Notice of Public Meeting for Discussion of Possible State CDBG Application
NOTICE IS HEREBY GIVEN that the City of Parlier will conduct a public meeting on June 3, 2021, at 6:30 pm, at Parlier City Hall. This meeting discusses possible applications for funding under the next fiscal year’s (July 1 to June 30) State Community Development Block Grant (CDBG) Program. In addition, it solicits citizen input on possible competitive and supplemental activities for the application.
The Community Development and Economic Development allocations of the State CDBG program will be published in a combined “Notice of Funding Availability” (NOFA) program year. Eligible cities may submit Community Development and Housing applications for CDBG funds under the 2021 NOFA for a maximum per application request of $1,500,000. It is estimated that the funding of the State 2021 CDBG program allocation is approximately $30,000,000. The Economic Development “Over-the-Counter” (OTC) allocation has an approximate maximum limit of $3,000,000.
Eligible Activities include: Homeownership Assistance and Housing Rehab, Public Facility and Public Improvements (incld. In Support of New Housing Construction); Public Services, Planning Studies; Economic Development Assistance and Microenterprise Activities. The activities and/or programs funded through CDBG must meet one or more of the three National Objective in the Federal Statute: Benefit to low-moderate income households/persons; elimination of slums and blight; or meeting Community Development need.
The City of Parlier anticipates submitting an application under the NOFA published this year. The City will expend their Program Income before expending grant funds. The purpose of this public hearing is to allow citizens to make their comments known regarding what types of eligible activities that Parlier should apply for under the State CDBG program to include the Program Income fund. This is the second public meeting.
