CITY OF FOWLER PLANNING COMMISSION MEETING
Regular Meeting, October 5, 2023
NOTICE IS HEREBY GIVEN that at a regular meeting on Thursday, October 5, 2023 at 6:30 p.m. or as soon thereafter as the matter can be heard, the Fowler Planning Commission will hold a hearing at the City Hall Council Chamber at 128 South 5th Street, Fowler, California to consider the following:
Tract No. 6409 proposes the subdivision of an approximately 28.67-acre parcel (Assessor’s Parcel 345-100-07), generally located to the northeast of the intersection of South Sunnyside Avenue and East Parlier Avenue. The site is designated Medium Low Density Residential by the City’s General Plan and is zoned R-1-7 (one family residential -minimum lot area of 7,000 square feet) on the City’s official zoning map. The proposed tentative subdivision map would result in 114 single family residential lots, as well as a park to the interior of the subdivision. Additionally, a 5.43-acre remainder parcel would be located south of the Kirby Canal. The map proposes to construct lots at the R-1-5 lot size, while meeting all other objective standards of the R-1-7 zone district, as allowed under the Housing Accountability Act.
Zoning Text Amendment 23-031 proposes to amend Title 9, Chapter 5, Article 14, Section 03 of the Fowler Municipal Code to allow for the operation of a sale facilities for class 8 heavy duty trucks and long trailers, and the operation of a farm machinery rental facility as a permitted uses within the M-1 (Light Industrial) zone district.
Conditional Use Permit Application No. 22-09 and Categorical Exemption. Proposes to construct a new 0.21-acre neighborhood park to be located near East Summer Avenue and South 5th Street on Assessor’s Parcel Number 343-300-66T. The park would be constructed with turf and landscaped areas, picnic areas, and playground equipment. The proposed park will be located within the RM-3 (multi-family residential -2,000 square foot minimum) zone district and is planned for Medium Density Residential land uses by the City’s General Plan. Parks are allowed conditionally within this zone district. The Planning Commission will also consider the adoption of a Categorical Exemption analyzing the potential project impacts pursuant to the California Environmental Quality Act (CEQA).
The Planning Commission invites your participation and the public is welcome to speak at the hearing. If you challenge any Planning Commission or City Council action in court, you may be limited to challenge only those issues raised at the Planning Commission or City Council public hearings.
