AMENDMENT TO EXTEND URGENCY ORDINANCE NO 20-018 OF THE COUNTY
OF FRESNO DISASTER RECOVERY URGENCY ORDINANCE FOR TEMPORARY
HOUSING WITHIN THE AREAS AFFECTED BY THE CREEK FIRE
The Board of Supervisors of the County of Fresno ordains as follows:
SECTION 1: EMERGENCY FINDINGS.
This urgency ordinance amendment is adopted pursuant to California Government Code Sections 25123, particularly subdivision (d), and 25131 and shall take effect immediately upon its approval by at least a four-fifths vote of the Board of Supervisors. The board finds that the ordinance amendment to extend the opportunities for temporary housing within the areas affected by the Creek Fire is necessary for the immediate preservation of the public peace, health, and safety, based upon the following facts:
A. On September 10, 2020, the Board of Supervisors adopted Resolution No. 20-283 ratifying the County Administrator’s proclamation of the existence of a local emergency in Fresno County relating to the Creek Fire.
B. On October 6, 2020, the Board of Supervisors adopted Ordinance No. 20-018, the Creek Fire Disaster Recovery Temporary Housing Urgency Ordinance, temporarily modifying or suspending various Zoning Ordinance Regulations to provide on-site interim housing for affected Creek Fire residents. This adopted Ordinance was to expire on December 31, 2021.
C. On November 2, 2021, the Board of Supervisors voted to extend the declaration of local emergency due to the Creek Fire. D. On December 14, 2021, the Board of Supervisors voted to adopt Ordinance No. 21-019 to extend Urgency Ordinance No. 20-018 to December 31, 2022.
E. On December 13, 2022, the Board of Supervisors voted to adopt Ordinance No. 22-1238 to extend the Urgency Ordinance No. 20-018 to December 31, 2023.
F. On November 7, 2023, the Board of Supervisors voted to adopt Ordinance No. 23-011 to extend the Urgency Ordinance No. 20-018 to December 31, 2025.
G. Fresno County is aware that there remain many residents impacted by the Creek Fire who are still displaced and in need of additional time to move forward with rebuilding permanent residences.
Section 2. Extension of Urgency Ordinance No. 20-018.
A. The provisions in Urgency Ordinance No. 20-018 shall remain in effect until December 31, 2026, unless otherwise specified herein, subject to extension or modification by the Board of Supervisors.
B. No residential recreational vehicle used for interim housing authorized pursuant to Urgency Ordinance No. 20-018 shall be used for permanent housing after the expiration date of this ordinance.
Section 3. California Environmental Quality Act.
Adoption of this Ordinance amendment is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Public resources Code Section 21080(b)(3) regarding projects to maintain, repair, restore, or replace property or facilities damaged or destroyed as a result of a declared disaster and Section 21080(b)(4) regarding actions to mitigate or prevent an emergency, and CEQA Guidelines Section 15269(a) regarding maintaining, repairing, restoring, demolishing, or replacing property or facilities damaged or destroyed as a result of a disaster stricken area in which a state of emergency has been proclaimed by the Governor pursuant to the California Emergency Services Act, commencing with Section 8550 of the Government Code.
Section 4. Effective Date and Publication.
This Ordinance shall be and the same is hereby declared to be, in full force and effect immediately upon its passage by a four-fifths (4/5) or greater vote. The Clerk of the Board of Supervisors is authorized and directed to publish this ordinance before the expiration of fifteen (15) days after its passage. This Ordinance shall be published once, with the names of the members of the Board of Supervisors voting for and against it, in the Business Journal, a newspaper of general circulation published in the County of Fresno, State of California. Pursuant to Government Code section 25124, a complete copy of this ordinance is on file with the clerk of the Board of Supervisors and is available for public inspection and copying during regular business hours in the office of the Board of Supervisors, 2281 Tulare Street, Fresno, CA.

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 26-34, Hamilton K-8 School Gym HVAC Upgrade, to remove three air handlers and two exhaust fans and replace with three new air handlers and two barometric reliefs, and integrate the energy management system.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award. The DVBE goal for the project is as follows:  three percent (3%) of the dollar amount of the Contract.
Prime Contractor must have a valid Class “B” or “C-20” Contractor’s License.

The Architect/Engineers’ estimate for this project is around $875,000 (estimate as of October 2025).
