Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 26-37, Bullard Talent K-8 School Classrooms HVAC Replacement, to replace unit ventilators, dedicated classroom central plant equipment, and one heat pump.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows: three percent (3%) of the dollar amount of the Contract.

On February 12, 2026 at the time of day indicated below, or as soon thereafter as possible, a public hearing will be held in Room 301, Hall of Records, Tulare and “M” Streets, Fresno, California, to consider all items contained within this agenda that are subject to the provisions of either the Fresno County Ordinance Code or the California State Planning Law. The Commission will also determine whether a Negative Declaration, Mitigated Negative Declaration or an Environmental Impact Report is appropriate on all projects for which an Initial Study (IS) has been prepared. The environmental documents are available for review and comment at the Fresno County Department of Public Works and Planning at 2220 Tulare Street, Suite A, Fresno, CA until the date of the hearing. At the hearing, all written comments and oral testimony will be considered.
PROGRAM ACCESSIBILITY AND ACCOMMODATIONS: The Americans with Disabilities Act (ADA) Title II covers the programs, services, activities and facilities owned or operated by state and local governments like the County of Fresno (“County”). ANNUAL ACTION PLAN
The County of Fresno’s 2025-26 Annual Action Plan for the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grants (ESG) programs was approved by the Fresno County Board of Supervisors as part of its 2025-29 Consolidated Plan on August 5, 2025. City of Fowler Planning Fee and Development Impact Fee Schedule for 2026. The City Council will consider an update to the City of Fowler’s Planning Fee and Development Impact Fee Schedule for calendar year 2026. Such updates would result in an inflationary increase in fees collected to process development projects. This increased cost will cover the current estimated reasonable cost of providing such services. Pursuant to Government Code Section 66016(a), the data and information from which the proposed fees are derived shall be made available for public review at Fowler City Hall during normal business hours beginning not less than ten (10) days prior to the hearing.

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, minor grading on the canal bank, installation of the Letterman Park trail gateway, trail posts, concrete sidewalk, sign pedestal, drinking fountain, bollard, chain link fence modifications, irrigation system modifications, and signage, and a backflow prevention device on the BIG DRY CREEK CANAL TRAIL IMPROVEMENTS AT LETTERMAN PARK (“Project”).
A complete listing of bid quantities is contained in the bid proposal form. Bids will be received for the complete work in accordance with the plans and specifications on file with the City Clerk at the Clovis Civic Center, Clovis, CA. Plans and specifications, forms of proposal, contract and special provisions can be downloaded free of charge from the vendor portal of PlanetBids, Inc., which is accessible on the City of Clovis website.
Bids must be filed with the City Clerk at the Clovis Civic Center prior to 2:00 p.m., Tuesday, March 3rd, 2026, at which time the City Clerk will open said bids. Bids shall be submitted in sealed envelopes and marked:
Bid Proposal: BIG DRY CREEK CANAL TRAIL IMPROVEMENTS AT LETTERMAN PARK
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond on the City’s form, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials (Payment) Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Said bonds shall be on the City’s forms and shall be issued by a surety company which is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, which has a rating not lower than “A-” as rated by A.M. Best Company, Inc. or other independent rating companies, and which is acceptable to the City of Clovis. Bidders are cautioned that representations made by surety companies will be verified with the California Department of Insurance. In accordance with the provisions of Chapter 13 (commencing with Section 4590), Division 5, Title 1 of the Government Code of the State of California, securities may be substituted for monies withheld on the project.
In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done. Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code. See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements.
The City of Clovis will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religious creed, sex, or national origin in consideration for an award.
The work to be performed under this contract is on a project assisted under a program providing direct federal financial assistance from the Department of Housing and Urban Development (HUD), Community Development Block Grant (CDBG) program, and is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 USC 1701u. Section 3 requires that to the greatest extent feasible opportunities for training and employment to be given to low and moderate income persons residing within the project area and that the contracts for work in connection with the project be awarded to eligible business concerns which are located in, or owned in substantial part by persons residing in the area of the project. Regulations for implementing the Section 3 clause are contained in 24 CFR 135, as amended, and as specified in the project specifications.
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form. The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”. Bidders for this project must possess a valid Class A License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available. Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract. All representations made on the proposal are made under penalty of perjury.
The project is subject to the contracting requirements and implementing regulations as amended in Title 13, Section 2449 General Requirements for In-Use Off-Road Diesel-Fueled Fleets, of the California Code of Regulations (13 CCR § 2449(i)). Bidders must submit a valid Certificate of Reported Compliance (CRC) issued by the California Air Resources Control Board at the time of bidding. Bidders are responsible for submitting their listed subcontractors’ CRCs and any supporting documentation within five (5) calendar days of bid opening. Failure to submit the required CRCs may render a bid non-responsive.
The lowest bid shall be determined by the amount of the base bid. The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Twenty (200) Working Days from the date established in the Owner’s Notice to Proceed.
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof. The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.

