REGARDING ANNEXATION OF TERRITORY TO CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 9
ANNEXATION NO. 69
Notice is hereby given that on May 1, 2025, the City Council of the City of Fresno (“City”) adopted Council Resolution No. 2025-131 to annex the territory known as Assessor’s Parcel Number 404-090-48, 404-090-53, and 404-090-54 to the City of Fresno Community Facilities District No. 9 (“CFD No. 9”) and to authorize the levy of Special Tax under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (“City Law”).  Under this City Law and Council Resolution No. 2025-131, the City gives notice as follows:
The text of Council Resolution No. 2025-131, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof.  The text of Council Resolution No. 2025-131 is summarized as follows:
a.            As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 9, the boundaries of which are shown on the map on file with the City Clerk.
b.            The purpose of CFD No. 9 is to provide services and maintenance for certain regulatory required public improvements that are constructed or installed on public property, dedicated rights-of-way or easements on the perimeter of commercial, industrial and multi-family subdivisions.  These improvements include, without limitation, landscaping and irrigation systems, street trees, median hardscaping, local street curbs, gutters, sidewalks, street paving, street name signage and streetlights, trails and trail amenities (“Services”).
c.            The method of financing the Services is through the imposition and levy of a special tax (“Special Tax”) to be apportioned on the properties in CFD No. 9 under the rate and method of apportionment described in Council Resolution No. 2025-131 and Exhibit D thereto.  The special tax requires the approval of two-thirds of the qualified electors of CFD No. 9 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
d.            The Special Tax, if approved, will be used to finance all or a portion of the Services.
e.            The Director of Public Works or his designee of the City is directed to cause to be prepared a written report for CFD No. 9, Annexation No. 69 (“District Report”) that shows the Services by type and required to adequately meet the needs of CFD No. 9 and the estimated costs of the Services.  The District Report will be made a permanent part of the record of the public hearing specified below.  Reference is made to the District Report as filed with the City Clerk.
f.             As set forth below, the City will hold a public hearing on the annexation of the territory known as Assessor’s Parcel Number 404-090-48, 404-090-53, and 404-090-54 to CFD No. 9 with its Services and Special Tax.
g.            The time and place established under Council Resolution No. 2025-131 for the public hearing required under City Law are Thursday, May 22, 2025, at the hour of 9:20 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
            At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 9, the extent of CFD No. 9 or the furnishing of the Services will be heard.  Any person interested may file a protest in writing as provided by City Law.  If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 9, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 9 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 9 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 9, or against levying a specified Special Tax, those types of facilities or the specified special tax will be eliminated from the proceedings to annex to CFD No. 9.
        The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 9.

NOTICE FOR CONSULTING SERVICES
THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR ENGINEERING SERVICES FOR BRIDGE PREVENTIVE MAINTENANCE PROGRAM PHASE 3
BID FILE NUMBER 12502372
The City of Fresno (CITY) Capital Projects Department is requesting Statements of Qualifications (SOQ) from qualified Civil Engineering firms to provide Engineering Services for the capital improvement project at various locations (see Request for Qualifications). Funding for this project is through the Bridge Preventive Maintenance Program, administered by Caltrans on behalf of Federal Highways Administration.
Scope of Services
Services will include preparation of necessary plans, specifications, estimates and conducting necessary utility coordination for this project. In general:
·         Investigate the impacted bridge conditions at the various locations depicted on the attached location map and provide treatment recommendations in accordance with Caltrans’ Bridge Preventative Maintenance Program guidelines, Highway Bridge Replacement and Rehabilitation Program guidelines, and current Caltrans bridge inspection reports for the various locations.
·         Participate in coordination meetings with City Staff, FMFCD, FID, Caltrans and any other agencies needed.
·         Participate in key stakeholders meetings (City, public, schools, etc.)
·         Prepare and maintain design and construction schedule.
·         Lead the effort on utility relocations, including preparing and submitting required documents to various agencies.
·         Preparation of Utility Communication Log to be completed and updated with every submittal, or upon request of City Project Management Team.
·         Conduct site investigation to prepare construction documents.
·         Process City provided topographic survey information.
·         Provide Geotechnical testing as required.
·         Prepare required right-of-way exhibits, deeds and maps showing required right-of-way acquisition.  Prepare appraisal maps detailing all acquisitions and any Temporary Construction Easements.
·         Prepare construction plans, technical specifications, and construction cost estimates at each phase of work identified in the consultant agreement.
·         Submitting construction documents for review to City offices, utilities/agencies, and obtaining final signatures on construction documents.
·         As part of the bidding phase, attend the pre-bid conference, prepare addenda and clarifications if necessary, and attend bid opening.
·         As part of the construction phase and general construction contract administration, attend the pre-construction conference, review shop drawings and other contractor submittals, provide clarification of construction documents during construction, review and provide technical information for construction contract, change order requests if necessary, and perform as many as two site visits during construction.
·         Prepare record drawing documents using the as-built improvements.

NOTICE OF PUBLIC INTERNET AUCTION ON JUNE 13, 2025
OF TAX-DEFAULTED PROPERTY FOR DELINQUENT TAXES
(Notice pursuant to Section 3702, Revenue and Taxation Code)
On December 17th, 2024, I, Oscar J. Garcia, CPA, Fresno County Tax Collector, was directed by the Board of Supervisors of Fresno County, California, by its Resolution No. 24-388, to conduct a public auction of tax-defaulted real property.  The tax-defaulted properties being offered for sale are subject to the tax collector’s power of sale.
Fresno County’s re-offer public auction or re-offer tax sale in accordance of R & T Code Section 3692(e) will take place on the Internet and will start at 8:00 A.M. Pacific Time on Friday, June 13th, 2025 at https://fresnocounty.california.taxdefaultsale.com/. The properties will be sold at the Internet auction to the highest bidder, for not less than the minimum bid shown. At the time of registration, bidders must submit a refundable deposit of $5,000.00 electronically at https://fresnocounty.california.taxdefaultsale.com/. The deposit will be applied to the successful bidder’s purchase price.  Electronic Fund Transfer of cash in lawful money of the United States will be the only medium accepted for payment.
Fresno County does not provide computer workstations that are available to the public for submitting bids. The State, the County, and their employees acting in their official capacity in preparing, conducting, and executing the auction are not liable for the failure of a device that is not owned, operated, and managed by the state or county, that prevents a person from participating in the auction.
Properties redeemed (paid in full with certified funds) by 5:00 P.M. Pacific Time on Thursday, June 12th, 2025, at the close of business, will not be sold.  The right of redemption will cease at that time and the properties not redeemed will be offered for sale the following business day at the public internet auction.
