Notice of Public Hearing on Second Addendum to Educational Center Project EIR

NOTICE IS HEREBY GIVEN:
Sanger Unified School District has prepared a Second Addendum to the Educational Center Project Environmental Impact Report. The Educational Center Project site comprises approximately 116 acres located northeast of the intersection of Jensen and Fowler Avenues in the City of Fresno, and will ultimately include a high school, middle school and related facilities. The Project EIR was certified by the District Board of Trustees on September 13, 2016, and portions of the project have been constructed since that time. The EIR Addendum was prepared to address the proposed modification of a mitigation measure that requires the signalization of the Jensen and DeWolf Avenue intersection and to allow the construction of the remaining Class 1 trail on the north side of Jensen Avenue and remaining sidewalk facilities on the west side of Armstrong Avenue adjacent to the site to occur with the construction of adjacent athletic and related parking facilities. The Addendum indicates that the potential environmental impacts associated with proposed modifications to the Project have been analyzed and addressed in the Project EIR and the Addendum and would not result in conditions outlined in State CEQA Guidelines Section 15162 that would require preparation of a subsequent or supplemental EIR. The proposed modifications to the Project will not result in new significant environmental impacts or a substantial increase in the severity of previously identified significant impacts.
The Board of Trustees of Sanger Unified School District will hold a public hearing on this matter and consider approving the EIR Addendum on Tuesday, November 14, 2023, at 7:00 p.m. or as soon thereafter as possible in the Sanger High School Multi-Purpose Room, 1045 Bethel Avenue, Sanger, California. All interested persons are invited to attend the hearing.

Qualified consultants are invited to submit bid proposals to conduct the comprehensive classification and compensation study. The bid proposal should include:
· A summary of the consultant’s experience and qualifications relevant to the work.
·  A minimum of three (3) prior references representative of organizations of similar size and similar work.
·  A classification and compensation study schedule which includes timelines and anticipated completion dates for each phase of the study.
·  A complete cost proposal based on the scope of services which includes costs for each step of study and shall be inclusive of any travel expenses.  
Qualified consultants interested in submitting bid proposals may download the RFQ package by visiting the City’s Planet Bids website at www.fresno.gov/finance/ under the “Bid Opportunities” subsection on the right side of the screen. A public hearing will be held on GENERAL PLAN AMENDMENT APPLICATION NO. 570 and AMENDMENT APPLICATION NO. 3860 filed by the COUNTY OF FRESNO, proposing to:
Amend the Medium High Density Residential land use designation in the County-adopted Bullard, Caruthers, Clovis, Del Rey, Fresno High-Roeding, and Riverdale Community Plans to allow a density of 20 dwelling units per acre; and
Amend the County-adopted Del Rey Community Plan to expand the Plan boundary to encompass an 18-acre parcel identified as APN 350-080-68T; and
Amend the County-adopted Bullard, Caruthers, Clovis, Del Rey, Fresno High-Roeding, and Riverdale Community Plans to re-designate seven specified parcels as Medium High Density Residential; and
Rezone four of the subject parcels to the R-2 (Low Density Multiple Family Residential) Zone District, rezone two of the subject parcels to the R-3 (Medium Density Multiple Family Residential) Zone District, and rezone separate portions of the remaining subject parcel to the R-3 and R-1 (Single Family Residential) Zone Districts.
These modifications are submitted to address the Sixth Cycle Housing Element Regional Housing Needs Allocation (RHNA) obligation for the unincorporated County.

In general, the Work consists of demolition, grading and paving for sections of three local streets, Fleming Ave., McCabe Ave. and Sorensen Ave., approximately one-block each, including construction of minor concrete improvements and utility services, all within the City of Mendota.
1.    Sealed bids will be received by the City of Mendota prior to 2:00:00 p.m. (local time) on November 17, 2023 at 643 Quince Street, Mendota, CA 93640, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder.
2.    No pre-bid meeting or project site tour will be held for this project.  Contractors shall personally examine the project site prior to bidding.
3.    Bidding Documents may be obtained from Provost & Pritchard Consulting Group at no charge. Interested parties must contact Melissa Santillanez at (559) 449-2700 or msantillanez@ppeng.com to register as a plan holder and receive the documents and any addenda and communications relative to this request for bids.  Hard copies of the bid documents will not be made available.

5.    Prevailing Wage Rates: Pursuant to Section 1770, California Labor Code, the successful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of California Department of Industrial Relations. 6.    This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5.
7.    Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount.
8.    OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER.
9.    Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, City of Mendota has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract. The General Contractor or the General Contractor’s Subcontractors performing the associated work are required to possess appropriate Contractor’s License(s). Failure to possess the specified licenses shall render the Bid as non-responsive and shall act as a bar to award of the contract to any bidder not possessing said license at the time of Bid opening.