NOTICE IS HEREBY GIVEN that at a regular meeting on Thursday, March 5, 2026 at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a hearing at the City Hall Council Chamber at 128 S. 5th Street, Fowler, California to consider the following:
Planning Project No. 25-44: Planning Project No. 25-44 consists of Tentative Parcel Map (TPM) No. 2025-45, Vesting Tentative Subdivision Map (VTSM) No. 6537, a prezone request, and a request to annex the subject property to the City of Fowler (Project). The Project proposes the subdivision of an approximately 38.35-acre parcel (Assessor’s Parcel 345-100-05), located at the northwest corner of South Fowler Avenue and East Parlier Avenue (Project site). The site is designated Medium Low Density Residential by the City’s General Plan and is zoned AE 20 (Exclusive Agriculture) by the County of Fresno. As a part of the Project, the Project site would be annexed to the City of Fowler and would be prezoned to the City’s R-1-6 mapping designation, with an implementing zone district of R-3 (Medium Density Residential). TPM No. 2025-45 would subdivide the property into two parcels of approximately 16.73 and 21.62 acres. VTSM No. 6537 would further subdivide the two resulting parcels into 179 single family residential lots, as well as a linear park along the Project site’s northern and western boundary.
Additionally, the Project would annex Assessor’s Parcel Number 345-100-04, creating a logical annexation boundary. This parcel is currently zoned AE 20 by the County of Fresno and would be prezoned to the City’s mapping designations of R-1-10 and R-1-7, with an implementing zone district of R-1 (Low Density Residential) and R-2 (Medium Low Density Residential), according to the parcel’s underlying split General Plan land use designation of Low Density Residential and Medium Low Density Residential.
The Planning Commission will also consider whether the Project meets the qualifications to be absolved of further environmental review pursuant to California Environmental Quality Act Guidelines section 15183. The Planning Commission will consider the Project and make a recommendation to the City Council as to what action to take on the matter.

PROJECT LOCATION AND DESCRIPTION:
Secrets Unsealed Ministry (SUM) proposes to develop a church facility on a 47.8-acre portion of its 445.37-acre property located in unincorporated Fresno County. The property is located southeast of the intersection of Tollhouse Road and Lodge Road, approximately 35 miles northeast of the City of Fresno (Figure 1). The campus site is located within Assessor Parcel Number 14003102 and is approximately one mile from Tollhouse Road, below a ridge line on a gentle north-facing slope (Figure 2). The site was selected to minimize visibility from surrounding properties, avoid water courses, and minimize grading and tree removal. The remainder of the property would remain undeveloped.
The Fresno County General Plan designates the project site for Agriculture. The County’s Zoning Map identifies the Project site as AE-40 (Exclusive Agriculture, 40-acre minimum parcel size). The Department of Conservation Farmland Mapping and Monitoring Program (FMMP) designates the site as Grazing Land. The Project site is not subject to a Williamson Act contract.
The proposed Project would include four church facility buildings (Buildings A, B, C, and D), a caretaker residence, parking areas, landscaping, utilities, and related infrastructure (Figure 3). Development would occur in three phases, with Buildings A and B constructed as part of Phase 1, Building C constructed as part of Phase 2, and Building D constructed as part of Phase 3. Building sizes and facilities are listed in Table 1. The buildings would be designed with architectural treatments, colors, and materials that are harmonious with the surrounding natural environment.
Supporting infrastructure would include an on-site well, fire water storage tank, three septic systems with leach fields designed to County standards, and a private waste hauler for solid waste removal. Power would be provided onsite with ground-mounted solar panels, and on-site gas or propane-powered generators would be used for backup power for the solar-power system. Outdoor lighting would consist of low- and standard-voltage fixtures that are hooded and directed downward to minimize light spillover onto surrounding properties.
Native vegetation and trees would be retained where feasible, with native and drought-tolerant landscaping installed around buildings and parking areas. Parking areas would be landscaped consistent with Fresno County shade requirements.
Site access would be provided by a new approximately one-mile-long, 24-foot-wide paved private road extending east from Tollhouse Road, with an emergency access route available via Quail Mountain Lane. The access driveway would terminate at a centrally located circular drop-off area near the campus buildings, and a designated loading zone would be located on the north side of the multi-purpose building (Building C).
Attendance at church events would vary depending on the activity. Regular Saturday services are initially expected to have 20 to 50 attendees and could grow to approximately 25 attendees as subsequent phases are developed. Special services would occur four to six times per year and are anticipated to draw 150 to 200 attendees. Holiday services and banquets would occur up to four times per year with an estimated attendance of up to 150 people.
General administrative activities would occur from 8:00 a.m. to 5:00 p.m. Indoor events such as seminars and banquets would take place between 7:00 a.m. and 10:00 p.m. Initial staffing would be approximately 10 full-time employees, 3 part-time employees, and 6 volunteers, with an estimated increase of up to 20 full-time and 6 part-time employees by Phase 3.

