NOTICE OF INTENT TO ADOPT A MITIGATED NEGATIVE DECLARATION FOR CITY OF CLOVIS DOG PARK MASTER PLAN
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on Thursday, October 24, 2019, at 6:00 p.m., a public hearing will be conducted in the Council Chamber of the Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612. The Clovis Planning Commission will consider the proposed Dog Park Master Plan in accordance with the California Environmental Quality Act (CEQA).
The Dog Park Master Plan is a citywide policy document that includes goals establishing best practices, design standards, and planning recommendations for the long-term expansion of a dog park system within the City of Clovis. The Dog Park Master Plan is intended primarily as a planning policy document and additional planning, design, and/or permits may be required for the actual construction or buildout of said facilities. The Dog Park Master Plan identifies several candidate Parks and priority Sites within existing City parks as appropriate locations for future dog parks. Dog parks constructed on selected sites, would occupy a small portion of the existing areas of candidate Parks and priority Sites, and would not result in the expansion of candidate Parks and priority Sites. The priority Sites selected are Sierra Bicentennial, Letterman and Pasatiempo Parks.
A Mitigated Negative Declaration has been completed for this project, pursuant to 15070 of CEQA, which means that the City has tentatively concluded that the project would not have a significant effect on the environment with the incorporation of proposed mitigation measures. Recommendation of a proposed Mitigated Negative Declaration does not necessarily mean this project will be approved. Hard copies and electronic copies of the proposed Mitigated Negative Declaration for this project may be reviewed and/or obtained at the City of Clovis Planning and Development Services Department, 1033 Fifth Street, Clovis, California, Monday through Friday, between 8:00 a.m. and 3:00 p.m., or online at www.cityofclovis.com.

MITIGATED NEGATIVE DECLARATION
Notice is hereby given that the County of Fresno has prepared Supplemental Initial Study Application (IS) No. 7635 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY APPLICATION NO. 7635 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3650 filed by WESTLANDS WATER DISTRICT, proposing to allow a 6.3-mile-long, double-circuit, 230-kV generation tie-line (gen-tie line) running along Jayne Avenue from the Gates Substation (approximately one mile west of the intersection of Lassen Avenue and Jayne Avenue) to the boundary between Kings County and Fresno County. This project is part of the Westlands Solar Park Master Plan. This portion is located in 100- to 350-foot-wide private easements and includes a temporary staging area and 44 transmission towers between 110 and 175 feet in height. Three additional towers may be constructed within the Gates Substation. Each monopole will require the clearing of approximately one acre of land for construction purposes, and approximately 700 sf around each pole will remain permanently cleared for safety purposes during operation. Including the staging site, it is anticipated that 74.5 acres of land will be impacted by construction on 18 parcels in the Exclusive Agricultural Zone Districts (20- and 40-acre minimum parcel size). (SUP. DIST. 4) Adopt the Mitigated Negative Declaration prepared for Supplemental Initial Study Application No. 7635 and take action on Unclassified Conditional Use Permit No. 3650 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to prepare a supplemental Initial Study and adopt a Mitigated Negative Declaration for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7635 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

NOTICE IS HEREBY GIVEN that Del Rey Community Services District (District) invites and will receive sealed proposals (bids) up to the hour of 2:00 p.m. on November 7, 2019, for the furnishing to said District of all transportation, labor, materials, tools, equipment, services, permits, utilities, and other items necessary to construct said work. Description of Work: Work includes supply of 12 complete 20,000-pound capacity granular activated carbon (GAC) treatment vessels and piping (six vessel pairs) and delivery to the District’s Well Sites 4, 6, and 7. Also included is supplying 240,000 pounds of GAC and filling 12 GAC vessels at the well sites in accordance with these contract documents.
Each bid shall be submitted on a form furnished as part of the Contract Documents and must be accompanied by cash, a cashier’s check, a certified check, or a bidder’s bond executed by an admitted surety insurer or substitute pursuant to Section 995.710 of the Code of Civil Procedure in an amount not less than 10% of the amount of the bid, made payable to the order of or for the benefit of the District. The security of unsuccessful bidders will be returned by the District no later than sixty (60) days following the date of award. Each bid shall be sealed and delivered to the District at the location designated in this notice for the opening of proposals at or before the time in this notice provided. The check or bond or substitute shall be given as security that the bidder will enter into a contract with the District and furnish the required payment and performance bonds, or substitutes in lieu thereof, and certificates of insurance and endorsements if awarded the work, and will be declared forfeited if the bidder refuses to timely enter into said contract or furnish the required bonds or substitutes, or certificates of insurance and endorsements if his bid is accepted.
The District has obtained from the Director of the California Department of Industrial Relations a determination of the general prevailing rate of per diem wages and the general prevailing rate for legal holiday and overtime work in the locality in which said work is to be performed for each craft, classification, or type of worker needed. Not less than the determined rates shall be paid to all workers employed in the performance of the contract. Such rates of wages are on file with the Department of Industrial Relations and in the office of the District and are available to any interested party upon request.
Pursuant to Public Contract Code Section 22300, equivalent securities may be substituted for monies withheld to ensure performance of the contract. The District reserves the right to solely determine the adequacy of the securities being proposed by the Contractor and the value of those securities. The District shall also be entitled to charge an administrative fee, as determined by District in its sole discretion, for substituting equivalent securities for retention amounts. The District’s decisions with respect to the administration of the provisions of Section 22300 shall be final and shall include, but not be limited to, determinations of what securities are equivalent, the value of the securities, the negotiability of the securities, the costs of administration and the determination of whether or not the administration should be accomplished by an independent agency or by the District. The District shall be entitled, at any time, to request the deposit of additional securities of a value designated by District, in District’s sole discretion, to satisfy this requirement. If the District does not receive satisfactory securities within twelve (12) consecutive days of the date of the written request, District shall be entitled to withhold amounts due Contractor until securities of satisfactory value to District have been received.
It is the District’s intent that “plans,” as used in Public Contract Code Section 3300, is defined as the construction contract documents, which include both the drawings and the specifications.
