The scope of work includes: This requirements contract is to furnish and install pavement undulations on streets within the City of Fresno. The Contract term is for one (1) year, with provisions for four (4) one-year extensions.
The total estimated value of the work to be performed is $418,800.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code. The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City. A copy of the resolution is on file at the Office of the City Clerk.
Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.
All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of FIVE THOUSAND DOLLARS ($5,000) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount. All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected. Copies of Bid Deposits may be submitted electronically, with the exception of a cashier’s check, which must be brought to the Purchasing Manager’s office and labeled accordingly with bid number.

The bonds must be approved by the City before the Contractor enters upon performance of the Work. In no event shall the bonds securing materials and labor, and performance respectively, provided during the life of this Contract, total less than 100% of the amount payable by City.
Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000. The mandatory participation level for National Targeted Workers is 15%.

REGARDING ANNEXATION OF TERRITORY TO CITY OF FRESNO
COMMUNITY FACILITIES DISTRICT NO. 11
ANNEXATION NO. 149
Notice is hereby given that on May 23, 2024, the City Council of the City of Fresno (City) adopted Council Resolution No. 2024-094 to annex Final Tract Map No. 6392 to the City of Fresno Community Facilities District No. 11 (CFD No. 11) and to authorize the levy of Special Taxes under the City of Fresno Special Tax Financing Law, Chapter 8, Division 1, Article 3 of the Fresno Municipal Code (City Law).  Under this City Law and Council Resolution No. 2024-094, the City gives notice as follows:
a.            The text of Council Resolution No. 2024-094, including exhibits thereto, as adopted by the City is on file with the City Clerk and reference is made thereto for the particular provisions thereof. The text of Council Resolution No. 2024-094 is summarized as follows:
b.            As permitted by City Law, the City is undertaking proceedings to annex additional territory to CFD No. 11, the boundaries of which are shown on the map on file with the City Clerk.
c.            The purpose of CFD No. 11 is to provide financing for the maintenance of the landscaping and irrigation systems, open spaces, trails, concrete curbs, gutters, medians, hardscaping and sidewalks, street lights, local street paving and street name signage plus any added developer requested features (Services) located in street, landscaping and open space easements and public properties associated with the subdivision as more fully described in Council Resolution No. 2024-094 and Exhibit C thereto.
d.            The method of financing the Services is through the imposition and levy of a special tax (Special Tax) to be apportioned on the properties in CFD No. 11 under the rate and method of apportionment described in Council Resolution No. 2024-094 and Exhibit D thereto. The Special Tax requires the approval of two-thirds of the qualified electors of CFD No. 11 at a special election called for that purpose by the City, with each voter having one vote for each acre, or portion of an acre, owned.
e.            The Special Tax, if approved, will be used to finance all or a portion of the Services.
f.             The Director of Public Works of the City or his designee is directed to cause to be prepared a written report for CFD No. 11, Annexation No. 149 (District Report) that shows the Services by type and required to adequately meet the needs of CFD No. 11 and the estimated costs of the Services. The District Report will be made a permanent part of the record of the public hearing specified below. Reference is made to the District Report as filed with the City Clerk.
g.            As set forth below, the City will hold a public hearing on the annexation of Final Tract Map No. 6392 to CFD No. 11 with its Services and Special Tax.
h.            The time and place established under Council Resolution No. 2024-094 for the public hearing required under City Law are Thursday, June 27, 2024, at the hour of 9:15 a.m. or as soon as possible thereafter in the Council Chambers of the City of Fresno, 2600 Fresno Street, Fresno, California.
            At the hearing, the testimony of all interested persons or taxpayers for or against the proposed annexation to CFD No. 11, the extent of CFD No. 11 or the furnishing of the Services will be heard. Any person interested may file a protest in writing as provided by City Law. If fifty percent or more of the registered voters, or six registered voters, whichever is more, residing in the territory proposed to be annexed to CFD No. 11, or the owners of one-half or more of the area of land in the territory proposed to be annexed to CFD No. 11 and not exempt from the Special Tax, file written protests against the annexation and the protests are not withdrawn to reduce the value of the protests to less than a majority, the City will take no further action to annex to CFD No. 11 or levy the Special Taxes for a period of one-year from the date of the decision of the City, and if the majority protests of the registered voters or landowners are only against the furnishing of a type or types of facilities within CFD No. 11, or against levying a specified Special Tax, those types of facilities or the specified Special Tax will be eliminated from the proceedings to annex to CFD No. 11.
    The proposed voting procedure will be by mailed ballot among the property owners within the territory proposed to be annexed to CFD No. 11.

