The City of Fresno is soliciting proposals for a qualified Proposer to design and conduct a transit-related survey to assess passenger satisfaction in all facets of FAX service. A report of the findings will be presented to management to help drive management goals, policies, and decisions.

El solicitante propone construir, operar y mantener una nueva instalación de generación de energía solar capaz de generar aproximadamente 300 MW de energía y un sistema de baterías de almacenamiento de aproximadamente 300 MW de corriente alterna (MWac), junto con la infraestructura y los edificios asociados (Proyecto). El proyecto propuesto se ubicaría en aproximadamente 2,446 acres de terreno privado dentro de partes de las parcelas con números del asesor 090-030-06S, 090-030-04S, 090-030-02S, 090-030-03, 090-040-01, 085-110-23S, 085-110-12 y 085-110-13S en el oeste del condado de Fresno. Action: The County of Fresno (County) will be the Lead Agency pursuant to the California Environmental Quality Act (CEQA) and will be responsible for preparing an Environmental Impact Report (EIR) pursuant to CEQA and the CEQA Guidelines for the Cornucopia Hybrid Solar Project.
Project Title: Cornucopia Hybrid Solar Project, Unclassified Conditional Use Permit Application No. 3777
Project Applicant: BayWa r.e. Solar Projects LLC
Project Location and Summary:
The applicant proposes to construct, operate, and maintain a new solar energy generation facility capable of generating approximately 300 MW of energy and an approximately 300 MW of alternating current (MWac) battery storage system and associated infrastructure and buildings (Project). The proposed Project would be located on approximately 2,446 acres of private land within portions of Assessor Parcel Numbers 090-030-06S, 090-030-04S, 090-030-02S, 090-030-03, 090-040-01, 085-110-23S, 085-110-12, and 085-110-13S in western Fresno County. The site is located approximately 11 miles southeast of the City of Coalinga in Fresno County, 2.75 miles northwest of the City of Avenal in Kings County, and 4 miles west of Interstate 5 (I-5). The disadvantaged unincorporated community of Lost Hills is contiguous to the southeast portion of the project of the site off SR 33. The Project site is intersected north to south by State Route (SR) 33 (South Lost Hills Road) and east to west by Sutter Avenue. The Project site is located within Township 21 South, Range 16 East, Sections 34, 35, and 36; Township 22 South, Range 16 East, Sections 1, 2; and Range 17 East, Section 6 of the Avenal, California United States Geological Survey (USGS) 7.5-minute Topographical Quadrangle Map. 
The solar energy generation facility would consist of photovoltaic (PV) solar modules, a substation and switching station, an energy storage system, and two prefabricated structures to be used for maintenance and operation services and for control services. The PV solar modules would be arranged into arrays supported by racking systems and units that track the sun. The modules would be connected to power inverters to convert the sunlight energy into usable alternating current power. The energy would then be transferred from the inverters to a Pacific Gas and Electric (PG&E) switching station, to ultimately transfer the power to the local electrical grid. The substation and the PG&E switching station would be located within the southeast corner of the Project boundaries. The substation would include an electrical control building and would tie into the PG&E switching station via a new transmission line. The energy storage system would consist of a battery storage system comprising of lithium-ion, flow, or sodium sulfur batteries and would be able to store approximately 300 MWac of electricity. The energy storage system would be located adjacent to the substation, with a footprint of approximately 12 acres in size. The Project site is located on parcels subject to Williamson Act agricultural preserve contracts. The applicant proposes to retain agricultural preserve status by providing sheep grazing lands within and surrounding the proposed solar PV panels and equipment.

This Notice of Preparation (NOP) solicits comments from Responsible and Trustee Agencies and other public agencies so that Project-related concerns relevant to each agency’s statutory responsibilities can be addressed in the EIR. The County requests that any potential Responsible or Trustee Agencies responding to this NOP reply in a manner consistent with CEQA Guidelines Section 15082(b), which allows for submittal of any comments in response to this notice no later than 30 days after receipt of the NOP. Potential Environmental Impacts:
Pursuant to CEQA Guidelines Section 15060(d), the County has determined that this Project could result in one or more significant impacts on the physical environment, thereby necessitating the preparation of an EIR, and so has not prepared an Initial Study. The EIR will analyze the environmental issues identified in the CEQA Guidelines Appendix G Environmental Checklist (listed below) after establishing the environmental setting, or baseline, for the analysis. The EIR will identify potential significant direct, indirect, and cumulative effects of the Project and alternatives related to:

