The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code. The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City. Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. The City of Fresno is soliciting proposals from qualified firms with recent National Environmental Policy Act (NEPA) experience to assist the Housing and Community Development Division with NEPA assessments for U.S. Department of Housing and Urban Development (HUD) funded projects and programs.
The City of Fresno is the annual recipient of HUD HOME Investment Partnerships Program (HOME) and Community Development Block Grant Program (CDBG) entitlement funds. The City Housing and Community Development Division (Division) provides HOME and CDBG Program funds for multi-family development projects, single-family development projects, multi-family rehabilitation projects, single-family rehabilitation projects, park improvements, and various infrastructure projects. These projects and programs require various levels of environmental reviews under the NEPA guidelines. The Division anticipates starting HUD-funded activities for the next fiscal year (July 1, 2020 through June 30, 2021) that will require some level of NEPA assessment.
The selected Consultant is expected to provide expertise, advice and services pertaining to NEPA assessment services. As such, the City will expect the Consultant to provide full documented reports meeting the requirements of NEPA. In addition, the City expects the Consultant to detail a specific Scope of Services to be provided in their proposal for the following:

NOTICE IS HEREBY GIVEN that the Fresno Local Agency Formation Commission (“LAFCo”) will consider the following at a public hearing on September 9, 2020.
City of Clovis “Clovis Landfill No. 4 Reorganization.” A proposed reorganization to annex approximately 117.7 acres to the City of Clovis and detach from the Fresno County Fire Protection District for territory located approximately 5 miles north of Clovis City limits west of the Auberry Road and Fraint Kern Canal intersection.
Laguna Irrigation District “Laguna Irrigation District Annexation.” A proposed annexation of approximately 16,665 acres to the Laguna Irrigation District for territory generally bounded by Conejo Avenue to the north between State Route 43 and Sunnyside Avenue, and the Community of Laton to the south.

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7487 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:
INITIAL STUDY APPLICATION NO. 7487 and CLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3618 filed by DERREL’S MINI STORAGE, INC., proposing to allow a personal/recreational vehicle storage facility with a caretaker’s residence and attached office on two contiguous parcels totaling approximately 38.32 acres in the AL-20 (Limited Agricultural, 20-acre minimum parcel size) Zone District.
The project site is located on the southeast corner of East Shaw Avenue and North McCall Avenue, approximately three quarter-miles east of the nearest city limits of the City of Clovis (SUP. DIST. 5) (APNs 571-011-13 and 571-011-14). Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7487 and take action on Classified Conditional Use Permit Application No. 3618 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project. The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7487 and the draft Mitigated Negative Declaration and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.
This Initial Study was originally published on August 28, 2019. Since that time, changes to the Mitigation Measures represent a significant revision, which required the removal, modification and addition of mitigation measures. Section IV Biological Resources and Section XVI Transportation contain minor technical revisions to the analysis and revised and additional mitigation measures.
