THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT  “STATEMENT OF QUALIFICATIONS” FOR  WASTE GAS FLARE IMPROVEMENTS AT THE FRESNO/CLOVIS REGIONAL WASTEWATER RECLAMATION FACILITY

Submittal Deadline – 4:00pm on September 28, 2018.

The City of Fresno (CITY) is requesting Statements of Qualifications (SOQ) from qualified engineering firms for the preparation of design documents for a new 3,200 scfm waste gas flare at the Fresno/Clovis Wastewater Reclamation Facility (RWRF). The scope of work will include project design, bidding support, construction observation, development of a flare operations plan and electrical ARC flash study. Currently, the RWRF utilizes a 1,100 scfm John Zink, Model ZTOF waste gas flare as the primary flare.  A new secondary flare will be constructed adjacent to the primary flare, tying into the existing raw digester gas line and will be operated by a supervisory control and data acquisition (SCADA) system. The intent is increase overall flare capacity; allow each flare to operate independently depending on the needs of the RWRF.  A Waste Gas Flare Operations Plan will be developed to operate both flares per the stipulated design guidelines.

Monthly average digester gas production is currently 1,580 scfm. The design intent is to increase total flare maximum capacity to 4,300 scfm (1,100 scfm primary flare plus 3,200 scfm secondary flare) and a 500 scfm minimum capacity when gas is routed to other units (co-generator or boilers).  The proposer will design a system to meet the RWRF operational requirements, and will also comply with the latest San Joaquin Valley Air Pollution Control District (SJVAPCD) permits and requirements.  Additional design requirements are included in Appendix A. The total estimated budget for this project (project management, engineering, permits and construction) is $4.3 million. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide prefabricated guard booths. The information provided in the RFI is subject to change and is not binding by the City of Fresno.  The City has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.  All submissions become City of Fresno property and will not be returned.

BACKGROUND

The City of Fresno Department of Transportation Fresno Area Express (FAX) provides public transportation service in the City and County of Fresno. FAX’s bus yard facility is located at 2223 G Street, Fresno, California 93706.  FAX is in the beginning stages design for various security upgrades at the bus yard and is interested in soliciting information from the prefabricated guard booth vendors about their products.  Prefabricated guard booths shall provide check-in/check-out security at the entrance and exit of bus facility. 

PURPOSE OF THE RFI

The primary purpose of this RFI is to acquire information on what features and components, standard and non-standard, are available for prefabricated guard booths. Cost information is also being sought for budgetary purposes in order for FAX to make a determination on the final standards and optional features available to meet FAX needs and requirements.  Vendor information shall be taken into consideration of the development of the bid specifications for (2) prefabricated guard booths. 

INSTRUCTIONS TO RESPONDERS

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. e.            The Director of Public Works or his designee of the City is directed to cause to be prepared a written report for CFD No. 9, Annexation No. 34 (“District Report”) that shows the Services by type and required to adequately meet the needs of CFD No. 9 and the estimated costs of the Services.  The District Report will be made a permanent part of the record of the public hearing specified below.  Reference is made to the District Report as filed with the City Clerk.

f.             As set forth below, the City will hold a public hearing on the annexation of Assessor’s Parcel Number 408-062-07 and 27 to CFD No. 9 with its Services and Special Tax.

g.            The time and place established under Council Resolution No. 2018-195 for the public hearing required under City Law are Thursday, September 20, 2018, at the hour of 10:00 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.

            At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 9, the extent of CFD No. 9 or the furnishing of the Services will be heard.  Any person interested may file a protest in writing as provided by City Law.  If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 9, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 9 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 9 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 9, or against levying a specified Special Tax, those types of facilities or the specified special tax will be eliminated from the proceedings to annex to CFD No. 9.

            The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 9.
