SUMMARY OF ORDINANCE NO. 2024-03 OF THE CITY OF FOWLER
On June 18, 2024, the Fowler City Council introduced Ordinance No. 2024-03 to repeal Title 9 of the Fowler Municipal Code and replace it with a new zoning ordinance. Substantive changes include: the organization of the zoning ordinance into seven distinct articles: Article 1: General Provisions; Article 2: Administration, Permits, and Procedures; Article 3: Zones; Article 4: Site Development Regulations; Article 5: Specific Use Regulations; Article 6: Nonconforming Uses; and, Article 7: Definitions. Substantial changes also include: aligning the zoning ordinance with the goals and policies of the General Plan; establishing a ministerial review process for by-right uses; and including provisions mandated by State law. The City Council will also consider finding the Citywide Zoning Code Update consistent with the General Plan Environmental Impact Report.
This Ordinance is scheduled to be considered for adoption during the regular Fowler City Council meeting on July 16, 2024. A full copy of Ordinance No. 2024-03 is available at the City Clerk’s office in Fowler City Hall, 128 South Fifth Street, Fowler, CA 93625.

The Contractor is required to comply with all terms and conditions prescribed for third-party contracts by the U.S. Department of Transportation, Federal Transit Administration (FTA). If FTA requires any change to this Contract to comply with its requirements, both parties agree to amend the Contract as required by FTA. If such changes cause an increase or decrease in the work to be performed by the Contractor or the time for such performance, then the compensation to be paid the Contractor and time of performance shall be equitably adjusted.

Notice is hereby given that Fresno Unified School District (DISTRICT) is soliciting Request for Proposals for RFP No. 25-01, Bank Services.  The Request for Proposal (RFP) is to select a Firm to provide bank services for  three (3) years with the option of up to two (2) one-year renewals. 
A Pre-Preproposal conference regarding submittal is scheduled Wednesday, July 10, 2024 at  10:00 AM.  The virtual Pre-conference will be hosted via Teams with options to join online or over the phone.  Instructions are posted on Procureware.

NOTICE INVITING BIDS
Sealed proposals will be received at the office of the City Clerk, 850 S. Madera Avenue, Kerman, California 93630, until August 7th, 2024 at 2:00pm PST, at which time they will be publicly opened and read in said building for construction in accordance with the specifications therefore, to which special reference is made as follows:

Plans and specifications applying to this project may be obtained in digital format at no cost from the office of Jesus A. Gonzalez, the City Engineer, Yamabe & Horn Engineering, Inc., by sending an email request to Shona Phillips at sphillips@yhmail.com.  Plans and specifications in hardcopy format may also be obtained from the same office, located at 2985 N. Burl Avenue, Suite 101, Fresno, CA 93727 at the non-refundable price of $160 per set. If mailed there will be a non-refundable charge of $215 per set.

No bidder may withdrawal his/her bid within 30 days after the actual date of the opening thereof.

A bid will not be considered unless it is made on the bid proposal form furnished by the City Engineer. Each bid must be accompanied by a certified cashier’s check or bidder’s bond, made payable to the City of Kerman, for an amount equal to at least ten percent (10%) of the amount bid. A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded within ten (10) days after notice of award of the contract.
A contract will not be awarded to a Contractor who has not been licensed in accordance with the provisions in Public Contract Code Section 3300, as amended, or whose bid is not on the bid proposal form included in the contract documents. A valid California Class ‘A’ Contractor’s License is required for this Project.

This project is subject to the “Buy America” provisions of the Surface Transportation Assistance Act of 1982 as Amended by the Intermodal Surface Transportation Efficiency Act of 1991.
Bids are required for the entire work described herein.  Bids will be compared on the basis of the total bid items.
The City Council reserves the right to reject any or all bids, to waive any informality in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interests of the City of Kerman.
