If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 916-939-0772 for information regarding the trustee’s sale or visit this internet website http://www.qualityloan.com, using the file number assigned to this foreclosure by the Trustee: CA-26-1056583-AB. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. The claimant, RANCHWOOD HOMEOWNERS ASSOCIATION, under said Notice of Delinquent Assessment Lien heretofore executed and delivered to the undersigned a written Declaration of Default and Demand for Sale, and a written Notice of Default and Election to Sell.  The undersigned caused said Notice of Default and Election to Sell to be recorded in the County where the real property is located and more than three months have elapsed since such recordation.
NOTICE TO POTENTIAL BIDDERS:  If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction.  You will be bidding on a lien, not on the property itself.  Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property.  You should also be aware that the lien being auctioned off may be a junior lien.  If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property.  You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contact the county recorder’s office or a title insurance company, either of which may charge you a fee for this information.
If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call The STOX Group – Posting And Publishing at (714) 929-1052 or visit this Internet Web Site www.stoxposting.com using the file number assigned to this case #MLS363.  Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web Site.  The best way to verify postponement information is to attend the scheduled sale.
NOTICE TO POTENTIAL BIDDERS AND PROPERTY OWNER:  This property is being sold with a 90-Day redemption period pursuant to Civil Code Section 5715 and Code of Civil Procedure 729.035.  In the event the Property Owner attempts to redeem the property prior to the expiration of the 90-Day redemption period, the redemption price may include those items set forth pursuant to Code of Civil Procedure Section 729.060.  Should the purchase and property owner be unable to agree on a price of redemption, that includes the lien of claimant and the items included in Code of Civil Procedure Section 729.060, it is the responsibility of the Property Owner and Potential Bidder(s) to resolve all issues with the price of redemption and advise Trustee pursuant to Code of Civil Procedure Sections 729.070 and 729.080.
NOTICE TO TENANT:  You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code.  If you are an “eligible tenant buyer”, you can purchase the property if you match the last and highest bid placed at the trustee auction.  If you are an “eligible bidder”, you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction.  There are three steps to exercising this right of purchase.  First, 48 hours after the date of trustee sale, you can call (714) 929-1052 or visit the Internet Web Site www.stoxposting.com using the file number assigned to this case (Case File Number #MLS363) to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee.  Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale.  Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale.  If you think you may qualify as an “eligible tenant buyer” or “eligible bidder”, you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase.
IF YOU INTEND TO BID AT THE TRUSTEE’S SALE, YOUR CASHIER’S CHECK(s) MUST BE MADE PAYABLE TO MEDVETTA FINANCIAL INC.  THIRD PARTY CASHIER’S CHECK(s) ARE NOT ACCEPTABLE.
PLEASE NOTE THAT WE ARE A DEBT COLLECTOR AND ANY INFORMATION OBTAINED WILL BE USED FOR THAT PURPOSE.

SUBJECT: NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT
Fresno County (County) is the lead agency for preparation of the Environmental Impact Report for the Vulcan Sanger Conditional Use Permit Modification and Reclamation Plan Amendment Project (Project; Proposed Project) and is issuing this Notice of Preparation pursuant to Section 15082 of the California Environmental Quality Act (CEQA) Guidelines. All responsible and trustee agencies, and interested agencies, organizations, and individuals are invited to submit comments that address environmental concerns resulting from the implementation of the Proposed Project. Please reference “Vulcan-Sanger SEIR No. 8735” in your correspondence and include your name, address, and phone number and/or email address so that we may contact you for clarification, if necessary.
PROJECT TITLE: Vulcan Materials Company, Sanger-Centerville Aggregate Operations – Conditional Use Permit No. 3828, Modification & Reclamation Plan Amendment Project; Supplemental Environmental Impact Report (SEIR) No. 8735.
PROJECT DESCRIPTION
CalMat Co. dba Vulcan Materials Company, Western Division (Applicant) has applied to the County of Fresno Department of Public Works and Planning for an amendment to Conditional Use Permit (CUP) No. 3103 to modify certain components of the project, which will require modification of the existing Reclamation Plan for the Sanger-Centerville Aggregate Operations (Sanger Facility), an existing aggregate (rock, sand, and gravel) mining and processing operation. The Proposed Project would allow temporary dewatering and dry mining methods at excavation depths greater than approximately 65 feet below ground surface (bgs) within the North and South Excavation Areas (collectively, the Project Site) and would reduce the maximum anticipated excavation depth within the Project Site from 150 feet bgs to 125 feet bgs. The Project also includes amendments to the existing Reclamation Plan to reflect the proposed operational changes and streamline certain excavation and reclamation phases. The Project Site is located within the existing Sanger Facility in unincorporated Fresno County, California, east of the City of Sanger and south of State Route 180 (see Figure 1, “Regional Location,” and Figure 2, “Project Site”). The Proposed Project would modify the previously approved CUP No. 3103 and the associated Reclamation Plan, most recently amended in 2015.
Additional detail about the Project can be found in the original notice of preparation, the Applicant’s project description and site plans, project location maps, and the surface mining and reclamation plan, which are available for review on the County website at http://www.co.fresno.ca.us/EIR. Technical studies will also be available on the County website when peer review and revisions are complete.
The public review period for this notice is October 27 through November 27, 2026. Please submit your comments on the Proposed Project during this period, no later than November 23, 2026. Please send your response to Jeremy Shaw, Planner, at the address below or by email to jshaw@fresnocountyca.gov. We will need the name for a contact person in your agency, if applicable.

ANTICIPATED IMPACTS
The County prepared an Initial Study pursuant to CEQA Guidelines Sections 15063 and 15162 to evaluate the Proposed Project modifications and determine whether they may result in significant new environmental effects or substantially more severe impacts than those disclosed in the certified EIR. Based on knowledge of the Project Site and nearby uses, the County anticipates that the Project may result in potentially significant impacts in the following CEQA topic areas:
·         Air Quality and Greenhouse Gas Emissions: Temporary dewatering and dry mining activities may alter air pollutant and greenhouse gas emissions relative to the conditions analyzed in the 2007 EIR.
·         Biological Resources: Temporary dewatering activities may result in indirect impacts to nearby biological resources, including riparian and woodland habitats located within the anticipated groundwater drawdown area.
·         Energy: Temporary dewatering and dry mining activities may increase operational energy consumption relative to existing conditions due to the use of electrically powered dewatering pumps and additional diesel-fueled mining equipment operating at deeper excavation depths.
·         Hydrology and Water Quality: Temporary dewatering of excavation areas below approximately 65 feet bgs may affect groundwater levels, groundwater flow conditions, and associated surface water and biological resources.
·         Geology and Soils: Temporary dewatering and dry mining may alter subsurface conditions and excavation slope stability.