·  The intersection of air quality, energy use, transportation, and greenhouse gas (GHG) emissions;
·  Biological resources, including species and habitats, based on database queries, field surveys, and agency consultations, if required;
·  Cultural and tribal cultural resources that could be disturbed during construction, based on record searches, field surveys, and input that may be received from California Native American Tribes;
·  Geology and soils, paleontological resources, hazards and hazardous materials, hydrology and water quality, and related considerations and constraints;

Notice is hereby given that the Fresno Unified School DISTRICT (“DISTRICT”) will receive sealed bids for Bid No. 24-96, King and Lincoln Elementary Schools and Cesar Chavez Adult School Playground Equipment Replacement, to install owner-furnished-contractor-installed (OFCI) outdoor play structure and equipment, install OFCI shade canopy, and perform related site work. At Cesar Chavez Adult School a restroom will be upgraded to be ADA compliant.
DISTRICT hereby notifies all bidders that they will affirmatively ensure that in any Contract entered into pursuant to this advertisement, disabled veteran business enterprises (DVBE) will be afforded full opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, creed, sex or national origin in consideration for award.  The Architect/Engineers’ estimate for this project is around $610,000 per site for King and Lincoln Elementary Schools and $675,000 for Cesar Chavez Adult School.
A MANDATORY pre-bid conference has been scheduled at 9:00 AM, May 15, 2024 in front of the Administration Office at Cesar Chavez Adult School, 2500 Stanislaus St., Fresno CA 93726, at 10:00 AM at Lincoln Elementary School, 1100 Mono St., Fresno CA 93706, and at 11:00 AM at King Elementary School, 1001 E. Florence Ave., Fresno CA 93706.  Contractors bidding as a Prime Contractor for the project must attend in order for their bid to be “responsive”.  Immediately following the pre-bid conference will be a mandatory job-walk of the site(s). School sites are using the Raptor visitor management system that requires all visitors to show either a government-issued identification card or driver’s license to receive a badge and enter the campus. Bidders may arrive earlier than the scheduled time to obtain their badge.
This Project is subject to prequalification, in accordance with Public Contract Code 20111.6. All Bidders performing as either a General Engineering Contractor (A license), General Building Contractor (B license), Electrical Contractor, Mechanical Contractor, or Plumbing Contractor utilized as a Prime Contractor or Subcontractor must be prequalified prior to submitting bids on this project. THE CITY OF FRESNO IS INVITING CONSULTANTS TO SUBMIT “STATEMENT OF QUALIFICATIONS” FOR ENGINEERING DESIGN SERVICES FOR THE CITY OF FRESNO CAPITAL PROJECTS DEPARTMENT

The City of Fresno (CITY) Capital Projects Department is requesting Statement of Qualifications (SOQ) from qualified Engineering Service firms to provide Engineering Design Services for the City of Fresno Capital Projects Department (BID FILE NO. 12402165).
Scope of Services
The City of Fresno desires to improve pumping efficiency of various unit processes within the existing NESWTF, located at 10120 North Chestnut Avenue, Fresno, CA 93730. This project aims to replace existing centrifugal pumps with submersible pumps at both the Washwater Recovery Equalization (EQ) Basin Pump Stations and the Decant Pump Stations. Each submersible pump is expected have a capacity of 2 million gallons per day (MGD). This project will also require modifications to the existing concrete pump support structure at the EQ Basin and construction of a new Decant Sump to accommodate the installation of the submersible pumps. If funding allows, the project may include the construction of a bypass to the EQ Basin to allow gravity flow into the sludge ponds, thereby reducing the need for unnecessary pumping.
Services will include preparation of necessary plans, specifications, estimates, utility relocation and coordination and environmental document preparation.
In general:
·  Develop conceptual site plans, elevations, and renderings.
·  Prepare and maintain design and construction schedule.
·  Conduct a site investigation in order to prepare construction documents.
·  Participate in coordination meetings with City staff.
·  Prepare all necessary environmental documents (including CEQA determination).
·  Prepare construction plans, technical specifications, and construction cost estimates at each phase of the work identified in the consultant agreement.
·  Develop a construction plan to be submitted to all applicable internal and external agencies for permit approval.
·   Coordination with the City Staff and provide technical information to be used within the City’s standard bid specification.
·   Provide staff assistance with bidding process, including the attendance of a pre-bid conference, prepare addenda, respond to bid questions, and provide clarification as needed.
·   Provide City Staff assistance in administration of the construction contract, including attendance of the pre-construction conference, review shop drawings and other contractor submittals, provide clarification and responses to RFI requests, review and provide technical information for periodic site visits during construction when necessary.
·   Prepare as-built record drawings.