PROJECT ALTERNATIVES: In accordance with CEQA Guidelines §15126.6, the Draft EIR will assess a reasonable range of alternatives to the Project, including a No Project Alternative and other alternatives that would meet most of the basic objectives of the Project while avoiding or reducing any of its significant environmental effects. Input is requested in identifying potential alternatives for consideration in the EIR.
POTENTIAL ENVIRONMENTAL EFFECTS: At this early stage of the environmental review process, it is not possible to know with certainty the precise nature and extent of the environmental effects that will be identified as preparation of the Draft EIR gets underway. However, it is possible to identify key categories of environmental effects that the Project may affect. These include: Aesthetics, Agricultural Resources, Air Quality, Biological Resources, Cultural Resources, Geology/Soils, Greenhouse Gas Emissions, Hydrology and Water Quality, Land Use and Planning, Transportation, Tribal Resources, and Wildfire.

Notice is Hereby Given: The County of Fresno (County) is the Lead Agency on the below-described Minnewawa Industrial Development Project (Project) and has prepared a Notice of Preparation (NOP) of an Environmental Impact Report (EIR), pursuant to the California Environmental Quality Act (CEQA) and the CEQA Guidelines. The NOP is intended to disclose environmental information and to solicit the views of the public, interested parties, and/or agencies as to the scope and content of the environmental information. Specifically, the County is requesting that commenters provide comments on the NOP, identify additional environmental topics (and/or special studies) that they believe need to be explored in the forthcoming EIR, and to identify other relevant environmental issues related to the scope and content of the forthcoming EIR.
Project Title: 3185 S. Minnewawa Project (Amendment Application No. 3875 and Site Plan Review No. 8419)
Project Location: The proposed Project is located on approximately 19.7-acres, approximately 0.5 miles east of Malaga (a census-designated place) at 3185 S. Minnewawa Avenue in Fresno County. The site is approximately 4.5 miles southeast of downtown Fresno and approximately 7 miles west of the City of Sanger. The Project is comprised of assessor’s parcel: 331-080-09. See Figure 1 – Regional Location Map and Figure 2 – Site Aerial.
Project Description: The Project Applicant has submitted an application to rezone the site to facilitate the future development of a warehouse building for industrial uses. Amendment Application (AA) 3875 would rezone the site from AL-20 to the M-3 (Heavy Industrial) zoning district to allow the site to be developed with industrial uses allowed within the M-3 zoning district. The M-3 zoning district would be consistent with the underlying Roosevelt Community Plan land use designation, Industrial. Site Plan Review (SPR) 8419 proposes to develop the site with a single or multi-tenant shell building. The building would have approximately 38,902 square feet for office space and 350,112 square feet for warehouse space and docking doors for a total of 389,013 square feet. To support the building, 67 trailer parking stalls, 481 automobile parking stalls (472 standard vehicle and 9 accessible), and 50 bicycle stalls are proposed. Also proposed is site landscaping, signage and lighting, in conformance with County standards. The site would have two points of ingress/egress on South Minnewawa Avenue. The site currently has an existing 2,200 square foot single family residence that will be demolished at the time of development.
Scope of the Environmental Impact Report: The forthcoming EIR will address the following CEQA Guidelines Appendix G topics: Aesthetics, Agriculture/Forestry Resources, Air Quality, Biological Resources, Cultural Resources, Energy, Geology and Soils, Greenhouse Gas Emissions, Hazards and Hazardous Materials, Hydrology and Water Quality, Land Use and Planning, Mineral Resources, Noise, Population and Housing, Public Services, Recreation, Transportation, Tribal Cultural Resources, Utilities and Service Systems, and Wildfire. The EIR will also review Project alternatives as well as cumulative impacts. To support the analysis in the EIR, the following technical studies will be prepared: Air Quality / Greenhouse Gases / Energy Study, Biological Resources Report and Traffic Impact Study.
Document Availability and Public Review Timeline: Due to the time limits mandated by State law, your response to the NOP must be sent no later than 30 days after receipt of this notice.
