The scope of work includes but is not limited to; Installation of a 3.5 mile pedestrian and cycling trail along the Mill Ditch as part of a 7.1 mile network of trails known as the Metropolitan Trails System or Metro Trails. This trail will be constructed along Mill Ditch, on the south side of segments. This will create a major trail loop in the central part of our community. This project will include minor roadway and crossing improvements, ADA ramp upgrades, utility relocations, installation of amenities such as benches, street, and trail lighting, drinking fountains, trash receptacles, bicycle racks, dog waste stations, signage, striping, landscaping and irrigation. Coordination will be required with the City of Fresno, the Fresno Irrigation District, San Joaquin Valley Railroad, Federal Aviation Administration, Fresno Yosemite International Airport, PG&E, AT&T and Caltrans will be required.
The Construction Allocation for this project is $6,100,000.
Bids will be taken on complete work, in accordance with Plans and Specifications on file in the office of the Purchasing Manager, 2101 G St., BLDG A, Fresno, CA 93706-1620, or via Planet Bids, phone number (559) 621-1332.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. NOTICE OF PREPARATION OF A DRAFT ENVIRONMENTAL IMPACT REPORT FOR
THE VISTA RANCH PROJECT
NOTICE IS HEREBY GIVEN that the City of Clovis is the lead agency for the preparation of an Environmental Impact Report (EIR) for the proposed Vista Ranch Project (proposed Project), in accordance with the California Environmental Quality Act (CEQA), Section 15050. The EIR will consider potential environmental effects of the proposed project to determine the level of significance of the environmental effect and will analyze these potential effects to the detail necessary to make a determination on the level of significance. The EIR will consider those environmental issues which are raised by responsible agencies, trustee agencies, and members of the public or related agencies during the Notice of Preparation (NOP) process.
The Vista Ranch Project is located directly northeast of the City of Clovis limit line. The Project site is bounded on the north by East Behymer Avenue, on the east by Big Dry Creek Reservoir, on the south by East Shepherd and East Perrin Avenues, and on the west by North Fowler and North Sunnyside Avenues. The Project site is approximately 952 acres and includes a City of Clovis Sphere of Influence (SOI) expansion for the entire 952-acre area. Within the Project site there is the Vista Ranch Master Plan area that is approximately 507 acres that would be annexed into the City of Clovis. The Vista Ranch Master Plan is divided into two areas (MPArea 1 and MPArea 2) based on entitlement requests and the level of design available. MPArea 1 is 368 acres proposed for full entitlements to develop immediately. Entitlements within MPArea 1 include an annexation, general plan amendments, pre-zoning, master plan community overlay district and vesting tentative map. The remaining 139 acres in the Vista Ranch Master Plan (MPArea 2) does not include full entitlements and would require further environmental review to enable future development once more detailed design work is performed. There are also 445 acres of land outside of the Vista Ranch Master Plan, but within the Project site. This area is referred to as Non-Development Area and is part of the SOI expansion but does not propose any other entitlements that would enable development. The City of Clovis requests input as to the scope of the environmental analysis that should be prepared in connection with the proposed project. On November 7, 2023, The Fresno County Board of Supervisor’s, pursuant to California Public Utilities Code Section 21161.5, will consider approval of the Stamoules Airport Plan for Construction the public meeting will be conducted in Room 301, Hall of Records, Tulare and “M” Streets, Fresno, California beginning at 9:30 AM. A Conditional Use Permit No. 3694 approving the Airport’s land use was considered and approved by the Planning Commission on June 22, 2023.

NOTICE OF INVITATION
Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Qualifications for RFQ No. 24-17, Interpretation and Translation Services. The Request for Qualifications (RFQ) is to prequalify a pool of vendors for three (3) years with the option of up to two (2) one-year renewals in the categories of Interpretation Services and Translation Services.
A Pre-conference regarding statement of qualifications submittal is scheduled Monday, October 23, 2023 at  11:00 AM.  The virtual Pre-conference will be hosted via Teams with options to join online or over the phone.  Instructions are posted on Procureware.
Statements of Qualifications will be received prior to 2:01 P.M. on November 8, 2023 on Procureware, the District’s online purchasing portal https://fresnousdpurchasing.procureware.com/home.  Qualifications received later than the designated time and date will not be accepted.  Facsimile (FAX), mailed or e-mailed copies of submittals will not be accepted. Submissions will not be read out loud since based on qualification criteria which could result in multiple vendor awards.

NOTICE TO BIDDERS
Notice is hereby given that the Board of Trustees of the State Center Community College District will receive sealed bids for the furnishing of all labor, materials, and services for Bid No. 2324-13, All Gender Restroom, Clovis Community College. 
Project scope consists of demolition work as required and the construction of an All Gender Restroom within the existing building as per plans and specifications.
Contractors and subcontractors are encouraged to register with the District as a CUPCCAA approved vendor and are encouraged to prequalify for this project and other CUPCCAA projects by utilizing the Districts CUPCCAA prequalification form available at https://pbsystem.planetbids.com/portal/51469/portal-home.

Prospective bidders shall be required to have a valid Class B Contractor’s License.
Bidders are solely responsible for on-time electronic submission of their bid through PlanetBids. 
It is the bidder’s sole responsibility to contact State Center Community College District’s online bid management provider, PlanetBids at 818-992-1771, to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, and for the stability of their internet service, etc…  prior to bid due date/time.
SCCCD will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number (VBID) with a timestamp from the bid management system. Transmission of bids by any other means will not be accepted. 
Failure of Bidder to submit an electronic bid shall be the bidder’s sole risk and no relief will be granted.  Bidders experiencing technical difficulties shall contact PlanetBids at (818) 992-1771 for technical difficulties or help with the bid submission process.
The successful bidder will be required to furnish a Payment Bond, a Performance Bond, Workers Compensation and General Liability, Insurance as required by the Contract Documents.  The successful bidder shall also be required to enter into a written agreement on a form provided by the District.
Bids must be accompanied by a bidder’s bond for at least ten (10%) of the amount of the bid and payable to the District, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District.  An electronic copy of bid bond must be submitted and physical copy should be held with vendor and made available to District upon request. 
Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5 (“DIR Registered Contractor”).  A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness.  Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors.  If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.
The Work is subject to payment of Prevailing Wage Rates (PWRs).  The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided.  Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.
The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.
Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.
The Board of Trustees reserves the right to reject any or all proposals, waive any informality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.