NOTICE INVITING BIDS
NOTICE IS HEREBY GIVEN that sealed bids will be received by the City Clerk of the City of Clovis for furnishing all labor, materials, services and equipment, and performing all work necessary as specified for, but not be limited to, street improvements on Sunnyside Avenue from Barstow Avenue to Third Street, approximately ±0.75 mi. Construction shall include full street reconstruction, asphalt concrete paving, water meter and fire hydrant relocation, adjustment of existing manholes, water valves to finish grade, installation of new traffic signal loop detectors, removal and replacement of existing traffic signal loops, concrete curb and gutter, concrete curb ramps, valley gutters, sidewalk, new pavement markings on the Sunnyside Avenue Street Improvements (“Project”).

Bid Proposal: Sunnyside Avenue Street Improvements
No bid will be considered unless it is made on a bid proposal form furnished by the City Engineer.  Each bid must be accompanied by a certified or cashier’s check or bidder’s bond on the City’s form, made payable to the City of Clovis, for an amount equal to at least ten percent (10%) of the amount bid.  Such guarantee will be forfeited should the bidder to whom the contract is awarded fail to enter into the contract.  A Performance Bond in the amount equal to one hundred percent (100%) of the contract amount and a Labor and Materials (Payment) Bond in the amount equal to one hundred percent (100%) of the contract amount will be required by the City from the bidder to whom the contract is awarded.  Said bonds shall be on the City’s forms and shall be issued by a surety company which is an admitted surety insurer authorized by the California Department of Insurance to transact business in this state, which has a rating not lower than “A-” as rated by A.M. In accordance with the provisions of Section 1770 of the Labor Code, the Director of the Department of Industrial Relations of the State of California has determined the General Prevailing Rates and wages and employer payments for health and welfare pension, vacation, travel time and subsistence pay, as provided for in Section 1773, apprenticeship or other training programs authorized by section 3093, and similar purposes applicable to the work to be done.  Said wages are available from the Internet web site of the California Department of Industrial Relations at http://www.dir.ca.gov/DLSR/PWD and also available at the City Clerk Office, Clovis Civic Center, 1033 Fifth Street, Clovis, CA 93612.  A copy of the above-mentioned wage rates shall be posted by the Contractor at the job site where it will be available to any interested party.
In accordance with the provisions of Sections 1725.5, 1771.1, 1771.3, and 1771.4 of the Labor Code, this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal (subject to the requirements of Section 4104 of the Public Contract Code), or engage in the performance of any contract for public work, as defined by that chapter of the Labor Code, unless currently registered and qualified to perform public work pursuant to Section 1725.5 of the Labor Code.  See Section 7-2 of the Standard Specifications (General Conditions) for additional requirements. 
All bids are to be compared on the basis of the City Engineer’s estimate of the quantities of work to be done as shown in the bid proposal form.  The Contractor must be licensed in accordance with the provisions of the Business and Professions Code, Division 3, Chapter 9 “Contractor”.  Bidders for this project must possess a valid Class A or C12 License prior to award of the contract and will be requested to indicate the license expiration date, and the license number on the bid proposal if available.  Award consideration will take place at the earliest available Council meeting or as the City Manager has been authorized to award and execute the contract.  All representations made on the proposal are made under penalty of perjury.
The lowest bid shall be determined by the amount of the base bid.  The Owner reserves the right to add or deduct any of the additive or deductive items after the lowest responsible and responsive bidder is determined.
The City of Clovis reserves the right to reject any or all bids, to waive any informalities or minor irregularities in the bids received, or to award the contract to the lowest responsible bidder as may serve the best interest of the City of Clovis.
Time of completion for the Project shall be Forty-Five (45) Working Days from the date established in the Owner’s Notice to Proceed.
Unless otherwise required by law, no bidder may withdraw its bid for a period of sixty (60) days after the date set for the opening thereof or any authorized postponement thereof.  The Owner reserves the right to take more than sixty (60) days to make a decision regarding the rejection of bids or the award of the Contract.
