REQUEST FOR RELEASE OF FUNDS
On or about August 2, 2024, the County of Fresno will submit a request to the Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant Program (CDBG) under Title I of the Housing and Community Development Act of 1974 as amended, to undertake the following project: Kerman Plaza Veterans Park, Environmental Review CD23371 for the purpose of replacing an existing non-functioning park restroom with an accessible restroom at the existing Plaza Veterans Park in the City of Kerman, CA. The project requests up to $175,318.00 in CDBG funds from the County; the total estimated cost of the project at $200,000.00. The project site is in the median of Madera Avenue, just south of “B” Street, along the border of the southeast quarter of Township 14S / Range 17E / Section 12 and the southwest quarter of Township 14S / Range 18E / Section 7, Kerman Quadrangle.
FINDING OF NO SIGNIFICANT IMPACT
The County of Fresno has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. HUD will accept objections to its release of funds and the County of Fresno’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Fresno; (b) the County of Fresno has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Notice is hereby given that on June 20, 2024, the City Council of the City of Fresno (“City”) adopted Resolution 2024-127 to amend Annexation No. 37, Final Tract Map No. 6410, of the City of Fresno Community Facilities District No. 11 (“CFD No. 11”), to change the types of services and the rate and method of apportioning the special tax and to establish a new Maximum Special Tax under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (“City Law”). Under this City Law and Resolution 2024-127, the City gives notice as follows:
The text of Resolution 2024-127, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Resolution 2024-127 is summarized as follows:
The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (“Services”) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Resolution 2024-127 and Exhibit D thereto.
The method of financing the Services is through the imposition and levy of a new Maximum Special Tax (“Special Tax”) to be apportioned on the properties in Annexation No. 37 of CFD No. 11 under the revised rate and method of apportionment described in Resolution 2024-127 and Exhibit E thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
The Special Tax, if approved, will be used to finance all or a portion of the Services.
The Director of Public Works of the City or his designee is directed to cause to be prepared an amended written report for Annexation No. 37 of CFD No. 11 (“Amended District Report”) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services. The Amended District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the Amended District Report as filed with the City Clerk.
As set forth below, the City will hold a public hearing on the amendment of Annexation No. 37 of CFD No. 11, Final Tract Map No. 6410.

Notice is hereby given that the governing board (“BOARD”) of Fresno Unified School District (“DISTRICT”) will receive responses for BID No. 25-07, Top Seal Film for Production Lines, to establish fixed contract pricing. The fixed price contract term is for a 1-year period with the option to renew for two (2) additional one-year periods. NOTICE TO PROPOSERS
The State Center Community College District (District), Fresno, California, is hereby requesting proposals for Truck and Bus Driving Simulators for the Training Institute pursuant to the attached specifications.
The contract will be awarded to the responsive and responsible proposer who meets the technical requirements and provides the highest value to the District. The successful Contractor will be required to furnish all labor, material, equipment, supplies, applicable taxes, for the Training Institute.

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that the Board of Trustees of the State Center Community College District (“District”) invites and will receive sealed bids (“Bids”) from general contractors (“Contractor(s)” or “Bidder(s)”) for the furnishing to District of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the following project (“Project”):
PROJECT NAME: AUTO LIFTS, REEDLEY COLLEGE, CUPCCAA, BID 2425-01C
PROJECT SCOPE: Provide and install 4 auto lifts (2 Challenger DX77 and 2 Challenger CL10V3). In addition, relocate 1 existing auto lift, (Challenger CL9) and utilities.
BIDS DUE:
Bids will be received no later than August 6, 2024 prior to 2:00 pm, via PlanetBids.
All bids shall be submitted electronically through PlanetBids Vendor portal to be accepted. Incomplete, late, inaccurate, or untrue responses or information provided therein by a bidder shall be grounds for the District to reject such submissions for non-responsiveness. Bids shall be valid for a period of 45 calendar days from the Due Date.

CONTRACTOR’S LICENSE(S):
Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the contract:

Bidders are solely responsible for on-time electronic submission of their bid through PlanetBids.
It is the bidder’s sole responsibility to contact State Center Community College District’s online bid management provider, PlanetBids at 818-992-1771, to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, and for the stability of their internet service, prior to bid due date and time.
The District will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number (VBID) with a timestamp from the bid management system. Transmission of bids by any other means will not be accepted.
Failure of Bidder to submit an electronic bid shall be the bidder’s sole risk and no relief will be granted. Bidders experiencing technical difficulties shall contact PlanetBids at (818) 992-1771 for technical difficulties or help with the bid submission process.
Bids must be complete and responsive to all portions of the Contract Documents. Bids must be submitted on the District’s Bid Forms. Any addenda will be posted on PlanetBids (“Website”). Bidders must check the Website on a daily basis through the Due Date for any applicable addenda or updates. The District does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading, or printing of the Bid Documents. Information on PlanetBids may change without notice to prospective bidders. The Contract Documents shall supersede any information posted or transmitted by PlanetBids.
REQUEST FOR INFORMATION (“RFI”):
All requests for information (“RFI”) must be submitted electronically via PlanetBids Question & Answer (“Q&A”) tab at PlanetBids by 2:00 pm on July 30, 2024. Questions submitted after this date will not be reviewed or answered.
BONDS AND INSURANCE:
Each Bid shall be accompanied by a Bid Bond as bid security secured from a California admitted surety company the form provided by the District in the Contract Documents (“Bid Security”). The amount of the Bid Security shall be at least ten percent (10%) of Bidder’s Total Bid Price, made payable to the State Center Community College District. The Bid Security shall be provided as a guarantee that within five (5) working days after the District provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The successful bidder will forfeit the Bid Security if the Bidder fails to comply. No interest will be paid on funds deposited with District.
The successful Bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond, from a California admitted surety company and, on the forms, provided in the Contract Documents, each in an amount equal to one hundred percent (100%) of the Contract Price.
Pursuant to Section 22300 of the Public Contract Code of the State of California, the successful Bidder may substitute certain securities for funds withheld by District to ensure its performance under the contract.
DEPARTMENT OF INDUSTRIAL RELATIONS (“DIR”):
The successful Bidder and all Bidder’s Subcontractors must pay all workers on work performed pursuant to a contract for the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California (“DIR”), for the type of work performed and the locality in which the work is to be performed, pursuant to sections 1770 et seq. of the Labor Code. Copies of the general prevailing rates of per diem wages for each craft, classification, or type of worker needed to execute the Contract, as determined by Director of the DIR, are on file at the District’s administrative office. Prevailing wage rates are also available from the District or on the internet at (http://www.dir.ca.gov).
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed in a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No Bid will be accepted nor any contract entered into without proof of the contractor’s and subcontractors’ current registration with the Department of Industrial Relations to perform public work. The Project is subject to compliance monitoring and enforcement by the DIR. The successful Bidder must post job site notices, as prescribed by regulation. The successful Bidder must comply with all requirements of Labor Code section 1771.4, except the requirements that are exempted by the Labor Commissioner of California (“Labor Commissioner”) for the Project. All Bidders must comply with the registration and compliance monitoring provisions of Labor Code section 1771.4, including furnishing its certified payroll records to the Labor Commissioner and complying with enforcement by the DIR.
DISTRICT’S RIGHT TO REJECT:
District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
Any claim by Bidder that its Bid contains an error, or request for relief from its Bid, made after the time for opening of Bids, must be made in compliance with Public Contract Code section 5100 et seq. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Any request to withdraw a Bid must be executed by the Bidder or its duly authorized representative. Bidder’s withdrawal of its Bid does not prejudice the Bidder’s right to submit a new Bid before the time of Bid opening.
