SUMMARY OF ORDINANCE NO. 2026-02 OF THE CITY OF FOWLER
On February 17, 2026, the Fowler City Council introduced Ordinance No. 2026-02, an ordinance amending Title 2, Chapter 1, City Council, Article 2, Salaries, of the Fowler Municipal Code. The Ordinance Text Amendment will increase councilmember salaries consistent with the provisions of California Senate Bill 329 as codified within California Government Code section 36516.  Adoption of the amended ordinance would allow each member of the Council to receive a salary of two hundred and seventy-seven dollars ($277.00) per month and will take effect after the first pay period following the commencement of a new term of office after the next municipal election.

The City of Fresno Department of Transportation/FAX (hereinafter (“FAX”) is soliciting proposals from qualified contractors for Engineering Services.
The RFQ forms and specifications may be obtained from the Office of the Project Manager (phone 559-621-1537) via the City’s website: www.fresno.gov, click on “Business” (at the top of the screen), then “Bid Opportunities” under the “Doing Business” section.
Proposals may be submitted electronically via Planet Bids only.
Proposals are to be submitted to Planet Bids prior to the deadline of 3 p.m. on Friday, March 20, 2026.
Pre-Proposal Conference
A pre-proposal conference will be held virtually on February 27, 2026 at 10:00 AM. This contract is funded in part by grants from the Federal Transit Administration (FTA) of the United States Department of Transportation. The award of any contract is subject to the requirements of financial assistance contracts between the City of Fresno and the
U.S. Department of Transportation.
The City of Fresno encourages all prime Contractors to utilize qualified SBE (Small Business Enterprise) sub-Contractors on the City of Fresno projects and promotes the direct purchase of goods from qualified SBEs by utilizing SBE vendors when such vendors are available and the price of the goods or services sought is reasonable.
An Interim Final Rule (IFR) published by the U.S. Department of Transportation (DOT) on October 3, 2025, eliminates the presumption that a business is disadvantaged based solely on the owner’s race, ethnicity, or sex. As a result, the DBE program still exists, but there is a temporary suspension while firms are being recertified. No DBE goal will be placed on this project, and proposals will not be evaluated based on proposed DBE participation.
The Contractor is required to comply with all terms and conditions prescribed for third-party contracts by the U.S. Department of Transportation, Federal Transit Administration (FTA). If FTA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FTA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance shall be equitably adjusted.
The City of Fresno reserves the right to reject any and all proposals.

1.   Ordinance No. 2026-03 and Categorical Exemption. This ordinance proposes to amend Chapter 2 of Title 5, of the Fowler Municipal Code to add language for the use and applicability of political signs.  This ordinance includes a proposed finding of exemption from the California Environmental Quality Act (CEQA Guidelines Section 15061(b)(3)).

Public Information Meeting to Address The High Density Housing Overlay District
This notice is to inform the public that on Monday, March 16, 2026, the Clovis City Council will conduct the 2026 annual review and update of the properties included within the Regional Housing Needs (RHN) Overlay District, pursuant to Section 9.18.050 of the Municipal Code. Properties may be added or removed from the Overlay Zone in conjunction with this review and update. The Council meeting will be held at 6:00 p.m. in the Clovis Council Chamber at 1033 Fifth Street, Clovis, CA 93612.

The City’s Housing Element is required to accommodate a diversity of incomes by zoning lands for a variety of densities (dwelling units per acre) and housing types.

NOTICE IS HEREBY GIVEN THAT the Board of Supervisors (“Board”) of the County of Fresno (“County”) will hold a public hearing on March 3, 2026 at 9:30 a.m. or as soon thereafter as the matter may be heard in the Board Chambers, Hall of Records, Third Floor, 2281 Tulare Street, Fresno, California, 93721, to consider and take action to adopt a Resolution amending the Schedule of Drainage Costs and Fees for local drainage areas and Storm Drainage and Flood Control Master Plan pursuant to Section 17.64.050 of the Fresno County Ordinance Code.
On March 3, 2026, the Board of Supervisors will conduct a hearing to consider amending the Schedule of Drainage Costs and Fees pursuant to the Fresno Metropolitan Flood Control District’s fee update adopted by the District on December 17, 2025, by resolution.
The purposes of the Fees, as applicable, are to implement the construction of Storm Drainage Master Plan improvements.  The Drainage Fee Ordinance, enacted under the authority of Section 66483 of the Government Code, requires identification of the estimated or actual cost of the planned facilities through the adoption of a Resolution. 
A copy of the Schedule of Fees, and any data supporting the proposed Fees, will be available for public review at the office of the Clerk to the Board of Supervisors (“Clerk”), at the above address for the Board Chambers, on County business days between the hours of 8:00 AM and 5:00 PM.  A copy of the Board agenda materials, including the proposed Resolution, for the Board’s actions on this matter will be made available for public review, commencing on or about the Thursday immediately before the applicable Board public hearing or meeting date, at the office of the Clerk, and on the County’s Internet website at www.co.fresno.ca.us.

NOTICE IS HEREBY GIVEN that the City of Mendota (“City/Owner”) is requesting bids from qualified contractors for the “Divisadero & Inez Street Reconstruction” project.
In general, the Work consists of the demolition, grading and paving for sections of Divisadero St from Divisadero Circle to Inez St. and a portion of Inez St., including construction of minor concrete improvements, all within the City of Mendota.
1.    Sealed bids will be received by the City of Mendota prior to 2:00:00 p.m. (local time) on Tuesday, March 17, 2026 at 643 Quince Street, Mendota, CA 93640 and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder.
2.    No pre-bid meeting or project site tour will be held for this project.  Contractors shall personally examine the project site prior to bidding.
3.    Bidding Documents may be obtained from Provost & Pritchard Consulting Group. 5.    Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. 7.    Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
8.    OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER.
9.    Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, City of Mendota has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract.
