Notice is hereby given that on February 13, 2020, the County of Fresno’s Department of
Public Works and Planning (Department) determined that all bidders for the construction of the following project must be pre-qualified prior to submitting bids, as more thoroughly detailed below:
FRESNO COUNTY AREA 2 SHERIFF SUBSTATION

The work to be done consists of construction of a new Sheriff Substation, a Vehicle and Evidence Storage building, a parking lot and associated site improvements. The project consists of steel-framed, single-story buildings of approximately 22,700 square feet for the Sheriff Substation and 35,520 square feet for the Vehicle and Evidence Storage building on a site of approximately 6.5 acres.
All prospective bidders must be pre-qualified prior to submitting bids for that public works project. It is mandatory that all Licensed Contractors who intend to submit bids fully complete the pre-qualification questionnaire, provide all materials requested therein, and be approved by the County in order to be included on the final list of qualified Bidders.
It is the intention of the County that no bid will be accepted from a Contractor that has failed to comply with these requirements. If two or more business entities submit a bid on a project as a Joint Venture, or expect to submit a bid as part of a Joint Venture, each entity comprising the Joint Venture must complete the process and be separately qualified to bid.

Contractors are encouraged to submit pre-qualification packages as soon as possible, so that the County may notify them at the earliest practicable date of their pre-qualification status, or of any omissions of required information from their submission package that must be remedied.
It is currently anticipated that the Notice to Bidders for this project, along with the plans and specifications will be issued within 45 days of this prequalification notice.
Answers to questions contained in the attached questionnaire, including information about current bonding capacity on an aggregate and per project limit, notarized statement from surety, and the most recent reviewed or audited financial statements, with accompanying notes and supplemental information, are required. The County will use these documents as the basis of rating Contractors with respect to the size and scope of contracts upon which each Contractor is qualified to bid. The County reserves the right to check other available sources. The County’s decision will be based on objective evaluation criteria.
The County reserves the right to adjust, increase, limit, suspend or rescind the pre- qualification ratings for the project at issue, based on subsequently acquired information. Contractors whose rating changes to an extent sufficient to disqualify them will be notified and given an opportunity for a hearing consistent with the hearing procedures described below for appealing a pre-qualification determination.
While it is the intent of the pre-qualification questionnaire and documents required therewith to assist the County in determining bidder responsibility prior to the submission of bids and to aid the County in selecting the lowest responsible bidder, neither the fact of pre- qualification, nor any pre-qualification rating, will preclude the County from a post-bid consideration and determination on a specific project of whether a bidder has the quality, fitness, capacity and experience to satisfactorily perform the proposed work, and has demonstrated the requisite trustworthiness. The pre-qualification packages should be marked “CONFIDENTIAL” and submitted under seal to Department of Public Works and Planning, Attn: Erin Haagenson, Senior Staff Analyst, Design Division, 2220 Tulare Street, 7th Floor, Fresno, CA 93721. The pre-qualification packages (questionnaire answers and financial statements) submitted by Contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law, although the contents may be disclosed to third parties for the purpose of verification, investigation of substantial allegations, and in the process of an appeal hearing. State law requires that the names of contractors applying for pre-qualification status shall be public records subject to disclosure, and the first page of the questionnaire will be used for that purpose.
Each questionnaire must be signed under penalty of perjury in the manner designated at the end of the form, by an individual who has the legal authority to bind the Contractor on whose behalf that person is signing. If any information provided by a Contractor becomes inaccurate, the Contractor must immediately notify the County and provide updated accurate information in writing, under penalty of perjury.
The County reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted, to make all final determinations, and to determine at any time, in the discretion of the Department’s Director, whether these pre- qualification procedures will be applicable with respect to any future individual public works project(s).
Contractors may submit pre-qualification packages during regular working hours on any day that the offices of the County are open. Contractors who submit a complete pre-qualification package will, in most cases, be notified of their qualification status within ten (10) business days after submission of the information.
The County may refuse to grant pre-qualification status where the requested information and materials are not provided, or not provided by the deadline specified in first paragraph of this Notice. There is no appeal from denial of pre-qualification status when based on Contractor’s submission of an incomplete or late application. The closing time for bids will not be changed in order to accommodate supplementation of incomplete submissions, or late submissions.
Where a timely and completed application results in a rating below that necessary to pre- qualify, an appeal can be made. An appeal is initiated by the Contractor delivering notice to the County of its appeal of the decision with respect to its pre-qualification rating, no later than ten (10) business days prior to the closing time for the receipt of bids for this Project. Without a timely appeal, the Contractor waives any and all rights to challenge the decision of the County, whether by administrative process, judicial process or any other legal process or proceeding. If the Contractor gives the required notice of appeal and requests a hearing, the hearing shall be conducted so that it is concluded no later than ten (10) business days after the County’s receipt of contractor’s Notice of Appeal. The hearing so provided shall be an informal process conducted by the Reviewing Officer selected pursuant to the authority delegated to the Director by the Fresno County Board of Supervisors. Prior to such informal hearing, the Contractor will be advised of the basis for the County’s pre-qualification determination. The Contractor will be given the opportunity to present information and present reasons in opposition to the pre-qualification determination. Within three (3) business days of the conclusion of the hearing, the Reviewing Officer will render his or her decision. It is the intention of the County that the date for submission and opening of bids for a specific project will not be delayed or postponed to allow for completion of an appeal process.
Note: If it is determined that a Contractor is not to be pre-qualified for this project, that finding will apply only to this specific project. In addition, a contractor may be found not qualified for either:

THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT
“STATEMENTS OF QUALIFICATIONS” FOR ENGINEERING SERVICES FOR:
TRAVEL BY TRAIL, FRESNO!
The City of Fresno Public Works Department is seeking Statements of Qualifications (SOQ) from qualified engineering firms to prepare Wayfinding Plan for Fresno’s trail network as well as promotional material, perform community outreach, and ensure consistency in trail wayfinding to neighboring jurisdictions. Funding for this project is provided by the Sustainable Communities Grant Application, administered by Caltrans with funding from Senate Bill 1, the Road Repair & Accountability Act of 2017.
Scope of Services
Services will include development of a wayfinding plan, identifying digital wayfinding needs, developing trail network promotional materials encouraging mode shift, and meaningful engagement of the community. All of this must ensure consistency in trail wayfinding citywide and to neighboring jurisdictions.
* Review Existing plans, places, wayfinding tools and materials, existing and proposed trails, and identify first-mile and last-mile connections
* Develop GIS database of trail network to assess need and placement of signs
* Develop conceptual guidelines for wayfinding signs
* Develop wayfinding plan
* Identify digital wayfinding needs
* Develop trail network promotional materials encouraging mode shift
* Attend and participate in Steering Committee Coordination Meetings with Caltrans
* Participate in community engagement in coordination with Community Based Organizations (CBO) including ten (10) pop-up planning meetings, an online planning survey, and two (2) final review meetings

* Cover letter
* Overview of the firm and any proposed sub-consultants
* Summary of the company’s experience, performance on similar projects within the last five (5) years only. Also provide if the work was done as a prime or a sub-consultant on the project and exact scope of work performed on the reference projects.
* Resumes of the Project Manager and key staff involved in the day to day operation of the project including education, relevant past project experience and description of their assignment on this project.
* Listing of client references associated with completed projects.
At this time, the consultant fee shall not be included in the submittal package.
The SOQ should be precise and not exceed twenty-five (25) pages. The twenty- five (25) pages include cover letter and table of contents.

