NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT FOR
THE H-LAND SPECIFIC PLAN
NOTICE IS HEREBY GIVEN that the City of Clovis (City) is the lead agency responsible for the preparation of an Environmental Impact Report (EIR) for the H-Land Specific Plan (proposed project). The proposed project will be analyzed using a hybrid EIR that covers both potential programmatic and project-level impacts that may result from construction and operation of the proposed project. Pursuant to provisions of the California Environmental Quality Act (CEQA), the City has prepared this Notice of Preparation (NOP) for the proposed project. Once a decision is made to prepare an EIR, the lead agency must prepare an NOP to inform all responsible and trustee agencies that an EIR will be prepared (CEQA Guidelines Section 15082). The purpose of this NOP is to provide agencies, interested parties, and organizations with sufficient information describing the proposed project and its potential environmental effects to enable meaningful input related to the scope and content of information to be included in the EIR.
Heritage Development Company (Project Applicant) has requested to develop approximately 900 acres of agricultural land with portions currently outside the City limits, but within the City’s Sphere of Influence (SOI). The area proposed for development (referred to as the Specific Plan Area) is located within the Northwest Urban Center, known as Heritage Grove.
An NOP was previously issued on February 9, 2022, for an EIR analyzing the Heritage Grove Specific Plan, but the project was modified to include a residential tract map and site plan; therefore, the need for a hybrid EIR is proposed. This NOP is being issued to provide the public with notice that a hybrid EIR is being prepared for the proposed project.
The proposed project would divide the Specific Plan Area into 38 PAs with residential, mixed-use, and neighborhood commercial development, along with parks and public facilities. The full build-out of the Specific Plan Area would construct approximately 5,851 residential dwelling units (DUs), one elementary school with approximately 750 students, approximately 864,090 square feet of retail, approximately 584,650 square feet of commercial/office space, one 150-room hotel, several parks with sport amenities, and public/quasi-public uses. The proposed project would be analyzed as a hybrid EIR that covers both potential programmatic and project-level impacts. The programmatic-level impacts would analyze the development of 2,323 residential DUs, 534,650 square feet of retail space, 564,090 square feet of commercial/office space, 150-room hotel, an elementary school, and 18.27 acres of parks and public/quasi-public uses. The project-level impacts would analyze the development of 3,528 residential DUs, 23.61 acres of parks and public/quasi-public uses, and the development of PA 31a, which includes 300,000 square feet of retail space and 50,000 square feet of commercial/office space. The proposed project would generally be developed in three phases, although construction on individual PAs would begin when allowed by market conditions.
In addition, development of the proposed project would include infrastructure improvements including roadways and utilities, to the extent that they are known. Additional details for all proposed project components, including the location of land uses within the Specific Plan Area, would be developed and refined as part of the preparation of the Specific Plan, during review of the Specific Plan application, and during the evaluation process that will occur simultaneously with the preparation of the EIR.

NOTICE TO BIDDERS
NOTICE IS HEREBY GIVEN that the Board of Trustees of the State Center Community College District (“District”) invites and will receive sealed bids (“Bids”) from general contractors (“Contractor(s)” or “Bidder(s)”) for the furnishing to District of all labor, equipment, materials, tools, services, transportation, permits, utilities, and all other items necessary for the following project (“Project”):
PROJECT NAME: GYMNASIUM REROOF, FCC, BID 2526-24
PROJECT SCOPE: Scope of work for this project will consist of the following: Re-roof of the existing roof(s) serving the gymnasium, concourse, locker rooms, classrooms, and fitness rooms and includes demolition of the following: removal of existing roofing system to the substrate; removal of existing aquatic solar heating panels; removal of existing coping; removal of existing gas line and condensate lines; and removal of existing skylights. The project also includes installation of new roofing system on the existing substrate; new coping, flashing, and counter flashing; new tapered rigid insulation; new walking pads; and new gas line and condensate lines, as indicated.

BIDS DUE:
Bids will be received no later than March 12, 2026 prior to 2:00 pm, via PlanetBids.
All bids shall be submitted electronically through PlanetBids Vendor portal to be accepted. Incomplete, late, inaccurate, or untrue responses or information provided therein by a bidder shall be grounds for the District to reject such submissions for non-responsiveness. Bids shall be valid for a period of 90 calendar days from the Due Date.
Bids must be electronically submitted on the forms prepared by the District and included in the contract documents located on PlanetBids Vendor portal.
Contractors and subcontractors are encouraged to register with the District as a California Uniform Construction Cost Accounting Commission (“CUPCCAA”) approved contractor and encouraged to prequalify for this project and other CUPCCAA projects by completing the form available at: PlanetBids.
PRE-BID CONFERENCE:
A pre-bid conference will be held in person on February 19, 2025, at 10:00 am.
Those attending the non-mandatory, but highly recommended, pre-bid conference shall meet at:

Representatives of the District and consulting engineers, if any, will be present. Questions asked by Bidders at will be answered in writing by written addenda.
CONTRACTOR’S LICENSE(S):
Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the contract:
C39- Roofing Contractor.
Bidders are solely responsible for on-time electronic submission of their bid through PlanetBids.
It is the bidder’s sole responsibility to contact State Center Community College District’s online bid management provider, PlanetBids at 818-992-1771, to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, and for the stability of their internet service, prior to bid due date and time.
The District will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number (VBID) with a timestamp from the bid management system. Transmission of bids by any other means will not be accepted.
Failure of Bidder to submit an electronic bid shall be the bidder’s sole risk and no relief will be granted. Bidders experiencing technical difficulties shall contact PlanetBids at (818) 992-1771 for technical difficulties or help with the bid submission process.
Bids must be complete and responsive to all portions of the Contract Documents. Bids must be submitted on the District’s Bid Forms. Any addenda will be posted on PlanetBids (“Website”). Bidders must check the Website on a daily basis through the Due Date for any applicable addenda or updates. The District does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading, or printing of the Bid Documents. Information on PlanetBids may change without notice to prospective bidders. The Contract Documents shall supersede any information posted or transmitted by PlanetBids.
DISTRICT’S RIGHT TO REJECT:
District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
Any claim by Bidder that its Bid contains an error, or request for relief from its Bid, made after the time for opening of Bids, must be made in compliance with Public Contract Code section 5100 et seq. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Any request to withdraw a Bid must be executed by the Bidder or its duly authorized representative. Bidder’s withdrawal of its Bid does not prejudice the Bidder’s right to submit a new Bid before the time of Bid opening.
