The City of Fresno Housing and Community Development Division is seeking proposals from a qualified Community Housing Development Organization (CHDO) to develop an approximately 70 to 80-unit single-family subdivision at the southwest corner of S. Willow Avenue and E. Byrd Avenue in southeast Fresno (APN: 481-110-42T). The selected CHDO developer will be required to entitle and construct the proposed project. A disposition and development agreement will be negotiated and entered into with the City for the development. As an incentive to submit a proposal, the City will transfer the parcel to the project. In addition, the City has set aside $750,000 in Community Development Block Grant Program funds to help fund some of the predevelopment and infrastructure costs.
Proposals should incorporate sustainable design, environmentally friendly construction (Green) method, open space, all in a manner that reflects the City’s vision, goals, and objectives for the neighborhood and site. The Property has been determined by Council to be surplus exempt property and is subject to the Surplus Land Act (SLA) (Gov. Code §§ 54220-54234) and Fresno Municipal Code Section 4-204 (FMC Section 4-204). In addition, the CHDO developer shall offer houses to households at specified income levels in compliance with the State of California Surplus Land Act and the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant Program for very low-, low- and moderate-income housing. The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications(SOQ) from qualified Civil Engineering firms to provide Manchester Park Splash Pad Design Services for the City of Fresno Public Works Department Capital Program (BID FILE NO.12301351).
Scope of Services
Services will include but are not limited to providing professional engineering design services resulting in contract documents (plans, specifications, and cost estimates) for Manchester Park Splash Pad, which includes in general: replacement of the existing wader pool within the park with a new splash pad infrastructure. The project scope shall include, but is not limited to, new interactive features, multiple jets/sprays, Americans with Disabilities (ADA) compliant accessibility, UV sanitized recirculating water system, CMU enclosures of plumbing and infrastructure, shower, waste receptacles, shade structure and landscape improvements. In general:
The consultant team must have the expertise, experience, and demonstrated resources available to perform the work described in this RFQ. Not all the items may be needed for every project. The Consultant’s services shall include, but are not limited to, the following:
· Participate in coordination meetings with City Staff
· Community Engagement and participation in Community Meetings
· Conduct site investigation in order to prepare construction documents
· Provide Geotechnical testing as required
· Prepare and maintain design and construction schedule
· Prepare all required CEQA documentation. The City will provide formal notification, pursuant to AB 52, to designated contact or tribal representative of traditionally and culturally affiliated California Native American tribes for tribal consultation, prepare a Notice of Intent to adopt, perform all required CEQA postings and noticing and prepare the notice of Determination.

A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. . Bidders are advised that, as required by the Fresno Municipal Code, the city has established a National Targeted Worker mandatory participation level.
Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15%.
No bid will be considered for award unless the Bidder at the time of bid opening, is licensed with a valid Class “B” Contractor’s License issued by the State of California.
The City reserves the right to reject any and all bids.
Bidders are advised that this contract is subject to the City’s Community Workforce Agreement, a project labor agreement executed by the City and the Fresno, Madera, Tulare, Kings Building Trades Council. Which includes a local hiring program, wherein the contractor must use best faith efforts to meet the hiring percentage requirements for Journey-level and apprentice level project work hours. A copy of the Community Workforce Agreement is attached to the bid solicitation.
