A Citizen’s Initiative Measure for the Creation of City Council Districts

and an At-Large Elected Mayor

The purpose of this measure is to ask registered voters in the City of Fowler if they wish to change how the city council members are elected to the Fowler City Council from the current citywide election of the five (5) city council members to establishing four (4) separate city council districts with each district electing an individual city council member from within said district, and the mayor being elected at-large on a citywide basis.

The voters in Fowler currently elect five (5) city council members on a citywide basis, with no member required to reside in a specific area of the City.  Each council member serves a four-year term, with the terms of the council members staggered such that every two (2) years (in even numbered years such as 2022, 2024, etc.) the voters elect either two (2) or three (3) council members.  Following each election, in December of each even numbered year, the city council meets to declare the results of the election and install the elected city council members, and the five (5) city council members choose one of themselves to serve as mayor for the next two (2) years in accordance with Government Code Section 36801. 

This measure will ask whether the five (5) members of the Fowler City Council should be elected by dividing the City into four (4) separate city council districts, with the voters in each district electing one (1) council member who must reside within the territory of said district, and the mayor of Fowler being elected on a citywide basis by the voters of the entire city.  Voters will also be asked whether the term of the office of mayor shall be either two (2) or four (4) years.  If the measure is approved, the City will be required to retain a demographer and engage in a public process with public hearings in accordance with applicable state law to divide the City of Fowler into four (4) separate districts for the purposes of city council elections beginning with the November 2026 election.  If approved, the elected mayor will have no greater voting authority than any of the four (4) elected city council members, and the elected mayor will have only those additional powers, duties, and responsibilities as specifically prescribed by state law and the Fowler Municipal Code.

Scope of Services

Services will include evaluation of the 2017 Active Transportation Plan and the implementation to date. In general:

·         Review of existing conditions, including, but not limited to, active transportation facilities inventories, policies, programs, activity centers, education activities, enforcement activities, and collision data;

·         Develop strategies and identify opportunities to develop and improve safety, complete or improve network connectivity, enforcement, education and evaluation efforts;

·         Update all mapping and GIS files;

·         Evaluate planned networks for feasibility, including the implementation of Class IV facilities along major roadways and a Downtown bicycle loop or Class IV network;

·         Review and update network level of stress;

·         Develop a safety education program;

·         Review and propose design standards, including Class IV treatments at transit stops;

·         Prepare cost estimates for capital improvement projects and maintenance;

·         Prepare 30% design preliminary engineering plans for three (3) high priority active transportation projects;

·         Engage the community members and stakeholders through measures such as community meetings in multiple formats, interviews, surveys, websites, and audits;

·         Develop a Safe Routes to School toolbox;

·         Hold two (2) quick-build/pop-up events to demonstrate a facility;

·         New and proposed legislation and impact on active transportation infrastructures and laws, i.e. electric bikes or no turn on reds;

·         Identify a north-south corridor to implement a raised bike path, including a road diet;

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR PROGRESSIVE DESIGN-BUILD OWNER-ADVISOR CONSULTING SERVICES FOR THE SENIOR ACTIVITY CENTER AND AFFORDABLE HOUSING DEVELOPMENT PROJECT AT 4343 NORTH BLACKSTONE AVENUE.

The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified owner-advisor consulting firms to provide owner supported services associated with the progressive design-build delivery for the capital improvement project at 4343 North Blackstone Avenue. Funding sources are still being identified but may include, though not be limited to, Measure P and Community Development Block Grant funding. 

Scope of Services

The Owners Advisor will serve as an extension of Department of Public Works staff and work to align the entire integrated project team with the City’s priorities. The Owner Advisor will help the Department of Public Works develop a scope of services designed to meet the City’s needs and to equitably manage project risk. Services are anticipated to include, but are not limited to, the following:

Pre-Award Support (Phase 1)

·         Assisting in defining project objectives and priorities

·         Developing/confirming project scope and quality approach

·         Identifying project goals, challenges, and constraints

·         Managing the City’s expectations

·         Assisting in and guiding the solicitation process

·         Cost and schedule validation

·         Providing guidance/expertise in estimating and negotiating Guaranteed Maximum Price (GMP)

·         Providing contract negotiations and administration

Post-Award Support (Phase 2)

·         Developing and implementing project execution planning

·         Cost monitoring
