Two locally owned and operated staffing firms are gearing up to merge at the start of the new year.

Personnel Solutions Unlimited Inc (PSU), an employment agency in Visalia, announced a merger with workforce solutions company Key Staffing & Consulting taking effect in January 2026.

PSU was founded in February 2021 and established by CEO and President Shelly Little with a vision to match strong candidates with growing Central Valley companies.

Key Staffing & Consulting focuses on supporting employers across industrial, manufacturing, agriculture, warehousing, professional Sectors. They offer temporary, temp-to-hire, and direct hire staffing, as well as leadership and workforce development training designed to strengthen teams and improve employee retention.

Founded in 2001, Personnel Solutions has supported local businesses by delivering high-quality recruitment and staffing solutions while building long-term relationships rooted in trust and results.

Little and her team of staffing and recruitment specialists understand the evolving needs of both clients and candidates.

Their services focused on accounting, administrative, management, and medical office roles, while also providing industry-specific recruitment tailored to client needs.

PSU maintains a presence in the community, actively participating in organizations including local chambers of commerce, Society for Better Resources Management in Tulare and Kings counties, the California Staffing Association and the Better Business Bureau.

Little said she extends her gratitude to the many Central Valley businesses that have supported the company throughout the years.

Koster is also an active community leader, serving on local boards and supporting initiatives focused on leadership development and community impact.
