The City of Fresno (CITY) Capital Projects Department is requesting Statements of Qualifications (SOQ) from qualified Architectural and Engineering firms to provide Architectural and Engieering Services for the capital improvement project at multiple basin locations throughout the City. Funding for this project is through General Funds, Measure P and ARPA.
Scope of Services
The City is implementing a transformative project with the goal of increasing green space within the City of Fresno by converting existing Fresno Metropolitan Flood Control District (FMFCD) Basins into dual-use park space. The project envisions repurposing flood control infrastructure (top of bank and basin area) into a recreational area and contributing to the overall sustainability and resilience of the community. Throughout the conceptual phase of the project, ongoing community outreach will be conducted to keep residents informed and engaged in the selection of site amenities. The project will include coordination with FMFCD and the City, with a focused goal of maintaining flood control capabilities while simultaneously creating an enjoyable environment for the community. Features for the dual-use park space may include trails, sports field facilities, picnic areas, open spaces for community events, irrigation and landscape improvements. Additional amenities, as suggested by the community, will be evaluated by leadership for inclusion within a phased implementation plan.
Services will include preparation of conceptual site plans and construction implementation recommendations for each of the FMFCD basins listed in this RFQ. Based on the final conceptual plan, as approved by the City and with community input, prepare final Construction Documents for each site. The City reserves the right to proceed with the final Construction Document Phase for any or all of the basin locations. In general:
· Develop a community outreach strategy utilizing thoughtful and innovative means to engage with the community and key stakeholders. Engagement may include in-person interactions, social media, print media, radio, television, or mail;
· Facilitate stakeholder and community meetings aimed at introducing the project, collecting survey information, and presenting findings, design concepts, and recommendations;
· Design outreach materials including presentation boards, survey cards, flyers, fact sheets, pocket guides, meeting handouts;
· Conduct an assessment of the existing site conditions and organize coordination meetings with all the stakeholders;
· Prepare an initial conceptual plan and share it with the community to collect feedback; address community input in the final conceptual plan;
· Prepare a recommended phased construction approach if community outreach indicates the need to prioritize additional amenities within the conceptual plan;
· Prepare final Construction Documents including Plans, Specifications and Estimates (PS&E) for each of the basin site;
· Coordinate with FMFCD, City Departments and other agencies as required;
· Submit the plans to all the City Departments and agencies to obtain all the approvals for final construction;
· Conduct all the required environmental studies required for successful execution of the project;
· Provide all the geotechnical services for structures to be installed at the project sites;
· Provide bid phase support by responding to all the Request for Information (RFIs) submitted by prospective bidders;
· Provide construction support by reviewing all the submittals and RFIs by the construction contractors and providing revised construction documents as necessary due to change order requests;
· Develop As-Built Plans reflecting all the changes that occurred during construction.

Bid Proposal: Trail Pavement Maintenance 2022
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified or cashier’s check or bidder’s bond on the City’s form, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid. Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials (Payment) Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded. Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-45, Kratt Elementary School Portables Installation and Single Point of Entry, to relocate and refurbish two portable classroom buildings from another site, install one new owner provided restroom building, and related site work.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. A MANDATORY pre-bid conference has been scheduled at 10:30 AM, February 7, 2024 in front of the Administration Office at Kratt Elementary School, 650 W. Sierra Ave, Fresno, CA 93704. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to submit a bid or to be listed in a bid proposal subject to the requirements of Public Contract Code section 4104 unless currently registered and qualified under Labor Code section 1725.5 to perform public work as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code. For all projects over Twenty-Five Thousand Dollars ($25,000), a contractor or subcontractor shall not be qualified to enter into, or engage in the performance of, any contract of public work (as defined by Division 2, Part 7, Chapter 1 (§§ 1720 et seq.) of the Labor Code) unless currently registered and qualified under Labor Code section 1725.5 to perform public work.
Contract Time shall be Forty-Five (45) calendar days, and liquidated damages for delay shall accrue. See Agreement Between Owner and Contractor for more information.
Bids must be sealed and filed in the Business Office of the Owner at 1905 7th Street, Sanger, CA 93657, by February 20, 2024, before 2:00 p.m. on the clock designated by the Owner or its representative as the bid clock, after which time bids will be opened. No bid will be accepted by Owner after this time. Facsimile (FAX) copies of the bid will not be accepted.
A mandatory pre-bid conference will be held on February 7, 2024 p.m. at 1:00 p.m. at Sanger High School 1045 Bethel Ave, Sanger Ca 93657 (enter from 9th street fence behind the Sanger High Ag Farm). Bidders not attending the conference will be disqualified.
Bids must be accompanied by a bidder’s bond, cashier’s check, or certified check for at least ten percent (10%) of the amount of the base bid and made payable to the Owner.
Pursuant to the Contract Documents, the successful bidder will be required to furnish a Payment (Labor and Material) Bond in the amount of one hundred percent (100%) of the Contract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%) of the Contract Sum, as set forth in the Contract Documents.
The successful bidder will be allowed to substitute securities or establish an escrow in lieu of retainage, pursuant to Public Contract Code Section 22300, and as described in the Agreement Between Owner and Contractor and General Conditions.
The Owner will not consider or accept any bids from contractors who are not licensed to do business in the State of California, in accordance with the California Public Contract Code, providing for the licensing of contractors. In accordance with Section 3300 of said Code, the bidder shall have a Class “C-8 or A” license and shall maintain that license in good standing through Contract completion and all applicable warranty periods. For all projects over Twenty-five Thousand Dollars ($25,000), bidder shall state the public works contractor registration number on the Designation of Subcontractors form for each subcontractor performing more than one-half of one percent (0.5%) of the bidder’s total bid.
The Director of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate of per diem wages and rate for legal holidays and overtime work. The Contractor must pay for any labor therein described or classified in an amount not less than the rates specified. Copies of the required rates are on file at the Owner’s business office and are available on request.
