THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENTS OF QUALIFICATIONS” FOR ENGINEERING SERVICES FOR THE WEST FRESNO COMMUNIY CENTERS REHABILITATION PLANNING PROJECT

The City of Fresno (CITY) Public Works Department is requesting Statements of Qualifications (SOQ) from qualified Architectual Services firms to provide Engineering Services for the capital improvement project at four (4) West Fresno Community Centers Funding for this project is through Measure P.

Scope of Services

Services will include preparation of a master plan report that summarizes recommended rehabilitation or redevelopment options for the four (4) community centers listed in this RFQ. The master planning report shall present site evaluations and analysis, findings from an extensive community outreach campaign, and rehabilitation options for each site. In general:

Anticipated Scope of Community Outreach:

§  Prepare an inclusive community outreach strategy utilizing thoughtful and innovative means of engaging with the community and key stakeholders. Engagement may include in-person (town hall, open house, pop-up), social media, print, radio, television, or mail.

§  Develop survey(s) as needed to gather Voice of the Customer data from the local community (within ½ mile radius from community centers). Provide qualitative and quantitative analysis and present data from surveys and interviews in the master planning report and at community meetings.

§  Facilitate stakeholder and community meetings designed to introduce the project, gather information, and present findings, design concepts, and recommendations.

§  Prepare and print outreach materials including presentation boards, surveys, flyers, fact sheets, doorhangers, etc.

§  Provide materials and engagement opportunities in accessible settings in multiple languages to include at minimum English, Spanish, Hmong, Punjabi, and ASL

Anticipated Scope of Master Plan Report:

§  Conduct preliminary evaluation and analysis of existing infrastructure, including HVAC, plumbing, electrical, structural, concrete flatwork, grading, greenspace, and Americans with Disabilities Act (ADA) accessibility conditions.

§  Consult with various utilities agencies or City departments as required. Evaluate sites for code compliance.

§  Summarize community feedback data and identify objectives met, type of improvement, wants, and needs. Provide recommendations on community center programming opportunities based on community feedback.

§  Provide the basis of design for each site while also considering the West Fresno Community Center system as a whole.

§  Develop multiple site rehabilitation options, ranging from minor improvements to complete demolition and rebuild. Identify essential code-level improvements.

§  Prepare schematic design drawings and other documents for review, modification (if required), and acceptance by the City staff to show the concept and scope of the proposed improvements and the scale and relationship of project components.

§  Develop rough order of magnitude (ROM) construction cost estimates (including cost escalation) for each site rehabilitation option to be used in future design and construction planning decisions. Include anticipated ongoing maintenance costs for each option.

§  Provide geotechnical analysis as required.

§  Complete investigations and studies required by the California Environmental Quality Act (CEQA) for the project.

§  Include recommendations for ADA accessibility improvements.

§  Include assessments and recommendations for coordination with any existing projects or community outreach efforts related to the improvement of the West Fresno Community Centers listed in this RFQ.

Pursuant to Government Code Section 66016(a), the data and information from which the proposed fees are derived shall be made available for public review at Fowler City Hall during normal business hours beginning not less than ten (10) days prior to the hearing.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