The Reedley Main Canal Bridge on Englehart Avenue will be replaced by a bridge with a width of 35 feet and a length of 37 feet. The existing bridge structure will be replaced with a two-span cast-in-place concrete box culvert. The work also consists of installing concrete bridge barriers, reconstructing the bridge approaches and adding shoulders, cold planing and overlaying existing pavement, constructing driveways, installing crash cushions, and in-channel work. Two orange trees will be removed.
The Travers Creek Bridge on Lincoln Avenue will be replaced by a bridge with a width of 63 feet and a length of 24 feet. The existing bridge structure will be replaced with a cast-in-place bottomless concrete box culvert with a foundation of concrete footings. The work also consists of installing concrete bridge barriers, reconstructing bridge approaches and adding shoulders, cold planing and overlaying existing pavement, constructing driveways, installing drainage pipe between the channel and ditch, and installing rock slope protection in the channel. One stump will be removed.
The Travers Creek Bridge on Parlier Avenue will be replaced by a bridge with a width of 49 feet and a length of 29 feet. The existing bridge structure will be replaced with a two-span cast-in-place concrete box culvert. The work also consists of installing concrete bridge barriers, reconstructing bridge approaches and adding shoulders, constructing driveways, installing crash cushions, and installing concrete slope protection and rock slope protection in the channel. Approximately eleven trees will be removed.
The DBE Contract Goal is 22 percent.

The State Center Community College District (“District”) is hereby requesting proposals for Program Management (“PM”) and/or Construction Management (“CM”) Services, Districtwide to create a pool of highly qualified firm(s)/individuals to provide professional program management and/or construction management services necessary for large capital projects located throughout the District on an as-needed basis.

Qualifications shall be valid for a period of sixty (60) calendar days from the Due Date.

All requests for information (“RFI”) must be submitted electronically via PlanetBids Question & Answer (“Q&A”) tab at PlanetBids by 2:00 pm on July 1, 2024. Questions submitted after this date will not be reviewed or answered.

REQUEST FOR BIDS – TID WELL 8 IMPROVEMENTS
In general, the Work consists of furnishing all labor, materials and equipment necessary to equip the recently drilled Well 8 with pump, motor, MCC, discharge piping, and site improvements, in the Community of Tranquillity, in accordance with the Plans and the Specifications. 1) Sealed bids will be received by the Tranquillity Irrigation District prior to 2:00:00 p.m. (local time) on July 8, 2024, at the Provost & Pritchard Consulting Group office at 455 W. Fir Ave, Clovis CA 93611, and following said deadline all bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope with the name of the bidder, the name of the project and the statement “Do Not Open Until the Time of Bid Opening.” Bids received after said deadline will be returned unopened to the bidder. 2) A mandatory pre-bid meeting and project site tour will be held on June 27, 2024, beginning at 10:00 AM at the Intersection of W. Morton Ave and Colorado Road in Fresno County.  Contractors shall personally examine the project site prior to bidding. 3) Bidding Documents may be obtained from Provost & Pritchard Consulting Group. Only registered plan holders are eligible to bid on this project. Bids received by contractors not on the plan holder list will be rejected and will not be opened. The official plan holder list will also be used to distribute addenda (if any), RFI responses, and information on how to join the pre-bid meeting and the public opening of bids. No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. 7) Bidders shall furnish a Bid Security with their Bidder’s Proposal in the amount of 10% of the base bid amount. 8) OWNER reserves the right after opening Bids to reject any or all Bids, to waive any informality or non-responsiveness in a Bid, or to make award to the lowest responsive, responsible Bidder and reject all other Bids, as it may best serve the interest of the OWNER. 9) Contractor’s License Classification: In accordance with the provisions of California Public Contract Code, Section 3300, Tranquillity Irrigation District has determined that bidder shall possess a valid Class A Contractor’s License issued by the State of California at the time of Bid opening and for the duration of the contract.
