2031 Draft Housing Element for public review. The Housing Element describes how the City intends to adequately plan to meet the housing needs of everyone in the community. Based upon the recommendation of the Planning Commission, the City Council will make a determination regarding the adoption of the Housing Element.
The Planning Commission will also consider whether adoption of the Housing Element is within the scope of the 2040 General Plan EIR (SCH No. 2021110053) and that the EIR adequately describes the activities proposed to be approved under the Housing Element for purposes of the California Environmental Quality Act (CEQA).
Conditional Use Permit No. 24-24. Conditional Use Permit No. 24-24 consists of a request to construct a 4,000 square foot building at 507 E. Merced Street (Assessor’s Parcel Number 343-182-12 & -16). The site is currently occupied by the Fowler Baptist Church, is planned for High Density Residential Uses, and is zoned RM-3 (Multi-family residential). The expansion of the Fowler Baptist Church’s operations to include a 4,000 square foot accessory building requires the approval of a Conditional Use Permit within the RM-3 zone district. Other site improvements, such as parking, would be constructed as well. The Planning Commission would also consider whether the project qualifies to be exempt from further environmental review pursuant to CEQA Guidelines Section 15332.
The Planning Commission invites your participation, and the public is welcome to speak at the hearing. If you challenge any Planning Commission or City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
Meeting material(s), staff report(s), and a telephone number to provide access to the Planning Commission meeting via teleconference will be available to the public at least three days prior to the hearing and may be reviewed at www.fowlercity.org.

NOTICE is hereby given that at its regularly scheduled meeting on August 20, 2024, the Fresno County Board of Supervisors adopted Ordinance No. R-501-3867, an Ordinance of the County of Fresno, State of California. 
SUMMARY OF ORDINANCE
