PROJECT DESCRIPTION: Rosemary Solar, LLC proposes to construct, operate, maintain, and decommission the Rosemary Solar and Energy Storage System Complex on approximately 1,172 acres in unincorporated Fresno County. The Project would generate up to approximately 140 megawatts alternating current (MWac) and include energy storage capacity of up to approximately 140 MWac. Related facilities and infrastructure would include O&M buildings, parking, an on-site substation, and an up-to 2-mile-long generation-tie line via 1 of 4 possible paths to deliver power to the existing Pacific Gas and Electric Company (PG&E) 70 kilovolt (kV) Crescent Substation. The Project also includes facility and infrastructure improvements to be constructed, owned and operated by PG&E, including reconductoring 5 linear miles of the PG&E Helm to Crescent 70 kV electric transmission line and raising a portion of the existing PG&E Crescent Switching Station-Schindler 70 kV power line that runs perpendicular to the proposed Rosemary Project gen-tie line.
SIGNIFICANT ENVIRONMENTAL EFFECTS: The County of Fresno has prepared a Draft EIR analyzing the Project’s potential environmental effects. The Project would not have any significant and unavoidable impacts on the environment. The Project would have a less-than-significant impact (with or without mitigation measures) regarding: aesthetics, agriculture and forestry resources, air quality, biological resources, cultural resources, energy, geology, soils, and paleontology, greenhouse gas emissions, hazards and hazardous materials, hydrology and water quality, noise and vibration, transportation; tribal cultural resources, utilities and service systems, and wildfire. No impact would result related to land use and planning, mineral resources, population and housing, public services, and recreation.
PUBLIC REVIEW: The 45-day public review and comment period for the Draft EIR begins Wednesday, August 27, 2025 and ends at 5:00 p.m. Friday, October 10, 2025.  Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 8544 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY NO. 8544, AMENDMENT APPLICATION NO. 3866 filed by Salvador Ramirez proposing to allow the rezone of two parcels totaling approximately 1.26 acres, from the C-6 (General Commercial, Neighborhood Beautification Overlay) Zone District to the M-1 (Light Manufacturing Neighborhood Beautification Overlay) Zone District. All bids shall be submitted electronically through PlanetBids Vendor portal to be accepted.  Incomplete, late, inaccurate, or untrue responses or information provided therein by a bidder shall be grounds for the District to reject such submissions for non-responsiveness. Bids shall be valid for a period of 90 calendar days from the Due Date.
Bids must be electronically submitted on the forms prepared by the District and included in the contract documents located on PlanetBids Vendor portal.
Contractors and subcontractors must be registered with the District as a California Uniform Construction Cost Accounting Commission (“CUPCCAA”) approved contractor and encouraged to prequalify for this project and other CUPCCAA projects by completing the form available at: PlanetBids.

Representatives of the District and consulting engineers, if any, will be present.  Questions asked by Bidders at will be answered in writing by written addenda. 
CONTRACTOR’S LICENSE(S):
Unless otherwise provided in the Instructions for Bidders, each Bidder shall be a licensed contractor pursuant to sections 7000 et seq. of the Business and Professions Code in the following classification(s) throughout the time it submits its Bid and for the duration of the contract:
C-10 – Electrical Contractor.
Bidders are solely responsible for on-time electronic submission of their bid through PlanetBids. 
It is the bidder’s sole responsibility to contact State Center Community College District’s online bid management provider, PlanetBids at 818-992-1771, to resolve any technical issues related to electronic bidding, including (but not limited to) registering as a vendor, updating passwords, updating profiles, uploading/downloading documents, submitting an electronic Proposal, and for the stability of their internet service, prior to bid due date and time.
The District will only consider bids that have been transmitted successfully and have been issued an ebid confirmation number (VBID) with a timestamp from the bid management system. Transmission of bids by any other means will not be accepted. 
Failure of Bidder to submit an electronic bid shall be the bidder’s sole risk and no relief will be granted.  Bidders experiencing technical difficulties shall contact PlanetBids at (818) 992-1771 for technical difficulties or help with the bid submission process.
Bids must be complete and responsive to all portions of the Contract Documents. Bids must be submitted on the District’s Bid Forms.  Any addenda will be posted on PlanetBids (“Website”).  Bidders must check the Website on a daily basis through the Due Date for any applicable addenda or updates. The District does not assume any liability or responsibility based on any defective or incomplete copying, excerpting, scanning, faxing, downloading, or printing of the Bid Documents. Information on PlanetBids may change without notice to prospective bidders. The Contract Documents shall supersede any information posted or transmitted by PlanetBids.
DISTRICT’S RIGHT TO REJECT:
District reserves the right to reject any or all bids or to waive any irregularities or informalities in any bids or in the bidding process.
Any claim by Bidder that its Bid contains an error, or request for relief from its Bid, made after the time for opening of Bids, must be made in compliance with Public Contract Code section 5100 et seq. Upon written request, Bidder may withdraw its Bid prior to the time for opening of Bids without forfeiting its Bid Security. Any request to withdraw a Bid must be executed by the Bidder or its duly authorized representative. Bidder’s withdrawal of its Bid does not prejudice the Bidder’s right to submit a new Bid before the time of Bid opening.

 ACTION: Notice of Availability of an Environmental Assessment
 SUMMARY: Notice is hereby given that the USDA Rural Development (USDA RD), as required by the National Environmental Policy Act, is issuing an environmental assessment (EA) in connection with possible impacts related to a project proposed by Fresno Irrigation District (FID) of Fresno, CA. The proposal is for construction of a recharge basin in Fresno County. FID has submitted an application for funding for the proposal.

 SUPPLEMENTARY INFORMATION: FID’s proposed project will construct a new recharge basin located near the intersection of N. Hayes Avenue and W. Mckenzie Avenue, identified as APN 326-040-23S in western Fresno County, California. The construction consists of a 54-acre recharge basin, parameter fencing, the conversion of an existing well to a monitoring well, the drilling of a new monitoring well, installing stand and flow meters, including installing concrete and PVC pipelines to connect the basin to the adjacent Houghton No. 78 Canal. The connection of the basin to the canal will assist with floodwater storage. The new monitoring wells will help FID monitor and manage groundwater recharge and groundwater levels.
 FID prepared an environmental assessment that describes the project, assesses the proposed project’s environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. USDA RD has conducted an independent evaluation of the environmental assessment and finds that it is consistent with federal regulations and meets the standards for an adequate assessment. No significant impacts are expected as a result of the construction of the project.
 Questions and comments should be sent to USDA RD at the address provided. USDA RD will accept questions and comments on the environmental assessment for 14 days from the date of publication of this notice.
 Any final action by USDA RD related to the proposed project will be subject to, and contingent upon, compliance with all relevant Federal environmental laws and regulations and completion of environmental review procedures as prescribed by 7 CFR Part 1970, Environmental Policies and Procedures.
