Notice is hereby given that the City of Fresno intends to establish the Fresno Enhanced Infrastructure Financing District (EIFD) to finance the construction, and/or acquisition, and/or maintenance of public facilities of communitywide significance. Proposed public facilities to be financed include multi-modal roadway, transit, and pedestrian connectivity improvements, and utility capacity improvement projects. Proposed financial arrangements include the commitment by the City of a portion of future incremental property tax revenues (no new taxes for property owners, residents, or businesses) generated within the EIFD. The boundaries of the proposed EIFD encompass approximately 4,200 acres in the Downtown Planning Area and the southern portion of the Blackstone Avenue Bus Rapid Transit (BRT) Corridor as characterized in the City of Fresno General Plan and online at https://www.fresno.gov/EIFD. The governing body of the EIFD, known as the Public Financing Authority (PFA), will hold a public hearing at City Hall, 2600 Fresno Street, Fresno, California at 4:00 p.m., Wednesday, September 30, 2020 to hear written or oral comments related to the EIFD. The meeting will be conducted electronically via Zoom and telephonically only. The County’s 2020-2021 Action Plan for the Fresno County Community Development Block Grant (CDBG), HOME Investment Partnership (Home), and Emergency Shelter Grant (ESG) programs was approved by the Fresno County Board of Supervisors on April 28, 2020. Amendments to the Action Plan are necessary to:

REQUEST FOR RELEASE OF FUNDS

On or about September 28, 2020 the County of Fresno will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the Home Investment Partnership Program (HOME), under Title II of the Cranston-Gonzalez National Affordable Act of 1937 (P.L 101-625), as amended, and Community Development Block Grant Funds (CDBG) under Title 1 of the Housing and Community Development Act of 1974, as amended, along with other HUD funds to undertake a project known as Fresno County Consolidated Plan 2020-2024 for the purpose of the following programs/projects: Housing Assistance Program (HAP); the Housing Assistance Rehabilitation Program (HARP) which provides funds to income-qualified owner occupants for the rehabilitator or reconstruction of housing units; the Rental Rehabilitation Program (RRP)which provides funds for the rehabilitation of rental housing occupied by income-eligible tenants; the Utility Connection Program (UCP) which provides funds for the connection of community water and sewer services to housing units occupied by income-eligible persons. Approximately $29,320,000 will be funded in total by HOME and CDBG funds for the implementation of these programs.

PUBLIC COMMENTS

All comments received by September 25, 2020 will be considered by the County of Fresno prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION

The County of Fresno certifies to HUD that Steven E. White in his capacity as Director of the Department of Public Works and Planning consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Fresno to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the County of Fresno’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Fresno; (b) the County of Fresno has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email CPD_COVID-19OEE-SFO@hud.gov in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the CDP San Francisco HUD Field Office. Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7556 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7556 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3626 filed by JOHN EMMETT, proposing to allow a solid waste processing facility consisting of an asphalt and concrete crushing operation that will produce recycled baserock, and have the subject materials stored onsite until it is delivered offsite on a 22.44-acre parcel in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District. The project site is located on the north side of East Kings Canyon Road approximately 1,980 feet west of its nearest intersection with North Del Rey Avenue and is approximately 1.57 miles northwest of the nearest city limits of the City of Sanger (APN: 314-120-35S) (SUP. DIST. 5). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7556 and take action on Unclassified Conditional Use Permit Application No. 3626 with Findings and Conditions.
