Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7455 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7455 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3612 filed by VERIZON WIRELESS, proposing to allow a new wireless communication facility consisting of a 100-foot-tall stealth monopole tower with six (6) six-foot-tall panel antennas, one (1) six-foot-tall microwave antenna, and a 30-foot by 30-foot fenced area to contain the monopole and related ground equipment on a 2.29-acre parcel in the AL-40 (Limited Agricultural, 40-acre minimum parcel size) Zone District. This area will be enclosed by an eight-foot-tall, slatted chain-link fence, and will contain a generator, diesel tank, and overhead lighting. The project site is located on the west side of North Madsen Avenue, approximately 95 feet south of its intersection with East Teague Avenue, approximately 4.6 miles east of the nearest city limits of the City of Clovis (8437 N. Madsen Avenue) (SUP. DIST. 5) (APN 150-220-32S). The scope of work includes: Removal and replacement of all electronic equipment used by the existing Honeywell Control System for control and monitoring of the airfield lighting; programming of the ALCMS functions; and a new Distributed Control and Monitoring Unit (DCMU) or ALCMS manufacturer equivalent.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code.  The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City.  A copy of the resolution is on file at the Office of the City Clerk.  Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and