“STATEMENTS OF QUALIFICATIONS” FOR
GEOTECHNICAL ENGINEERING SERVICES FOR CAPITAL IMPROVEMENT PROJECT FOR:
JENSEN AVENUE REHABILITATION BETWEEN S. CHATEAU FRESNO AND S. CORNELIA AVENUES
I. Introduction
The City of Fresno Public Works Department is seeking Statements of Qualifications (SOQ) and Cost Proposals from qualified geotechnical engineering consulting firms to provide design services to assist in the rehabilitation of the Jensen Avenue between S. Chateau Fresno and S. Cornelia Avenues. This project is funded by Surface Transportation Program – Local (STPL) administered by Caltrans on behalf of FHWA. The payment for this agreement is Lump Sum.
II. Project Description
The City of Fresno seeks to rehabilitate approximately 3 miles of Jensen Avenue between S. Chateau Fresno and S. Cornelia Avenues consisting of cold in-place recycled (CIR) asphalt. A Traffic Index (TI) of 9 may be assumed for the project area. The project will include signage and striping.
III. Disadvantaged Business Enterprise
The City of Fresno hereby notifies all consultants that the City has established a Disadvantaged Business Enterprise (DBE) Goal for this project. This project has a DBE goal of 6.0%. All applicable forms must be completed and submitted to the City as part of the consultant’s SOQ. It is the responsibility of the Consultant to be familiar with the DBE Compliance Documents.
IV. Scope of Services
The selected firm will be required to prepare a report to include CIR mix design and asphalt concrete pavement recommendations consisting of CIR. The scope of services should also include but not limited to:
* Traffic control /Flagging
* Field investigation/Sampling
* Laboratory testing
* Report preparation
Consultant must provide a draft report for review prior to finalizing the report.
V. SOQ/Cost Proposal Requirements
If your firm is interested in this project, please submit four (4) hard copies and one (1) electronic copy (i.e. flash drive, CD, etc.) of your Statement of Qualifications that includes the following:
* Cover letter
* Overview of the firm and any proposed sub-consultants
* Summary of the company’s experience, performance on similar projects within the last five (5) years only. Also provide if the work was done as a prime or a sub-consultant on the project and exact scope of work performed on the reference projects.
* Resumes of the Project Manager and key staff involved in the day to day operation of the project including education, relevant past project experience and description of their assignment on this project.
* Work plan identifying the major tasks to be completed by the Consultant team, approach to the work and key issues for this project
* Schedule for project completion including the major tasks identified in the work plan
* Listing of client references associated with completed projects.
The SOQ should be precise and not exceed twenty-five (25) pages. The twenty- five (25) pages include cover letter and table of contents.
Consultant must also include a Lump Sum cost proposal with the SOQ package in a separately seal envelope marked Cost Proposal. The cost proposal must also include Exhibits 10-H and 10-O1. The cost proposal must also include major tasks/milestone to be completed and associated fees.
VI. Schedule:
The tentative schedule for hiring and engaging the Consultant is as follows:
* SOQ’s submitted to City – by 4:00 pm on Friday, March 13, 2020.
* Request for Information (RFI) submitted to City – by 4:00 pm on Friday, March 6, 2020
* City response(s) to RFI by 4:00 pm on Wednesday, March 11, 2020
* Review/Score SOQ’s, Selection of a Consultant, and begin contract negotiations – Week of March 16, 2020.
* Execute Agreement – week of March 23, 2020
VII. Consultant Selection
Consultant selection for award of a contract shall be in accordance with City’s consultant selection policy, qualitative analysis and Consultant Evaluation form. The City reserves the right to make the selection of a consultant based on any or all factors of value, whether quantitatively identifiable or not, including, but not limited to, the anticipated initiative and ability of the consultant to perform the services set forth herein.
The screening of the Consultant SOQ’s shall be based on categories identified in the Consultant SOQ Evaluation Form. Consultant interviews will not be conducted for this project. The final selection shall be based on Consultant SOQ Evaluation score.
The top-ranked consultant’s cost proposal and associated Exhibits will only be opened and reviewed prior to negotiations. The City will begin negotiations with the top-ranked consultant. If an agreement can not be reached, negotiations will be formally terminated and resumed with the next most qualified consultant until an agreement is made. All remaining unopened cost proposals will be returned to consultants.
This solicitation for SOQ’s does not commit the City of Fresno to enter into a contract or to pay any costs incurred in the preparation of the SOQ. The City of Fresno reserves the right to accept or reject any SOQ’s, and to negotiate with any qualified consultant, or to cancel in part or in its entirety this solicitation for SOQ’s.
