The City of Fresno is soliciting proposals for security services at the Municipal Service Center, City Hall, Santa Fe Depot, and the Water Yard. This request is for a three-year Contract with two one-year extensions.

Sealed or electronic bids will be received at the office of the Purchasing Manager of the City of Fresno for the following:

MAROA HEIGHTS PHASE II, INSTALLATION OF 8” AND 12”

WATER MAINS AND SERVICES

BID FILE NUMBER:  3640-5756  

The scope of work includes furnishing and installing approximately nine thousand three hundred and thirty eight (9,338) lineal feet of 8” water main and three thousand three hundred and forty (3,340) lineal feet of 12” water main. In addition, new water services will be provided to 186 lots and service transfers will be performed at those locations. Installation of 22 fire hydrants will also be a part of this project. Also, nine hundred and ninety six (996) lineal feet of 15” storm drain, 4 manholes and 1 drain inlet will be installed along with the water mains. The work will be performed in the vicinity of W. Shaw Ave. and N. Maroa Ave. North of W. Shaw Ave. and east and west of N. Maroa Ave. The new 8” and 12” water mains will replace 50+ year old mains. A portion of work is within the County of Fresno.

The Construction Allocation for this project is $2,895,000.00.

Bid Proposals must be filed electronically or with the Purchasing Manager prior to the bid opening at 3 p.m. on Tuesday, May 21, 2019, when the bids will be publicly opened and recorded.

The work hereunder constitutes a “public work” as defined in Chapter 1, Part 7, Division 2 of the California Labor Code, and Contractor shall cause the work to be performed as a “public work” in accordance with such Chapter of the California Labor Code.  The Council of the City of Fresno has adopted Resolution No. 82-297 ascertaining the general prevailing rate of per diem wages and per diem wages for holidays and overtime in the Fresno area for each craft, classification, or type of worker needed in the execution of contracts for the City.  A copy of the resolution is on file at the Office of the City Clerk.  Actual wage schedules are available at Construction Management Office, 1721 Van Ness Avenue, Fresno, California 93721, (559) 621-5600.

Contractors and Subcontractors must meet any and all requirements of Labor Code sections 1771.1 and 1771.5 prior to submitting bids.

All proposals must be made on the Bid Proposal Form provided by the Purchasing Manager. A Bid Deposit, which can be provided separately, in the amount of TEN PERCENT (10%) of the Total Net Bid Amount (or, in bids with Add Alternates, the highest possible combination of the Base Bid plus Add Alternates) in the form of a certified or cashier’s check, an irrevocable letter of credit, or a certificate of deposit or a bidder’s bond executed by a corporate surety, admitted by the California Insurance Commissioner to do business in California, payable and acceptable to the City of Fresno; or the Bidder shall have registered with the Purchasing Manager of the City an annual bid bond sufficient to provide coverage in such amount.  All Bid Deposits will be held until a Contract has been executed with the successful Bidder or all bids have been rejected.  Copies of Bid Deposits may be submitted electronically, with the exception of a cashier’s check, which must be brought to the Purchasing Manager’s office and labeled accordingly with bid number.

Bidders are advised that, as required by the Fresno Municipal Code, the City has established a National Targeted Worker mandatory participation level.

Bidders are advised that as required by the Fresno Municipal Code, the City of Fresno is implementing new National Targeted Worker requirements for public work of improvement contracts over $200,000.  The mandatory participation level for National Targeted Workers is 15%.

MITIGATED NEGATIVE DECLARATION

Notice is hereby given that the County of Fresno has prepared Initial Study Application (IS) No. 7584 pursuant to the requirements of the California Environmental Quality Act for the following proposed project:

INITIAL STUDY APPLICATION NO. 7584 and UNCLASSIFIED CONDITIONAL USE PERMIT APPLICATION NO. 3638 filed by CALCOM ENERGY, proposing to allow a 2,016 kW ground-mount solar system on a 55-acre parcel to support agricultural operations by energizing existing electrical facilities on an adjacent 116.6-acre parcel.  The project will install approximately 1.5 miles of overhead electrical lines to connect the system to the facilities.  The subject parcels are located on the south side of Fresno-Coalinga Road (State Route 145) between S. Sonoma and S. Napa Avenues in the AE-20 (Exclusive Agricultural, 20-acre minimum parcel size) Zone District (SUP. DIST. 4) (APNs 060-140-60S, 065-020-37S).  Adopt the Mitigated Negative Declaration prepared for Initial Study Application No. 7584, and take action on Unclassified Conditional Use Permit Application No. 3638 with Findings and Conditions.

The County of Fresno has determined that it is appropriate to adopt a Mitigated Negative Declaration for the Proposed Project.  The purpose of this Notice is to (1) provide notice of the availability of IS Application No. 7584 and the draft Mitigated Negative Declaration, and request written comments thereon; and (2) provide notice of the public hearing regarding the Proposed Project.

Bids must be made on a form prepared by the District and included in the contract documents.  Bids will be received no later than Thursday, May 16, 2019 at 2:00 PM after which time they will be opened and read aloud.  Bids must be sealed, marked with bid number and title, and returned to the Purchasing Department of the State Center Community College District at 1525 E. Bids must be accompanied by a bidder’s bond or certified check for at least ten (10%) of the amount of the bid and payable to the District, which shall be given as a guarantee that the bidder will enter into a contract if awarded the work. Said bond or certified check will be declared forfeited, paid to, or retained by the District as liquidated damages if the bidder refuses or neglects to enter into the contract provided by the District.

Each Bidder submitting a proposal to complete the work, labor, materials and/or services (“Work”) subject to this procurement must be a Department of Industrial Relations (DIR) registered contractor pursuant to Labor Code §1725.5 (“DIR Registered Contractor”).  A Bidder who is not a DIR Registered Contractor when submitting a proposal for the Work is deemed “not qualified” and the proposal of such a Bidder will be rejected for non-responsiveness.  Pursuant to Labor Code §1725.5, all Subcontractors identified in a Bidder’s Subcontractors’ List shall be DIR Registered Contractors.  If awarded the Contract for the Work, at all times during performance of the Work, the Bidder and all Subcontractors, of any tier, shall be DIR Registered Contractors.

The Work is subject to payment of Prevailing Wage Rates (PWRs).  The Contractor and all Subcontractors of every tier shall pay laborers performing any portion of the Work not less than the PWR established for the labor provided.  Pursuant to Labor Code §1771.4(a)(4), PWR monitoring and enforcement shall be by the Department of Industrial Relations.

The Director of the Department of Industrial Relations of the State of California, in the manner provided by law, has ascertained the general prevailing rate per diem wages, rate for legal holidays and overtime work, and employee payments for health and welfare, vacation, pension and similar purposes applicable to the work to be performed. Said wages and rates are on file in the District Office and are incorporated herein by reference. Contractor must pay for any labor described or classified in an amount not less than rates specified.

Consistent with Public Contract Code section 22300, the District shall, at the request and expense of the Contractor, permit the substitution of securities or the payment of funds equivalent to the amount of monies withheld as retention from progress payments.

The Board of Trustees reserves the right to reject any or all proposals, waive any informality in the receiving of bids, and consider quality, convenience, and reasonable qualifications as well as price in making awards.
