NOTICE INVITING BIDS
Sealed or electronic bids will be received at the office of the Purchasing Manager of the City of Fresno for the following:
FAX MAINTENANCE BUILDING HVAC EQUIPMENT AND ROOF REPLACEMENT

The scope of work includes replacement of the rooftop HVAC equipment and roof replacement. to the Fresno FAX HVAC Bus Maintenance Facility.
Mechanical scope of the work includes:
1. Replace the makeup air units (MAUs) on the roof. The ductwork associated with the MAUs will be partially demolished and reconstructed. Provide units with the new curbs.
2. Replace the roof mounted heating and ventilation units (HVs). The ductwork associated with the HVs will be partially demolished and reconstructed. Provide units with the new curbs.
3. Replace the roof mounted packaged air handling unit (AC)
4. Replace the associated thermostats for MAUs, HVs and AC.
5. Provide bid alternate for the new building management system.
6. Replace the roof-mounted exhaust fans. Field verify the existing curbs. Install a new curb or curb adapter on the existing for the new fans.
7. Disable the CNG detection system and remove existing CNG exhaust fans. Seal the roof openings.
8. Provide temporary HVAC equipment during the construction to maintain the facility in operation continuously.
9. Testing and balancing the HVAC system.
Electrical scope of work includes:
10. The existing electrical panels and conduits to remain in place unless otherwise noted.
11. Contractor shall remove the existing circuit breakers, conductors feeding the equipment in scope of work such as air compressors, air-conditioning units, exhaust fans, exhaust CNG fans, make-up air units, heating ventilation units and supply fans. existing conduits to remain in place unless otherwise noted.
12. Contractor shall install new circuit breakers and conductors to serve the equipment in scope of work such as air compressors, air-conditioning units, exhaust fans, make-up air units, heating ventilation units and supply fans. existing conduits to remain in place unless otherwise noted.
13. Contractor shall remove the existing disconnecting switches and mechanical switches as applicable on the equipment in scope of work such as air compressors, air-conditioning units, exhaust fans, exhaust CNG fans, make-up air units, heating ventilation units and supply fans. existing conduits to remain in place unless otherwise noted.
14. Contractor shall provide power connection to new fusible disconnecting switches and mechanical switches as applicable on the equipment in scope of work such as air compressors, air-conditioning units, exhaust fans, make-up air units, heating ventilation units and supply fans. existing conduits shall be extended as needed to serve the proposed equipment.
15. Contractor shall remove and disconnect circuit breakers, conduits and conductors feeding the exhaust fans EF-18 and EF29 and heating ventilation unit HV-5 with all other associated accessories shown.
16. Contractor shall provide power requirements with new conduit for exhaust fans EF-18 and EF-29, EF-41, EF-42, EF-43 and heating ventilation unit HV-5 only.
17. Contractor to provide power requirements to disconnect switches integrated in the respective VFD’s to serve exhaust fans EF-32, EF-33 and EF-34.
18. Contractor shall provide new duct smoke detectors as shown on mechanical sheet M102. verify exact location in the field prior to installation and tie it back to the existing building fire alarm system.
The Engineer’s Estimate of Cost for this project is $6,365,681.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code. The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City. A copy of the resolution is on file at the Office of the City Clerk. Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. The City will carry out applicable federal requirements in the award and administration of any contract awarded hereunder. This is a federal project funded in full or in part by the FTA through the U.S. Department of Transportation, Federal Transit Administration (FTA).
Although there is no specific goal or requirement to use participation by Disadvantaged Business Enterprises (DBE) for this project, The City of Fresno highly encourages the participation of Disadvantaged Business Enterprises (DBE). The City of Fresno encourages all prime Contractors to utilize qualified SBE (Small Business Enterprise) sub-Contractors on the City of Fresno projects and promotes the direct purchase of goods from qualified SBEs by utilizing SBE/DBE vendors when such vendors are available, and the price of the goods or services sought is reasonable.
The Contractor is required to comply with all terms and conditions prescribed for third-party contracts by the U.S. Department of Transportation, Federal Transit Administration (FTA). If FTA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FTA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance shall be equitably adjusted.
A pre-bid conference will be held at 2223 G Street, Fresno, CA 93706 on Tuesday, July 8, 2025 at 1:00 P.M.. This meeting will start in the FAX Administrative Building’s Lower Conference Room. Prospective bidders are encouraged to attend. City staff will be present to answer any questions regarding the specifications and provide a tour of the job site. Attendees will be permitted to inspect the job site and its equipment under the supervision of FAX staff.
Services of an interpreter and additional accommodations can be made available. Requests for accommodations should be made at least five working days but no later than 48 hours prior to the scheduled meeting/event. In accordance with provisions of section 22300 of the California Public Contract Code, Contractor may substitute securities for any monies withheld by City to ensure performance under the Contract.
A 100 percent Payment Bond and 100 percent Performance Bond for all public works contracts must be filed with the Contract Documents and approved by the City before the Contractor enters upon performance of the Work.
Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15%.
No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class “A” or Class “B” Contractor’s License issued by the State of California.
The City reserves the right to reject any and all bids at its sole discretion.
Bidders are advised that this contract is subject to the City’s Community Workforce Agreement, a project labor agreement executed by the City and the Fresno, Madera, Tulare, Kings Building Trades Council. Which includes a local hiring program, wherein the contractor must use best faith efforts to meet the hiring percentage requirements for Journey-level and apprentice level project work hours. A copy of the Community Workforce Agreement is attached to the bid solicitation.

CITY OF FOWLER
SUMMARY OF ORDINANCE NO. 2025-03 OF THE CITY OF FOWLER
On June 3, 2025, the Fowler City Council introduced Ordinance No. 2025-03, proposing to amend the Fowler Municipal Code to incorporate the entirety of the California Energy and Green Building Standards Codes.
The City Council has determined that the change to Fowler Municipal Code is not a “project” pursuant to the California Environmental Quality Act (“CEQA”) as defined by Public Resource Code section 21065 and CEQA Guidelines Section 15378. Adoption of the proposed ordinance will not cause a direct or indirect change in the environment.

In general, the Work consists of exporting approximately 25,000 cubic yards of earth material, partially removing the existing internal levee and constructing a new internal levee. All work shall be completed within 90 calendar days. 1) Sealed bids will be received by the Fresno Irrigation District prior to 11:00:00 a.m. (local time) on July 1, 2025, at 2907 S.
